Methods and systems for adjusting a transmit power of a forward link or reverse link signal make use of variable adjustment parameters. The wireless signal is received to obtain a received signal. An observed signal-to-noise ratio (SNR) and an observed frame error rate (FER) for the received signal are determined. In an outer loop process, an adjustment increment is selected based on how much the observed FER differs from the target FER, and the target SNR is adjusted by the adjustment increment. In an inner loop process, a power adjustment command is selected based on a comparison between the observed SNR and a target SNR. The power adjustment command instructs the transmitter of the wireless signal to either increase or decrease the transmit power of the wireless signal. The power adjustment increment may also depend on the observed FER.

The method of claim 1, wherein said wireless signal is a forward link signal transmitted by a base station. 3. The method of claim 1, wherein said wireless signal is a reverse link signal transmitted by a mobile station. 4. The method of claim 1, wherein said observed error level is an observed frame error rate and said target error level is a target frame error rate. 5. The method of claim 1, wherein selecting an upward adjustment increment from among at least a first upward adjustment value, a second upward adjustment value, and a third upward adjustment value based on said observed error level comprises: when said observed error level is within said first range of observed error levels greater than said target error level, selecting said first upward adjustment value as said upward adjustment increment;when said observed error level is within said second range of observed error levels greater than said target error level, selecting said second upward adjustment value as said upward adjustment increment; andwhen said observed error level is within said third range of observed error levels greater than said target error level, selecting said third upward adjustment value as said upward adjustment increment. 6. The method of claim 1, wherein selecting a downward adjustment increment from among at least a first downward adjustment value, a second downward adjustment value, and a third downward adjustment value based on said observed error level comprises: when said observed error level is within said first range of error levels less than said target error level, selecting said first downward adjustment value as said downward adjustment increment;when said observed error level is within said second range of error levels less than said target error level, selecting said second downward adjustment value as said downward adjustment increment; andwhen said observed error level is within said third range of observed error levels less than said target error level, selecting said third downward adjustment value as said downward adjustment increment. 7. The method of claim 1, wherein said setpoint is a target signal-to-noise ratio (SNR). 8. The method of claim 7, further comprising: determining an observed SNR of said received signal; andselecting a power adjustment increment, wherein selecting the power adjustment increment comprises (i) when said observed SNR is below said target SNR, selecting an upward power adjustment increment based on how much said observed error level differs from said target error level, and (ii) when said observed SNR is above said target SNR, selecting a downward power adjustment increment based on how much said observed error level differs from said target error level. 9. The method of claim 8, further comprising: transmitting an instruction to adjust said transmit power level of said wireless signal by said selected power adjustment increment. 10. The method of claim 8, wherein said first range of observed error levels greater than said target error level is associated with a first power-up value, said second range of observed error levels greater than said target error level is associated with a second power-up value, and said third range of observed error levels greater than said target error level is associated with a third power-up value, and wherein selecting an upward power adjustment increment based on how much said observed error level differs from said target error level comprises: when said observed error level is within said first range of observed error levels greater than said target error level, selecting said first power-up value as said upward power adjustment increment;when said observed error level is within said second range of observed error levels greater than said target error level, selecting said second power-up value as said upward power adjustment increment; andwhen said observed error level is within said third range of observed error levels greater than said target error level, selecting said third power-up value as said upward power adjustment increment. 11. The method of claim 8, wherein said first range of observed error levels less than said target error level is associated with a first power-down value, said second range of observed error levels less than said target error level is associated with a second power-down value, and said third range of observed error levels less than said target error level is associated with a third power-down value, and wherein selecting a downward power adjustment increment based on how much said observed error level differs from said target error level comprises: when said observed error level is within said first range of observed error levels less than said target error level, selecting said first power-down value as said downward power adjustment increment;when said observed error level is within said second range of observed error levels less than said target error level, selecting said second power-down value as said downward power adjustment increment; andwhen said observed error level is within said third range of observed error levels less than said target error level, selecting said third power-down value as said downward power adjustment increment. 12. A system for controlling a transmit power of a wireless signal transmitted by a wireless communication device, comprising: a receiver for receiving said wireless signal to obtain a received signal;data storage;a processor;instructions stored in said data storage and executable by said processor to cause said system to perform functions comprising:(a) determining an observed signal-to-noise ratio (SNR) of said received signal;(b) selecting a power adjustment command based on a comparison between said observed SNR and a target SNR;(c) determining an observed error level in said received signal;(d) selecting an adjustment increment, wherein selecting said adjustment increment comprises: when said observed error level is greater than a target error level, selecting an upward adjustment increment from among at least a first upward adjustment value, a second upward adjustment value, and a third upward adjustment value based on said observed error level, wherein said first upward adjustment value is associated with a first range of observed error levels greater than said target error level, said second upward adjustment value is associated with a second range of observed error levels greater than said target error level, and said third upward adjustment value is associated with a third range of observed error levels greater than said target error level, andwhen said observed error level is less than said target error level, selecting a downward adjustment increment from among at least a first downward adjustment value, a second downward adjustment value, and a third downward adjustment value based on said observed error level, wherein said first downward adjustment value is associated with a first range of observed error levels less than said target error level, said second downward adjustment value is associated with a second adjustment values less than said target error level, and said third downward adjustment value is associated with a third range of observed error levels less than said target error level; and(e) adjusting said target SNR by said selected adjustment increment; anda transmitter for transmitting said selected power adjustment command to said wireless communication device. 13. The system of claim 12, wherein said system is a mobile station, said wireless communication device is a base station, and said wireless signal is a forward link signal. 14. The system of claim 12, wherein said system is a base station, said wireless communication device is a mobile station, and said wireless signal is a reverse link signal. 15. The system of claim 12, wherein said power adjustment command identifies a power adjustment increment. 16. The system of claim 15, wherein said functions further comprise: (f) selecting said power adjustment increment from among a plurality of power adjustment values based on how much said observed error level differs from said target error level.
