A long range, high intensity spotlight for human incapacitation and control that uses an incoherent collimated constant light source of sufficient intensity and focus to cause temporary incapacitation of a person for a period of time when illuminated by the beam without causing permanent physical harm. The high intensity spotlight comprises a head portion at one end having a window opening and a handle portion connected to the head portion and containing electronic circuitry and thermal air management for controlling operating temperature of the lamp. A paraboloid reflector is mounted in the head portion to face the window opening, and a high intensity electric arc Xenon lamp is adjustably mounted within the reflector so that the electrode gap is located as close as possible to the focus of the reflector. An adjustable mounting base allows the position of the reflector to be adjusted until the optimum focus is reached. A properly positioned cathode wire feed optimizes the lamp performance.

The method of claim 1, wherein the high intensity incoherent light beam is emitted by at least one incoherent collimated light source within the range of 380 nm to 780 nm. 3. The method of claim 1, wherein the activating said high intensity incoherent light beam is for less than 2 seconds. 4. The method of claim 1, wherein the incapacitation of said target or targets is for not less than about 1 minute. 5. The method of claim 1, wherein the incapacitation of said target or targets is for not more than about 1 hour. 6. The method of claim 1, wherein the incapacitation results from disorientation, reduced cognitive abilities or temporarily loss of fine and gross motor skills. 7. The method of claim 1, wherein the target individual is any animal with eyes that have a retina that is sensitive to optical radiation with wavelengths between 380 nanometers and 780 nanometers. 8. The method of claim 1, wherein there is a direct line-of-sight between the source of the incoherent light and the target individuals. 9. The method of claim 1, the wherein the incapacitation of the target individual is invoked for dark night to bright day ambient conditions. 10. The method of claim 9, wherein the ambient conditions comprise ambient, background, or surround luminance between 10−8 and 106 candela per square meter. 11. The method of claim 1, wherein the source of the incoherent light is an arc lamp, selected from among xenon short-arc, mercury-xenon short-arc, metal halide, or halogen lamps. 12. The method of claim 11, wherein the arc lamp produces electromagnetic optical radiation having wavelength of between 380 nanometers and 780 nanometers, inclusive. 13. The method of claim 12, wherein there is no fixed or otherwise controlled phase relationship among the waves that comprise the radiation. 14. The method of claim 11, wherein the arc lamp produces optical radiation, luminous flux, visible illumination, or visible light. 15. The method according to claim 11 wherein the arc lamp is a short-arc lamp. 16. The method of claim 15, wherein the source of electrical power is a battery, a source of direct current voltage, or a source of alternating current voltage. 17. The method of claim 15, wherein the switching and isolation circuit temporarily increases the apparent intensity of the light. 18. The method of claim 1, wherein the color temperature of the incoherent light is greater than 5000 degrees Kelvin.
