The apparatus of claim 19, wherein the soft handoff factor is based on average received pilot powers. 21. The apparatus of claim 19, wherein the fairness value is a proportional fairness value. 22. The apparatus of claim 19, wherein the fairness value is a round robin fairness value. 23.
