A management system using Global Positioning System receivers for tracking remote units from a central office and quickly and conveniently determining if those remote units have varied from a set of predetermined parameters of operation. The system also includes provisions that allows information to be sent from the remote units to the central office and vice versa. The system also has safety features that promote the rapid dispatch of law enforcement personnel when requests for emergency assistance have been made from the remote units.

1. An in-vehicle control unit comprising: a computer processor; anda memory being in operative communication with the computer processor and having computer-readable instructions that, when executed by the computer processor, cause the computer processor to perform operations comprising: receiving an alert signal from a remote alert transmitter associated with the in-vehicle control unit;obtaining location information indicating a location of the vehicle; andtransmitting emergency data to an alert call center in response to receiving the alert signal from the remote alert transmitter, the emergency data comprising: the location information;vehicle data identifying expressly whether the vehicle is turned on or off; andan indication that the in-vehicle control unit has received the alert signal from the remote alert transmitter associated with the in-vehicle control unit. 2. The in-vehicle control unit of claim 1, wherein the instructions, when executed by the computer processor, further cause the computer processor to perform further operations comprising selectively causing the in-vehicle control unit to operate in a sleep mode. 3. The in-vehicle control unit of claim 2, wherein the instructions, when executed by the computer processor, cause the computer processor to perform further operations comprising: causing the in-vehicle control unit to exit the sleep mode in response to the computer processor receiving the alert signal; andtransmitting the emergency data after exiting the sleep mode. 4. The in-vehicle control unit of claim 1, wherein the remote alert transmitter comprises a portable transmitter configured for being carried by a user using the vehicle associated with the in-vehicle control unit. 5. The in-vehicle control unit of claim 1, wherein the vehicle data identifying expressly whether the vehicle is on or off comprises information based upon a signal received from an ignition sensor associated with the vehicle. 6. The in-vehicle control unit of claim 1, further comprising instructions that, when executed by the computer processor, cause the computer processor to perform operations comprising transmitting the emergency data to the alert call center in response to receiving the alert signal from the remote alert transmitter, cause the computer processor to perform further operations comprising: transmitting the emergency data to the alert call center over a first transmission network in response to determining that the emergency data should be transmitted over the first transmission network; andtransmitting the emergency data to the alert call center over a second transmission network in response to determining that the emergency data should be transmitted over the second transmission network. 7. A computer-implemented method, for processing, at an alert call center, an indication of an emergency associated with an in-vehicle control unit, comprising: receiving, by a computer processor of the alert call center, emergency data transmitted by the in-vehicle control unit in response to the in-vehicle control unit receiving a signal indicating that a remote alert transmitter associated with the in-vehicle control unit has been activated, the emergency data comprising:vehicle location information;vehicle data identifying expressly whether the vehicle is turned on or off; anddata indicating that the in-vehicle control unit has received an alert signal from the remote alert transmitter associated with the in-vehicle control unit. 8. The method of claim 7, further comprising exiting, by the in-vehicle control unit, a sleep mode in response to the in-vehicle control unit receiving the alert signal from the remote alert transmitter associated with the in-vehicle control unit. 9. The method of claim 7, wherein receiving the alert signal sent by the remote alert transmitter comprises receiving, by the in-vehicle control unit, the alert signal sent by the remote alert transmitter, wherein the remote alert transmitter comprises a portable transmitter configured for being carried by a user using the vehicle associated with the in-vehicle control unit. 10. A computer-implemented method for processing, at an alert call center, an indication of an emergency associated with an in-vehicle control unit, comprising: receiving, by a computer processor of the alert call center, emergency data sent by the in-vehicle control unit in response to the in-vehicle control unit receiving an alert signal from a remote alert transmitter associated with the in-vehicle control unit, the emergency data comprising: vehicle data identifying expressly whether a vehicle associated with the in-vehicle control unit is turned on or off;location information comprising a location of the vehicle associated with the in-vehicle control unit; andan indication that the in-vehicle control unit received the alert signal from the remote alert transmitter associated with the in-vehicle control unit;wherein: the alert call center receives the emergency data over a first transmission network in response to the in-vehicle control unit determining that the emergency data should be transmitted over the first transmission network; andthe alert call center receives the emergency data over a second transmission network in response to the in-vehicle control unit determining that the emergency data should be transmitted over the second transmission network. 11. The method of claim 10, further comprising initiating, by the alert call center, a communication to the vehicle to determine whether the emergency data received at the alert call center was transmitted intentionally. 12. The method of claim 10, wherein the alert call center assumes that the emergency was transmitted intentionally if the communication to the vehicle is not answered by a user associated with the vehicle and operating the remote alert transmitter. 13. The method of claim 11, further comprising querying, by the alert call center, a user, associated with the vehicle and operating the remote alert transmitter, for a password. 14. The method of claim 13, wherein the alert call center assumes that the emergency data was transmitted intentionally if the alert call center does not receive the correct password. 15. The method of claim 12, further comprising, contacting, by the alert call center, an emergency service to request that the emergency service send emergency assistance to the vehicle. 16. The method of claim 14, further comprising contacting, by the alert call center, an emergency service to request that the emergency service send emergency assistance to the vehicle. 17. The method of claim 15, further comprising transmitting, by the alert call center, the location information to the emergency service. 18. The method of claim 16, further comprising transmitting, by the alert call center, the location information to the emergency service.
