The invention discloses frame-based, on-demand spectrum contention methods and systems to share spectrum resources in cognitive radio networks in general and in Wireless Regional Area Networks (WRANs) having overlapping service areas in particular. As demand for increased spectrum usage arises, frames within synchronized superframes are allocated, on a frame-by-frame basis, based on independently chosen, equiprobable random numbers generated for each base station contending for transmission/reception use of the frames.

1. A method for frame-based, on-demand (FB-OD) spectrum contention in a wireless cognitive radio communication system including a plurality of base stations, the method comprising: maintaining a schedule of assignments (SchAs) of frames, within a communication channel, to the base stations, wherein each frame is assigned in its entirety to at most one base station for exclusive use for communication services by the base station;communicating the SchAs between base stations;identifying a demand for additional shared spectrum resources within a cell of a first base station within the plurality of base stations;determining whether the demand is originating external to the cell of the first base station or whether the demand is originating internal to the cell of the first base station;determining whether the communication channel can be exclusively used by the first base station; andresponsive to exclusive use of the communication channel being denied to the first base station, conducting a FB-OD spectrum contention between the first base station and at least one other of the plurality of base stations for exclusive use in its entirety of at least one of a plurality of data frames associated with the communication channel; andresolving the FB-OD spectrum contention on a frame-by-frame basis. 2. The method according to claim 1 wherein responsive to the first base station identifying an internal increased spectrum demand, identifying at least one available data frame associated with the communication channel. 3. The method according to claim 2 wherein the at least one available data frame is associated with a superframe. 4. The method according to claim 2 further comprising acquiring the identified at least one available data frame for exclusive use in its entirety by the first base station. 5. The method according to claim 2 wherein responsive to determining there are no available data frames associated with the communication channel, selecting, by the first base station, a target data frame occupied by another of the plurality of base stations. 6. The method according to claim 5 further comprising initiating by the first base station a FB-OD spectrum contention for exclusive use in its entirety of the target data frame. 7. The method according to claim 1 wherein the external demand is generated by other base stations within the wireless cognitive radio communication system that are within one hop of the first base station. 8. The method according to claim 7 responsive to receiving the demand as being generated by other base stations, resolving the FB-OD spectrum contention between all contending base stations for exclusive use in its entirety of a data frame among the plurality of data frames by generating a Spectrum Contention Number (SCN) for each contending base station, and assigning the exclusive use in its entirety of the data frame to the contending base station having the lowest generated SCN, wherein each SCN is generated by an independent, equiprobable random choice from a finite set of numbers. 9. The method according to claim 1 wherein the internal demand is generated by consumer premise equipment within the cell of the first base station. 10. The method according to claim 9 wherein the portion of the shared spectrum is at least one data frame of a plurality of frames comprising a superframe. 11. The method according to claim 10 further comprising identifying which frames comprising the superframe are unoccupied by any other base stations. 12. The method according to claim 11 responsive to identifying at least one frame that is unoccupied, acquiring the at least one frame for use in its entirety by the first base station. 13. The method according to claim 11 responsive to identifying all frames comprising the superframe are occupied by one or more other base stations, targeting by the first base station at least one occupied frame for contention. 14. A method for resolving frame-based, on-demand (FB-OD) spectrum contention for shared spectrum resources in a cognitive radio communication system, the method comprising: identifying a demand for additional shared spectrum resources at one of a plurality of base stations comprising the cognitive radio communication system;determining whether the demand is originating external to the one of the plurality of base stations or whether the demand is originating internal to the one of the plurality of base stations;responsive to determining the demand is internal, identifying on a frame-by-frame basis which data frames of a superframe are available for use by the one of the plurality of base stations, and responsive to identifying at least one data frame that is available for use, acquiring the at least one data frame for use by the one of the plurality of base stations; andresponsive to determining the demand is external, contending for data frames of the superframe targeted by other base stations of the plurality of bases stations on a frame-by-frame basis. 15. The method according to claim 14 wherein additional shared spectrum resources include one or more data frames of superframes associated with a communication channel of the cognitive radio communication system. 16. The method according to claim 14 responsive to identifying that there are no data frames of the superframe available for use by the one of the plurality of base stations, selecting at least one data frame as a target data frame for contention. 17. The method according to claim 16 further comprising initiating a contention for the target data frame as a source of the contention. 18. The method according to claim 17 wherein initiating the contention as the source includes sending an access request for the target data frame to a second base station of the plurality of base stations wherein the second base station is currently occupying the target data frame. 19. The method according to claim 14 wherein contending includes receiving at the one base station, contention requests from each of the other base stations of the plurality of base stations. 20. The method according to claim 19 wherein the one base station resolves the contention. 21. A system of Wireless Regional Area Networks (WRANs) with overlapping service areas comprising: a plurality of WRANs, each WRAN comprising a base station (BS) and at least one consumer premise equipment (CPE) transceiver with which the base station communicates by radio;a plurality of radio communication channels on which the WRANs can transmit and receive;wherein the WRANs use synchronized frames and superframes for communications, both within and between WRANs; andwherein the WRANs resolve contention for shared spectrum resources by:(i) identifying a demand for additional shared spectrum resources at one of a plurality of base stations;(ii) determining whether the demand is originating external to the one of the plurality of base stations or whether the demand is originating internal to the one of the plurality of base stations;(iii) responsive to determining the demand is internal, identifying on a frame-by-frame basis which data frames of a superframe are available for use by the one of the plurality of base stations, and responsive to identifying at least one data frame that is available for use, acquiring the at least one data frame for use by the one of the plurality of base stations; and(iv) responsive to determining the demand is external, contending for data frames of the superframe targeted by other base stations of the plurality of bases stations on a frame-by-frame basis, using a FB-OD spectrum contention. 22. The system of claim 21, wherein responsive to determining the demand is external, resolving the FB-OD spectrum contention between all contending base stations for exclusive use of a data frame among the plurality of data frames by generating a Spectrum Contention Number (SCN) for each contending base station, and assigning the exclusive use of the data frame to the contending base station having the lowest generated SCN, wherein each SCN is generated by an independent, equiprobable random choice from a finite set of numbers.
