An apparatus comprising: a plurality of vertical cavity surface-emitting lasers (VCSELs) including a first VCSEL that emits pulsed light having a first wavelength, a second VCSEL that emits pulsed light having the first wavelength, a third VCSEL that emits pulsed light having a second wavelength, and a fourth VCSEL that emits pulsed light having the second wavelength;a plurality of output optics operatively coupled to the plurality of VCSELs including first output optics coupled to the first VCSEL, second output optics coupled to the second VCSEL, third output optics coupled to the third VCSEL, and fourth output optics coupled to the fourth VCSEL;one or more driver circuits operatively coupled to the plurality of VCSELs and configured to provide drive power required to operate the plurality of VCSELs;a control circuit operatively coupled to the one or more driver circuits and configured to control emission of the pulsed light from the first, second, third, and fourth VCSELs; anda cuff light-delivery system configured to wrap around neural tissue of an animal and to direct the pulsed light emitted from the first VCSEL to trigger action potentials in a first set of one or more nerves in the neural tissue but substantially not trigger action potentials in a second set of one or more other nerves in the neural tissue, wherein the cuff light-delivery system is further configured to direct the pulsed light emitted from the second VCSEL to trigger action potentials in the second set of one or more nerves in the neural tissue but substantially not trigger action potentials in the first set of one or more nerves, wherein the cuff light-delivery system is further configured to direct the pulsed light from the third VCSEL to pass through the first set of one or more nerves to trigger action potentials in a third set of nerves but substantially not trigger action potentials in the first set of one or more nerves or the second set of one or more nerves, and wherein the cuff light-delivery system is further configured to direct the pulsed light from the fourth VCSEL to pass through the second set of one or more nerves to trigger action potentials in a fourth set of nerves but substantially not trigger action potentials in the second set of one or more nerves or the first set of one or more nerves. 2. The apparatus of claim 1, wherein the control circuit is integrated in a single chip with the one or more driver circuits. 3. The apparatus of claim 1, wherein the VCSELs are located on an inner surface of the cuff facing the neural tissue. 4. The apparatus of claim 1, wherein the cuff completely encircles a circumference of the neural tissue. 5. The apparatus of claim 1, wherein the plurality of VCSELs is implemented on a single semiconductor substrate. 6. The apparatus of claim 1, further comprising wherein the plurality of output optics includes a microlens integrated with each of the plurality of VCSELs configured to focus the light emitted from each VCSEL onto different portions of the neural tissue. 7. A method comprising: providing a cuff light-delivery system configured to wrap around neural tissue of an animal, wherein the cuff light-delivery system includes a plurality of vertical cavity surface-emitting lasers (VCSELs) including a first VCSEL, a second VCSEL, a third VCSEL, and a fourth VCSEL, and wherein the cuff light-delivery system includes a plurality of output optics operatively coupled to the plurality of VCSELs including first output optics coupled to the first VCSEL, second output optics coupled to the second VCSEL, third output optics coupled to the third VCSEL, and fourth output optics coupled to the fourth VCSEL;emitting pulsed light having a first wavelength from the first VCSEL and the second VCSEL;directing the pulsed light emitted from the first VCSEL to trigger action potentials in a first set of one or more nerves in the neural tissue but substantially not trigger action potentials in a second set of one or more other nerves in the neural tissue;directing the pulsed light emitted from the second VCSEL to trigger action potentials in the second set of one or more nerves in the neural tissue but substantially not trigger action potentials in the first set of one or more nerves;emitting pulsed light having a second wavelength from the third VCSEL and the fourth VCSEL;directing the pulsed light from the third VCSEL to pass through the first set of one or more nerves to trigger action potentials in a third set of nerves but substantially not trigger action potentials in the first set of one or more nerves or the second set of one or more nerves; anddirecting the pulsed light from the fourth VCSEL to pass through the second set of one or more nerves to trigger action potentials in a fourth set of nerves but substantially not trigger action potentials in the second set of one or more nerves or the first set of one or more nerves. 8. The method of claim 7, further comprising: identifying which VCSELs in the plurality of VCSELs evoke desired responses based on the directing of the pulsed light;storing the identification in a controller; andselectively controlling the emitting of the pulsed light from the first VCSEL and the second VCSEL based on the stored identification in the controller. 9. The method of claim 8, further comprising: delivering an electrical current from a plurality of driver circuits at one end of an electrical cable to a control circuit at another distal end of the electrical cable; andusing the electrical current for the selectively controlling of the emitting of the pulsed light from the first VCSEL and the second VCSEL. 10. The method of claim 7, wherein the providing of the cuff light-delivery system includes completely encircling a circumference of the neural tissue with the cuff light-delivery system. 11. The method of claim 7, further comprising: illuminating a first tissue that includes the first set of one or more nerves but substantially not illuminating a second tissue that includes the second set of one or more nerves and detecting reflected light from the first set of one or more nerves to determine a first physiological activity in the first set of one or more nerves in response to the triggered action potentials in the first set of one or more nerves; andilluminating the second tissue but substantially not illuminating the first tissue and detecting reflected light from the second set of one or more nerves to determine a second physiological activity in the second set of one or more nerves in response to the triggered action potentials in the second set of one or more nerves. 12. The method of claim 7, further comprising: detecting electrical activity from the first set of one or more nerves to determine a first physiological activity in the first tissue; anddetecting electrical activity from the second set of one or more nerves to determine a second physiological activity in the second set of one or more nerves. 13. An apparatus comprising: a plurality of vertical cavity surface-emitting lasers (VCSELs) including a first VCSEL, a second VCSEL, a third VCSEL, and a fourth VCSEL;a plurality of output optics operatively coupled to the plurality of VCSELs including first output optics coupled to the first VCSEL, second output optics coupled to the second VCSEL, third output optics coupled to the third VCSEL, and fourth output optics coupled to the fourth VCSEL;means for emitting pulsed light having a first wavelength from the first VCSEL and the second VCSEL;means for emitting pulsed light having a second wavelength from the third VCSEL and the fourth VCSEL;means for encircling the plurality of VCSELs around a plurality of sets of nerves, each set of nerves having one or more nerves in neural tissue of an animal, the plurality of sets of nerves including a first set of one or more nerves and a second set of one or more nerves, wherein the means for encircling includes:means for directing the pulsed light emitted from the first VCSEL to trigger action potentials in the first set of one or more nerves but substantially not trigger action potentials in the second set of one or more nerves,means for directing the pulsed light emitted from the second VCSEL to trigger action potentials in the second set of one or more nerves but substantially not trigger action potentials in the first set of one or more nerves,means for directing the pulsed light from the third VCSEL to pass through the first set of one or more nerves to trigger action potentials in a third set of nerves but substantially not trigger action potentials in the first set of one or more nerves or the second set of one or more nerves, andmeans for directing the pulsed light from the fourth VCSEL to pass through the second set of one or more nerves to trigger action potentials in a fourth set of nerves but substantially not trigger action potentials in the second set of one or more nerves or the first set of one or more nerves. 14. The apparatus of claim 13, further comprising means for selectively controlling the means for emitting the pulsed light from the first VCSEL and the second VCSEL. 15. The apparatus of claim 13, wherein the first VCSEL and the second VCSEL are implemented on a single semiconductor substrate. 16. The apparatus of claim 13, further comprising: means for illuminating a first tissue that includes the first set of one or more nerves but substantially not illuminating a second tissue that includes the second set of one or more nerves and means for detecting reflected light from the first set of one or more nerves to determine a first physiological activity in the first set of one or more nerves in response to the triggered action potentials in the first set of one or more nerves; andmeans for illuminating the second tissue but substantially not illuminating the first tissue and means for detecting reflected light from the second set of one or more nerves to determine a second physiological activity in the second set of one or more nerves in response to the triggered action potentials in the first set of one or more nerves. 17. The apparatus of claim 13, further comprising: means for detecting electrical activity from the first set of one or more nerves to determine a first physiological activity in the first tissue; andmeans for detecting electrical activity from the second set of one or more nerves to determine a second physiological activity in the second set of one or more nerves. 18. The apparatus of claim 1, wherein the neural tissue is optogenetically active neural tissue, and wherein the first and second wavelengths are wavelengths selected to trigger action potentials in the optogenetically active neural tissue. 19. The method of claim 7, wherein the neural tissue is optogenetically active neural tissue, and wherein the first and second wavelengths are wavelengths selected to trigger action potentials in the optogenetically active neural tissue. 20. The apparatus of claim 13, wherein the neural tissue is optogenetically active neural tissue, and wherein the first and second wavelengths are wavelengths selected to trigger action potentials in the optogenetically active neural tissue.
