The method of claim 2, wherein the power control commands are bits within the bitmap and a location of the bits within the bitmap is mapped to the one or more resource blocks employed by the respective UEs. 4. The method of claim 3, wherein a number of bits for controlling power of a UE is associated with a number of resource blocks utilized by the UE for its uplink communications. 5. The method of claim 1, wherein the transmitting the power control messages comprises transmitting at least one common power control message to the plurality of UEs. 6. The method of claim 1, wherein the transmitting the power control messages comprises transmitting individual power control messages comprising power control bits to each of the UEs. 7. The method of claim 1, further comprising indexing the resource blocks utilized by the respective UEs. 8. The method of claim 7, wherein the power control messages comprise bits associated with the indexed resource blocks in addition to bits associated with the power control commands. 9. The method of claim 7, further comprising grouping the UEs based at least on their estimated radio conditions. 10. The method of claim 9, wherein the transmitting the power control messages comprises transmitting group power control commands to one or more of the UE groups. 11. An apparatus for conveying power control information within a communication system, the apparatus comprising: a receiver that receives one or more communications from one or more user equipments (UEs);a processor that generates at least one power control message for the one or more UEs that transmitted at least one of the one or more communications at a non-optimum power level, wherein at least one location of at least one power control command within the at least one power control message is mapped to one or more resource blocks utilized by the one or more UEs for transmitting at least one non-optimum communication at the non-optimum power level; anda transmitter that transmits the at least one power control message to the one or more UEs that transmitted the at least one non-optimum communication;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently by at least one of the UEs at different frequencies and the at least one power control message individually adjusts power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 12. The apparatus of claim 11, further comprising a memory that stores information associated with one or more of the power control commands or the resource blocks. 13. The apparatus of claim 11, wherein the at least one power control message comprises a plurality of power control commands associated with the plurality of UEs wherein a location of the plurality of power control commands within the power control message is mapped to a plurality of resource blocks utilized by the plurality of UEs for the one or more communications. 14. The apparatus of claim 11, wherein the transmitter transmits a plurality of power control messages separately to each of the plurality of UEs wherein the plurality of power control messages transmit individual power control commands to each of the plurality of UEs. 15. The apparatus of claim 11, wherein at least one of the UEs utilizes a plurality of resource blocks for transmitting the at least one non-optimum communication. 16. The apparatus of claim 15, wherein the at least one power control message comprises a plurality of power control commands whose position within the power control message is mapped to the plurality of resource blocks utilized by the at least one UE. 17. The apparatus of claim 11, wherein the at least one power control message comprises indexing information associated with the resource blocks. 18. The apparatus of claim 17, wherein the power control message comprises power control commands for a plurality of the one or more UEs grouped together based at least on respective radio conditions. 19. A computer program product comprising: a computer-readable medium comprising:code for causing at least a computer to receive one or more uplink communications;code for causing at least a computer to determine if the one or more uplink communications have been transmitted at an optimum power level;code for causing at least a computer to determine one or more resource blocks employed by one or more user equipments (UEs) for transmitting one or more non-optimal uplink communications at a non-optimal power level;code for causing at least a computer to generate one or more power control messages for the one or more UEs that transmitted the one or more non-optimal uplink communications at the non-optimal power level, wherein one or more positions of one or more power control commands within the one or more power control messages are mapped respectively to the one or more resource blocks employed by the one or more UEs to transmit the one or more non-optimal uplink communications at the non-optimal power level; andcode for causing at least a computer to transmit the one or more power control messages to the one or more UEs that transmitted the one or more non-optimal uplink communications at the non-optimal power level;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently by at least one of the UEs at different frequencies and the power control messages individually adjust power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 20. The computer program product of claim 19, wherein the computer-readable medium further comprises code for causing at least a computer to include a bitmap into the power control messages in order to communicate the power control commands. 21. The computer program product of claim 20, wherein the computer-readable medium further comprises code for causing at least a computer to generate the power control commands as bits within the bitmap. 22. The computer program product of claim 21, wherein the computer-readable medium further comprises code for causing at least a computer to map a location of the bits within the bitmap to the one or more resource blocks employed by the respective UEs. 23. The computer program product of claim 22, wherein a number of bits for controlling power of at least one of the one or more UEs is associated with a number of resource blocks utilized by the at least one UE for its uplink communications. 24. The computer program product of claim 19, wherein the code for causing at least a computer to transmit the power control messages cause the computer to transmit individual power control messages comprising power control bits to each of the UEs. 25. The computer program product of claim 19, wherein the code for causing at least a computer to transmit the power control messages cause the computer to transmit a common power control message to a plurality of UEs. 26. The computer program product of claim 19, wherein the computer-readable medium further comprises code for causing at least a computer to index the resource blocks employed by the UEs. 27. The computer program product of claim 26, wherein the computer-readable medium further comprises code for causing at least a computer to group the UEs into one or more groups based at least on respective radio conditions. 28. The computer program product of claim 27, wherein the code for causing at least a computer to transmit the power control messages cause the computer to transmit a common power control message to at least one of the UE groups wherein the common power control message comprises indexing information in addition to the control commands. 29. A wireless communications apparatus for communicating power control information, the system comprising: means for receiving one or more uplink communications from one or more user equipments (UEs);means for analyzing the received one or more uplink communications to identify one or more non-optimal uplink communications received at a non-optimal power level; andmeans for transmitting one or more power control messages to at least one of the one or more UEs that transmitted the one or more non-optimal uplink communications at the non-optimal power level, wherein at least one location of at least one power control command within the one or more power control messages is mapped to at least one resource block utilized by the at least one UE for transmitting the one or more non-optimal uplink communications at the non-optimal power level;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently by at least one of the UEs at different frequencies and the power control messages individually adjust power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 30. The apparatus of claim 29, further comprising means for storing one or more of the received uplink communications or attributes associated with the received uplink communications. 31. The apparatus of claim 29, wherein the means for transmitting the power control messages comprises means for transmitting a bitmap that comprises the power control commands. 32. The apparatus of claim 31, wherein the power control commands are bits within the bitmap and a location of the bits within the bitmap is mapped to the at least one resource block employed by the at least one UE for transmitting the non-optimal uplink communications. 33. The apparatus of claim 32, wherein a number of bits for controlling power of the at least one UE is associated with a number of resource blocks utilized by the UE for the non-optimal uplink communications. 34. The apparatus of claim 29, further comprising means for indexing resource blocks utilized by the UEs for uplink communications. 35. The apparatus of claim 34, wherein the means for analyzing comprises means for grouping the UEs into one or more groups in accordance with respective radio conditions associated therewith. 36. The apparatus of claim 35, wherein the means for transmitting the power control messages comprises means for transmitting a common power control message to at least one of the UE groups wherein the common power control message comprises the resource indexing information in addition to power control commands. 37. A method of receiving power control commands, the method comprising: transmitting one or more uplink communications;receiving at least one power control message on a downlink when the one or more uplink communications is determined to be transmitted at a non-optimal power level, wherein at least one location of at least one power control command within the at least one power control message is mapped to one or more resource blocks utilized for transmitting the one or more uplink communications at the non-optimal power level;identifying the at least one power control command based at least on a location of the at least one power control command within the at least one power control message; andadjusting power levels of the one or more uplink communications in accordance with the at least one power control command;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently at different frequencies and the at least one power control message individually adjusts power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 38. The method of claim 37, wherein the resource blocks utilized for the uplink communications are indexed. 39. The method of claim 38, further comprising associating with a group of UEs based at least upon radio conditions. 40. The method of claim 39, wherein the receiving the power control message comprises receiving a group power control message that includes power control commands in the group in addition to indexing information associated with the resource blocks utilized by the UEs for the uplink communications. 41. An apparatus for adjusting transmission power levels within a communication system, the apparatus comprising: a transmitter that transmits one or more uplink communications at a non-optimal power level;a receiver that receives at least one power control message when the one or more uplink communications is determined to be transmitted at the non-optimal power level, wherein at least one location of at least one power control command within the at least one power control message is mapped to one or more resource blocks utilized for transmitting the one or more non-optimal uplink communications at the non-optimal power level; anda processor that controls power levels of the transmitter based on the at least one power control command;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently at different frequencies and the at least one power control message individually adjusts power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 42. The apparatus of claim 41, wherein the received power control message comprises a bitmap wherein at least one bit within the bitmap functions as the power control command and a location of the bit within the bitmap is mapped to the resource blocks utilized for the non-optimal uplink communications. 43. The apparatus of claim 42, wherein a number of bits within the bitmap corresponds to a number of resource blocks utilized for the non-optimal uplink communications. 44. The apparatus of claim 41, wherein the resource blocks are persistently assigned. 45. The apparatus of claim 41, wherein the resource blocks utilized by the non-optimal communications are indexed. 46. The apparatus of claim 41, wherein the power control message comprises indexing information associated with the resource blocks in addition to the power control command. 47. A computer program product comprising: a computer-readable medium comprising:code for causing at least a computer to transmit one or more uplink communications;code for causing at least a computer to receive at least one power control message on a downlink when the one or more uplink communications is determined to be transmitted at a non-optimal power level, wherein at least one location of at least one power control command within the at least one power control message is mapped to at least one resource block utilized for transmitting the one or more uplink communications at the non-optimal power level; andcode for causing at least a computer to adjust power levels of the one or more uplink communications in accordance with the at least one power control command;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently at different frequencies and the at least one power control message individually adjusts power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 48. The computer program product of claim 47, wherein the received power control message comprises a plurality of power control commands, wherein a location of the power control commands within the received message is mapped to the plurality of resource blocks used for the uplink communications. 49. The computer program product of claim 47, wherein the resource blocks utilized for the uplink communications are indexed. 50. The computer program product of claim 47, wherein the computer-readable medium further comprises code for causing at least a computer to associate with a group of UEs based at least upon radio conditions. 51. The computer program product of claim 50, wherein the received power control message is a group power control message comprising power control commands in the group and indexing information associated with the resource blocks utilized by the UEs for the uplink communications. 52. An apparatus for adjusting power within a wireless communication system, the apparatus comprising: means for transmitting one or more uplink communications;means for receiving at least one power control message on a downlink when the one or more uplink communications is determined to be transmitted at a non-optimal power level, wherein at least one location of at least one power control command within the at least one power control message is mapped to at least one resource block utilized for transmitting the one or more uplink communications at the non-optimal power level; andmeans for adjusting power levels of the one or more uplink communications in accordance with the at least one power control command;wherein the one or more uplink communications include a plurality of data streams transmitted concurrently by at least one of the UEs at different frequencies and the at least one power control message individually adjusts power of the one or more resource blocks utilized for the data streams being transmitted at the non-optimal power level. 53. The apparatus of claim 52, wherein the resource blocks utilized in the uplink communications are indexed and the power control message comprises the indexing information along with the power control command.
