1. A mounting system for a roof-mounted structure, comprising: a roof having a surface;a shaft having a first end opposing a second end, and including a roof fastening portion at the first end and secured within the roof, an anchor portion for securing the roof-mounted structure at the second end, a drive part and a radially projecting shoulder surface oriented toward the roof fastening portion; anda washer positioned on the surface of the roof and disposed on the shaft such that the shoulder surface urges the washer into watertight sealing contact with the surface of the roof. 2. The mounting system of claim 1, further comprising: a flashing member disposed about the shaft, the flashing member covering the washer and at least partially underlying a portion of the roof. 3. The mounting system of claim 2, wherein the flashing member includes a raised portion sized for receiving the washer. 4. The mounting system of claim 2, wherein the shaft extends through an aperture defined by the flashing member. 5. The mounting system of claim 4, wherein a portion of the shaft between the washer and the shoulder surface is circumscribed by a portion of the flashing member bordering the aperture, and the shoulder surface urges the washer through the portion of the flashing member. 6. The mounting system of claim 1, wherein the roof fastening portion has external wood screw threads configured for threaded engagement with the roof. 7. The mounting system of claim 1, wherein the drive part is configured for engagement with a drive socket. 8. The mounting system of claim 1, wherein the anchor portion has machine screw anchoring threads configured for threaded engagement with the roof-mounted structure. 9. The mounting system of claim 1, wherein the shaft includes an integral flange defining the shoulder surface. 10. The mounting system of claim 1, wherein the washer is a concave bonded washer having a rubber layer urged into watertight sealing contact with the surface of the roof. 11. The mounting system of claim 1, wherein an outer diameter of the washer is approximately 3 inches. 12. A method of installing a mounting system for a roof mounted structure on a roof having a surface and an underlying roof support structure, the method comprising the steps of: positioning a washer on the surface of the roof, the washer sized and adapted to form a watertight seal with the surface;aligning a shaft with the washer, the shaft having, when aligned with the washer, a roof fastening portion adjacent the washer, a radially projecting shoulder surface oriented toward the roof fastening portion and the washer, an anchor portion for securing the roof-mounted structure opposite the roof fastening portion and a drive part;engaging the drive part to drive the roof fastening portion through the surface and into the roof support structure and to draw the shoulder surface towards the washer; andurging the washer into watertight sealing contact with the surface of the roof with the shoulder surface. 13. The method of claim 12, further comprising: disposing a flashing member to cover the washer and at least partially underlie a portion of the roof. 14. The method of claim 13, wherein the flashing defines an aperture, the step of disposing further comprising disposing the flashing member about the shaft such that a portion of the shaft between the washer and the shoulder surface is circumscribed by a portion of the flashing member bordering the aperture. 15. The method of claim 14, the step of urging further comprising urging the washer with the shoulder surface through the portion of the flashing member. 16. The method of claim 12, wherein the washer is a concave bonded washer having a rubber layer, the step of urging further comprising urging at least a periphery of the rubber layer into watertight sealing contact with the surface of the roof. 17. The method of claim 12, wherein the roof fastening portion has external wood screw threads, the step of engaging further comprising threadedly engaging the external wood screw threads with the roof support structure. 18. The method of claim 12, the step of engaging further comprising engaging the drive part with a drive socket. 19. The method of claim 12, wherein the anchor portion has machine screw anchoring threads configured for threaded engagement with the roof-mounted structure, the method further comprising: threadingly engaging a roof-mounted structure with the machine screw threads.
