1. A battery powered golf cart with selectable dual operative modes, walk-behind mode and a ride-on mode, comprising two units, a foldable drive/riding unit at a rear of the golf cart having a pair of electrically operated drive wheels powered by a battery that is accommodated in a battery compartment of the golf cart, and a foldable step/drive portion located at the rear of the golf cart and coupled to a manually tiltable steering column assembly unit having a handle bar and a pair of steering wheels located toward a front of the golf cart such that a distance between the steering wheels and the drive wheels defines a wheel base of the golf cart, said two units being interconnected for cooperative association in said two operative modes by a bar linkage system, having two stable positions, wherein in the ride-on mode, the wheel base is longer than the wheel base in the walk-behind mode; wherein: the bar linkage system is articulated between the drive/riding unit and the steering column assembly unit and is configured to change the wheel base between walk-behind mode and ride-on mode by a user manually tilting the steering column assembly unit respectively forwards or backwards thereby reducing or extending the wheel base and folding or unfolding the step/drive portion, wherein the bar linkage system is quadrilateral in form each side of which is a link with mutually adjacent links being pivotally connected. 2. A battery powered golf cart as claimed in claim 1, wherein said drive/riding unit further comprises a pair of laterally spaced, independent, right and left drive assemblies. 3. A battery powered golf cart as claimed in claim 1, wherein said drive/riding unit further comprises at the front end, as part of the drive/riding unit, at least one first link of said bar linkage system. 4. A battery powered golf cart as claimed in claim 3, wherein a second link of the bar linkage system is detachably connected to the steering column assembly unit. 5. A battery powered golf cart as claimed in claim 3, wherein said bar linkage system comprises at least third and fourth free links connecting between said first link of the drive/riding unit and said second link, with the aid of pivot pins or bolts. 6. A battery powered golf cart as claimed in claim 1, wherein said steering column assembly unit includes batteries, control circuits, and a golf bag support. 7. A battery powered golf cart as claimed in claim 1, wherein said steering column assembly unit includes a steerable handle bar linked to a pair of steering wheels. 8. A battery powered golf cart as claimed in claim 6, wherein said batteries are enclosed by a cover, providing further support to a golf bag. 9. A battery powered golf cart as claimed in claim 1, wherein said operative modes are manually selected by pulling the handle bar toward the rear of the golf cart, for the walk-behind mode, and by the user stepping on a step-on surface, for the ride-on mode, thereby utilizing a weight of the user to change mode. 10. A battery powered golf cart as claimed in claim 9, wherein the two operative modes are stabilized by weight balance distribution of the steering column assembly unit in the two operative modes, such that in the walk-behind mode the battery is moved toward the rear of the golf cart so as to maintain a center of gravity of the golf cart between the front steering wheels and the handle bar. 11. A battery powered golf cart as claimed in claim 5, wherein said fourth link is equipped with a stopper extension resting against the third link during the walk-behind mode, and resting against the first link, during the ride-on mode. 12. A battery powered golf cart as claimed in claim 4, wherein the units of said golf cart are dismantled by pulling a release knob and detaching the units. 13. A battery powered golf cart as claimed in claim 1, comprising a foldable saddle supported with a link and an extension. 14. A battery powered golf cart as claimed in claim 1, wherein the step/drive portion includes a step-on surface which in the ride-on mode is configured to allow a golfer to stand intermediate the steering column assembly unit portion and said pair of drive wheels in the drive/riding unit. 15. A battery powered golf cart as claimed in claim 2, wherein the step/drive portion includes a step-on surface which in the ride-on mode is configured to allow a golfer to stand intermediate the steering column assembly unit and said drive assemblies. 16. A battery powered golf cart as claimed in claim 1, wherein the two operative modes are stabilized by weight balance distribution of the steering column assembly unit in the two operative modes, such that in the walk-behind mode the battery is moved toward the rear of the golf cart so as to maintain a center of gravity of the golf cart between the front steering wheels and the handle bar. 17. A battery powered golf cart as claimed in claim 1, wherein said steering column assembly unit includes a handle bar and the two operative modes are stabilized by weight balance distribution of the steering column assembly unit in the two operative modes, such that in the walk-behind mode the battery is moved toward the rear of the golf cart so as to maintain a center of gravity of the golf cart between the steering wheels and the handle bar.
