Apparatus for mounting a device to a vehicle, comprising: a vehicle mounting element adapted to mount to a vehicle;a device mounting element adapted to support a device;a first coupling element connected to a second coupling element;one of said vehicle mounting element and said first coupling element having a first extension and the other being formed with a first slot defining first and second clamping sections, a first bore partially formed in each of said first and second clamping sections and spanning said first slot, said first bore receiving said first extension, a second bore partially formed in each of said first and second clamping sections which intersects said first bore, a first mounting element insertable within said second bore to urge said first and second clamping sections toward one another to clamp said first extension between them;one of said device mounting element and said second coupling element having a second extension and the other being formed with a second slot defining third and fourth clamping sections, a third bore partially formed in each of said third and fourth clamping sections and spanning said second slot, said third bore receiving said second extension, a fourth bore partially formed in each of said third and fourth clamping sections which intersects said third bore, a second mounting element insertable within said fourth bore to urge said third and fourth clamping sections toward one another to clamp said second extension between them. 2. The apparatus of claim 1 in which said vehicle mounting element is formed with said first slot, said first and second clamping sections, said first bore and said second bore, said first coupling element being formed with said first extension. 3. The apparatus of claim 1 in which one of said first and second coupling elements is formed with at least one cavity and the other of said first and second coupling elements is formed with at least one element anti-rotation pin, said first and second coupling elements being connected so that said at least one anti-rotation pin extends into said at least one cavity. 4. The apparatus of claim 3 in which one of said first and second coupling elements is formed of a first material and said at least one anti-rotation pin is formed of a second material, one of said first and second materials being softer than the other so that in response to the application of a sufficient force to said apparatus one of said anti-rotation pin and said one of said first and second coupling elements formed with said at least one cavity undergoes shearing thus permitting relative rotation between said first and second coupling elements. 5. The apparatus of claim 1 in which said first extension is formed with a first recess, said first mounting element being received within said first recess when inserted into said second bore. 6. The apparatus of claim 5 in which said first recess extends around the circumference of said first extension. 7. The apparatus of claim 1 in which said second extension is formed with a second recess, said second mounting element being received within said second recess when inserted within said fourth bore. 8. The apparatus of claim 7 in which said second recess extends around the circumference of said second extension. 9. The apparatus of claim 1 in which said device mounting element includes a spacer having a first surface and being formed with said second extension, said second extension being inserted within said third bore which is formed in said second coupling element. 10. The apparatus of claim 9 in which said spacer is formed with at least one cavity extending inwardly from said first surface thereof, said device mounting element being formed with at least one anti-rotation pin projecting from a second surface thereof, said first surface of said spacer being engageable with said second surface of said device mounting element so that said at least one anti-rotation pin extends into said at least one cavity. 11. The apparatus of claim 10 in which said spacer is formed of a first material and said at least one anti-rotation pin is formed of a second material, one of said first and second materials being softer than the other so that in response to the application of a sufficient force to said apparatus one of said anti-rotation pin and said spacer undergoes shearing thus permitting relative rotation between said spacer and said device mounting element. 12. The apparatus of claim 9 in which said second mounting element may be loosened to permit rotation of said device mounting element without disassembling said spacer from said second coupling element or from said device mounting element. 13. Apparatus for mounting a device to a vehicle, comprising: a vehicle mounting element adapted to mount to a vehicle, said vehicle mounting element being formed with a first slot defining first and second clamping sections, a first bore partially formed in each of said first and second clamping sections and spanning said first slot, and a second bore partially formed in each of said first and second clamping sections which intersects said first bore;a first coupling element formed with a first extension, said first extension being insertable within said first bore of said vehicle mounting element;a first mounting element insertable within said second bore of said vehicle mounting element to urge said first and second clamping sections toward one another to clamp said first extension between them;a device mounting element adapted to support a device;a spacer formed with a second extension, said spacer being connected to said device mounting element;a second coupling element connected to said first coupling element, said second coupling element being formed with a second slot defining third and fourth clamping sections, a third bore partially formed in each of said third and fourth clamping sections which receives said second extension of said spacer, and a fourth bore partially formed in each of said third and fourth clamping sections which intersects said third bore;a second mounting element insertable within said fourth bore of said second coupling element to urge said third and fourth clamping sections toward one another to clamp said second extension between them. 14. The apparatus of claim 13 in which said second mounting element may be loosened to permit rotation of said device mounting element without disassembling said spacer from said second coupling element or from said device mounting element. 15. The apparatus of claim 13 in which said spacer is formed with at least one cavity extending inwardly from a first surface thereof, said device mounting element being formed with at least one anti-rotation pin projecting from a second surface thereof, said first surface of said spacer being engageable with said second surface of said device mounting element so that said at least one anti-rotation pin extends into said at least one cavity. 16. The apparatus of claim 15 in which said spacer is formed of a first material and said at least one anti-rotation pin is formed of a second material, one of said first and second materials being softer than the other so that in response to the application of a sufficient force to said apparatus one of said anti-rotation pin and said spacer undergoes shearing thus permitting relative rotation between said spacer and said device mounting element. 17. The apparatus of claim 13 in which said first extension is formed with a first recess, said first mounting element being received within said first recess when inserted into said second bore. 18. The apparatus of claim 17 in which said first recess extends around the circumference of said first extension. 19. The apparatus of claim 13 in which said second extension is formed with a second recess, said second mounting element being received within said second recess when inserted within said fourth bore. 20. The apparatus of claim 19 in which said second recess extends around the circumference of said second extension.
