A method of loading particulate matter into a transport container having at least one chamber with a peripheral region using an apparatus comprising a rotatable member configured to be positioned at least partially into an opening for the chamber. The method can include the acts of locating the apparatus adjacent the opening for the chamber by movement relative to the transport container, initiating a flow of particulate matter from the apparatus into the opening, rotating the rotatable member to facilitate the dispensing of particulate matter within the chamber, and engaging the rotatable member with particulate matter so that at least a portion of particulate matter that has been dispensed into the chamber is pushed into the peripheral region within the chamber.

The apparatus of claim 1, wherein the angle of repose of the particulate matter is based at least in part on a shape of the particulate matter and a density of the particulate matter. 3. The apparatus of claim 1, the housing further comprises at least one mechanical switch located on the underside of the housing, wherein the at least one mechanical switch is configured to rotate the rotatable member as a result of the at least one mechanical switch engaging a rail of the container. 4. The apparatus of claim 1, wherein the one or more guides are wheels that support the apparatus in a moveable engagement on the opening of the container. 5. The apparatus of claim 4, wherein the wheels are adjustably mounted to accommodate containers with different opening widths and shapes. 6. The apparatus of claim 4, wherein the wheels are mounted on brackets that are positioned to fit the apparatus within the opening and secured in place with a pin. 7. The apparatus of claim 1, wherein the one or more guides increase a maneuverability of the apparatus within a lateral opening having varying widths. 8. The apparatus of claim 1, where the rotatable member rotates while the particulate matter is flowing through the bypass path, wherein the rotation applies oscillating force on particulate matter already in the container and densifies the particulate matter already in the container. 9. The apparatus of claim 1, wherein the spout comprises a shroud configured to substantially surround the tapered end and the engagement ring when the tapered end is inserted within the engagement ring. 10. The apparatus of claim 1, further comprising at least two covers located in front of and behind the apparatus and over the opening to control an amount of particulate matter and dust that escapes through the opening. 11. An apparatus, comprising: a spout configured to convey particulate matter from a first location to a container;a housing comprising: an inlet at a top side of the housing, the inlet is defined by an engagement ring that operatively engages a tapered end of the spout;an outlet at an underside of the housing, the outlet dispenses the particulate matter into the container; anda bypass path on a side of the housing, the bypass path provides an alternative route for the particulate matter to flow into the container;one or more guides positioned to control lateral movement of the apparatus within an opening of the container; anda rotatable member that contacts the particulate matter flowing from the outlet and distributes the particulate matter radially away from the rotatable member at a flow angle that is less than an angle of repose of the particulate matter, where the rotatable member rotates while the particulate matter is flowing through the bypass path, wherein the rotation applies oscillating force on particulate matter already in the container and densifies the particulate matter already in the container. 12. The apparatus of claim 11, wherein the angle of repose of the particulate matter is based at least in part on a shape of the particulate matter and a density of the particulate matter. 13. The apparatus of claim 11, wherein the rotatable member rotates and exerts an oscillating compressive force on particulate matter between the rotatable member and walls of the container to increase a density of the particulate matter surrounding the rotatable member. 14. The apparatus of claim 11, the housing further comprises the housing further comprises at least one mechanical switch located on the underside of the housing, wherein the at least one mechanical switch is configured to rotate the rotatable member as a result of the at least one mechanical switch engaging a rail of the container. 15.
