The nano-particle of claim 1, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 3. The nano-particle of claim 1, wherein the nano-particle comprises a diameter of approximately 10 nanometers or less. 4. The nano-particle of claim 1, wherein the mixed-metal oxide forms a center core of the nano-particle. 5. The nano-particle of claim 4, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 6. The nano-particle of claim 1, wherein the mixed-metal oxide forms a monolayer that surrounds a center core of the nano-particle. 7. The nano-particle of claim 6, wherein the center core comprises silica. 8. A method of forming nano-particles, the method comprising: loading a quantity of aluminum oxide material and a quantity of palladium material into a plasma gun in a desired ratio;vaporizing the quantity of aluminum oxide material and the quantity of palladium material using the plasma gun, thereby forming a vapor cloud comprising vaporized aluminum oxide and vaporized palladium; andquenching the vapor cloud, thereby condensing the vaporized aluminum oxide and the vaporized palladium into nano-particles,wherein each nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium. 9. The method of claim 8, wherein the step of vaporizing the quantity of aluminum oxide material and the quantity of palladium material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; and flowing the quantity of aluminum oxide material and the quantity of palladium material into the plasma stream. 10. The method of claim 8, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 11. The method of claim 8, wherein the nano-particles have an average grain size of approximately 10 nanometers or less. 12. The method of claim 8, wherein the mixed-metal oxide forms a center core of the nano-particle. 13. The method of claim 12, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 14. A method of forming nano-particles, the method comprising: providing a quantity of aluminum material and a quantity of palladium material in a desired ratio; andforming a plurality of nano-particles from the quantity of aluminum material and the quantity of palladium material using a wet chemistry process,wherein each formed nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium. 15. The method of claim 14, wherein: the aluminum material is a salt or an organic compound;the palladium material is a salt; andthe wet chemistry process comprises forming the mixed-metal oxide from the aluminum material and the palladium material via a chemical reaction. 16. The method of claim 15, wherein: the mixed-metal oxide forms a center core of each nano-particle; andthe mixed-metal oxide consists only of aluminum oxide and palladium. 17. The method of claim 14, wherein the step of forming the plurality of nano-particles using a wet chemistry process comprises forming a monolayer around a center core of each nano-particle, the monolayer comprising the mixed-metal oxide. 18. The method of claim 17, wherein the center core of each nano-particle comprises silica. 19. The method of claim 14, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 20. The method of claim 14, wherein the nano-particles have an average grain size of approximately 10 nanometers or less. 21. A catalytic carrier nano-particle comprising: a carrier nano-particle comprising an interior region and an exterior surface, wherein the interior region comprises a mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprises pure metallic palladium; anda catalytic nano-particle bonded to the pure metallic palladium at the exterior surface, wherein the catalytic nano-particle is platinum. 22. The catalytic carrier nano-particle of claim 21, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 23. The catalytic carrier nano-particle of claim 21, wherein the carrier nano-particle comprises a diameter of approximately 10 nanometers or less. 24. The catalytic carrier nano-particle of claim 21, wherein the mixed-metal oxide forms a center core of the carrier nano-particle. 25. The catalytic carrier nano-particle of claim 24, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 26. The catalytic carrier nano-particle of claim 21, wherein the mixed-metal oxide forms a monolayer that surrounds a center core of the carrier nano-particle. 27. The catalytic carrier nano-particle of claim 26, wherein the center core comprises silica. 28. A method of forming nano-particles, the method comprising: loading a quantity of aluminum oxide material, a quantity of palladium material, and a quantity of platinum material into a plasma gun in a desired ratio;vaporizing the quantity of aluminum oxide material, the quantity of palladium material, and the quantity of platinum material using the plasma gun, thereby forming a vapor cloud comprising vaporized aluminum oxide, vaporized palladium, and vaporized platinum; andquenching the vapor cloud, thereby condensing the vaporized aluminum oxide, the vaporized palladium, and the vaporized platinum into carrier nano-particles,wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, the exterior surface comprising a pure metallic palladium, and a platinum nano-particle is bonded to the pure metallic palladium at the exterior surface. 29. The method of claim 28, wherein the step of vaporizing the quantity of aluminum oxide material, the quantity of palladium material, and the quantity of platinum material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; andflowing the quantity of aluminum oxide material, the quantity of palladium material, and the quantity of platinum material into the plasma stream. 30. The method of claim 28, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 31. The method of claim 28, wherein the carrier nano-particles have an average grain size of approximately 10 nanometers or less. 32. The method of claim 28, wherein the mixed-metal oxide forms a center core of the carrier nano-particle. 33. The method of claim 32, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 34. A method of forming nano-particles, the method comprising: providing a quantity of aluminum material, a quantity of palladium material, and a quantity of platinum material in a desired ratio; andforming a plurality of carrier nano-particles from the quantity of aluminum material, the quantity of palladium material, and the quantity of platinum material using a wet chemistry process,wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, the exterior surface comprising a pure metallic palladium, and a platinum nano-particle is bonded to the pure metallic palladium at the exterior surface. 35. The method of claim 34, wherein: the aluminum material is a salt or an organic compound;the palladium material is a salt; andthe wet chemistry process comprises forming the mixed-metal oxide from the aluminum material and the palladium material via a chemical reaction, and forming a carrier particle suspension comprising a plurality of aluminum-palladium carrier particles, wherein each aluminum-palladium carrier particle comprises an interior region and an exterior surface, the interior region comprising the mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium. 36. The method of claim 35, wherein the wet chemistry process further comprises: mixing a platinum solution with the carrier particle suspension; andbonding platinum nano-particles formed from the platinum solution to the pure metallic palladium on the aluminum-palladium carrier particles. 37. The method of claim 36, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 38. The method of claim 34, wherein: the aluminum material is a salt or an organic compound;the palladium material is a salt; andthe wet chemistry process comprises forming the mixed-metal oxide from the aluminum material and the palladium material via a chemical reaction, forming a monolayer of the mixed-metal oxide around a center core of each carrier nano-particle, and forming a suspension of the carrier nano-particles, wherein the center core comprises a different chemical composition from the monolayer, and each monolayer comprises an interior region and an exterior surface, the interior region comprising the mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium. 39. The method of claim 38, wherein the wet chemistry process further comprises: mixing a platinum solution with the suspension of nano-particles; andbonding platinum nano-particles formed from the platinum solution to the pure metallic palladium on the carrier nano-particles. 40. The method of claim 39, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 41. The method of claim 38, wherein the center core of each carrier nano-particle comprises silica. 42. The method of claim 34, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium-platinum alloy at the exterior surface. 43. The method of claim 34, wherein the carrier nano-particles have an average grain size of approximately 10 nanometers or less. 44. A method of forming nano-particles, the method comprising: forming a plurality of aluminum-palladium carrier particles using a plasma gun, wherein each aluminum-palladium carrier particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium; andaffixing a platinum nano-particle to the pure metallic palladium on each of the aluminum-palladium carrier particles using a wet chemistry process. 45. The method of claim 44, wherein forming the plurality of aluminum-palladium carrier particles using the plasma gun comprises: loading a quantity of aluminum oxide material and a quantity of palladium material into the plasma gun in a desired ratio;vaporizing the quantity of aluminum oxide material and the quantity of palladium material using the plasma gun, thereby forming a vapor cloud comprising vaporized aluminum oxide and vaporized palladium; andquenching the vapor cloud, thereby condensing the vaporized aluminum oxide and the vaporized palladium into carrier nano-particles,wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide that includes aluminum oxide and palladium, and the exterior surface comprising pure metallic palladium. 46. The method of claim 45, wherein the step of vaporizing the quantity of aluminum oxide material and the quantity of palladium material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; andflowing the quantity of aluminum oxide material and the quantity of palladium material into the plasma stream. 47. The method of claim 45, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 48. The method of claim 44, wherein the aluminum-palladium carrier particles have an average grain size of approximately 10 nanometers or less. 49. The method of claim 44, wherein the mixed-metal oxide forms a center core of each aluminum-palladium carrier particle. 50. The method of claim 49, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 51. The method of claim 44, wherein the wet chemistry process comprises: mixing a platinum solution with the aluminum-palladium carrier particles; andbonding platinum nano-particles formed from the platinum solution to the pure metallic palladium on the aluminum-palladium carrier particles. 52. The method of claim 51, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 53. The method of claim 44, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 54. The method of claim 44, wherein the aluminum-palladium carrier particles have an average grain size of approximately 10 nanometers or less. 55. A catalyst comprising: a support structure; anda plurality of carrier nano-particles bonded to the support structure, wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide, and the exterior surface comprising a pure metal, wherein a catalytic particle is bonded with the pure metal at the exterior surface. 56. The catalyst of claim 55, wherein: the support structure is a porous ceramic material; andthe plurality of carrier nano-particles are disposed within the pores of the ceramic material. 57. The catalyst of claim 55, wherein the mixed-metal oxide comprises aluminum oxide and palladium. 58. The catalyst of claim 55, wherein the pure metal is palladium. 59. The catalyst of claim 55, wherein the mixed-metal oxide in the interior region extends to and is bonded with the pure metal at the exterior surface. 60. The catalyst of claim 55, wherein the carrier nano-particles have an average grain size of approximately 10 nanometers or less. 61. The catalyst of claim 55, wherein the mixed-metal oxide forms a center core of each carrier nano-particle. 62. The catalyst of claim 61, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 63. The catalyst of claim 55, wherein the mixed-metal oxide forms a monolayer that surrounds a center core of each carrier nano-particle. 64. The catalyst of claim 63, wherein the center core comprises silica. 65. The catalyst of claim 55, wherein the exterior surface comprises a pure metal alloy. 66. The catalyst of claim 55, wherein the catalytic particle is platinum. 67. The catalyst of claim 55, wherein the catalyst is a non-aging catalyst. 68. A method of forming a catalyst, the method comprising: providing a support structure;providing a plurality of carrier nano-particles, wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide, and the exterior surface comprising a pure metal, wherein a catalytic particle is bonded with the pure metal at the exterior surface; andbonding the plurality of carrier nano-particles to the support structure. 69. The method of claim 68, wherein: the support structure is a porous ceramic material; andthe plurality of carrier nano-particles are disposed within the pores of the ceramic material. 70. The method of claim 68, wherein the mixed-metal oxide includes aluminum oxide and palladium, and the pure metal comprises pure metallic palladium. 71. The method of claim 68, wherein the catalytic particle is platinum. 72. The method of claim 68, wherein the palladium in the interior region extends to and is bonded with the pure metallic palladium at the exterior surface. 73. The method of claim 68, wherein the carrier nano-particles have an average grain size of approximately 10 nanometers or less. 74. The method of claim 68, wherein the mixed-metal oxide forms a center core of the carrier nano-particle. 75. The method of claim 74, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 76. The method of claim 68, wherein the step of providing a plurality of carrier nano-particles comprises: loading a quantity of a first material, a quantity of a second material, and a quantity of a third material into a plasma gun in a desired ratio;vaporizing the quantity of the first material, the quantity of the second material, and the quantity of the third material using the plasma gun, thereby forming a vapor cloud comprising vaporized first material, vaporized second material, and vaporized third material; andquenching the vapor cloud, thereby condensing the vaporized first material, the vaporized second material, and the vaporized third material into carrier nano-particles, wherein each carrier nano-particle comprises the interior region and the exterior surface. 77. The method of claim 76, wherein the step of vaporizing the quantity of the first material material, the quantity of the second material, and the quantity of the third material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; andflowing the quantity of the first material, the quantity of the second material, and the quantity of the third material into the plasma stream. 78. The method of claim 68, wherein the step of providing a plurality of carrier nano-particles comprises: providing a quantity of a first material, a quantity of a second material, and a quantity of third material in a desired ratio; andforming the plurality of carrier nano-particles from the quantity of the first material, the quantity of the second material, and the quantity of the third material using a wet chemistry process. 79. The method of claim 78, wherein the mixed-metal oxide comprises the first material and the second material, the exterior surface comprises the second material, and the catalytic particle comprises the third material. 80. The method of claim 78, wherein the wet chemistry process comprises: forming the mixed-metal oxide from the first material and the second material via a chemical reaction; andforming a carrier particle suspension comprising a plurality of carrier particles, wherein each carrier particle comprises the interior region and the exterior surface, the mixed-metal oxide of the interior region comprising the first material and the second material, and the pure metal at the exterior surface comprising the second material. 81. The method of claim 80, wherein: the first material is an aluminum material; andthe second material is a palladium material. 82. The method of claim 81, wherein: the aluminum material is a salt or an organic compound; andthe palladium material is a salt. 83. The method of claim 80, wherein the wet chemistry process further comprises: mixing a catalytic solution with the carrier particle suspension; andbonding catalytic nano-particles formed from the catalytic solution to the pure metal on the carrier particles. 84. The method of claim 83, wherein the catalytic solution is a platinum solution and the catalytic nano-particles are platinum nano-particles. 85. The method of claim 84, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 86. The method of claim 80, wherein forming the mixed-metal oxide comprises forming a monolayer around a center core of each carrier particle, wherein the center core comprises a different chemical composition from the monolayer, and each monolayer comprises the interior region and the exterior surface. 87. The method of claim 86, wherein the mixed-metal oxide includes aluminum oxide and palladium, and the pure metal at the exterior surface comprises palladium. 88. The method of claim 86, wherein the wet chemistry process further comprises: mixing a catalytic solution with the carrier particle suspension; and bonding catalytic nano-particles formed from the catalytic solution to the pure metal on the carrier particles. 89. The method of claim 88, wherein the catalytic solution is a platinum solution and the catalytic nano-particles are platinum nano-particles. 90. The method of claim 89, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 91. The method of claim 86, wherein the center core of each carrier nano-particle comprises silica. 92. The method of claim 68, wherein the step of providing the plurality of carrier nano-particles comprises: forming a plurality of carrier particles using a plasma gun, wherein each carrier particle comprises the interior region and the exterior surface; andaffixing a catalytic nano-particle to the pure metal on each of the carrier particles using a wet chemistry process. 93. The method of claim 92, wherein the step of forming the plurality of carrier particles using the plasma gun comprises: loading a quantity of a first material and a quantity of a second material into the plasma gun in a desired ratio;vaporizing the quantity of the first material and the quantity of the second material using the plasma gun, thereby forming a vapor cloud comprising vaporized first material and vaporized second material; andquenching the vapor cloud, thereby condensing the vaporized first material and the vaporized second material into the carrier particles. 94. The method of claim 93, wherein the step of vaporizing the quantity of first material and the quantity of second material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; and flowing the quantity of first material and the quantity of second material into the plasma stream. 95. The method of claim 92, wherein the step of affixing a catalytic nano-particle to the pure metal using a wet chemistry process comprises: mixing a catalytic solution with the core particles; andbonding catalytic nano-particles formed from the catalytic solution to the pure metal on the carrier particles. 96. The method of claim 95, wherein the catalytic solution is a platinum solution and the catalytic nano-particles are platinum nano-particles. 97. The method of claim 96, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 98. The method of claim 68, wherein bonding the plurality of carrier nano-particles to the support structure comprises performing a calcining process. 99. A nano-particle comprising: an interior region comprising a mixed-metal oxide; andan exterior surface comprising a pure metal. 100. The nano-particle of claim 99, wherein the mixed-metal oxide comprises aluminum oxide and palladium. 101. The nano-particle of claim 99, wherein the pure metal is palladium. 102. The nano-particle of claim 99, wherein the mixed-metal oxide in the interior region extends to and is bonded with the pure metal at the exterior surface. 103. The nano-particle of claim 99, wherein the nano-particle comprises a diameter of approximately 10 nanometers or less. 104. The nano-particle of claim 99, wherein the mixed-metal oxide forms a center core of the nano-particle. 105. The nano-particle of claim 104, wherein the mixed-metal oxide consists only of aluminum oxide and palladium. 106. The nano-particle of claim 99, wherein the mixed-metal oxide forms a monolayer that surrounds a center core of the nano-particle. 107. The nano-particle of claim 106, wherein the center core comprises silica. 108. The nano-particle of claim 106, wherein the exterior surface comprises a pure metal alloy. 109. The nano-particle of claim 108, wherein the pure metal alloy is a palladium-platinum alloy. 110. A method of forming nano-particles, the method comprising: providing a quantity of a first material and a quantity of a second material; andforming a plurality of nano-particles from the quantity of the first material and the quantity of the second material, wherein each nano-particle comprises an interior region and an exterior surface, wherein the interior region comprises a mixed-metal oxide and the mixed-metal oxide comprises palladium and a metal oxide, and wherein the exterior surface comprises a pure metal. 111. The method of claim 110, wherein the mixed-metal oxide comprises the first material and the second material, and the pure metal comprises the second material. 112. The method of claim 110, wherein the mixed-metal oxide comprises aluminum oxide and palladium, and the pure metal comprises palladium. 113. The method of claim 110, wherein the mixed-metal oxide comprises aluminum oxide and palladium, and the pure metal comprises a palladium-platinum alloy. 114. The method of claim 110, wherein the step of forming the plurality of nano-particles comprises: loading the quantity of the first material and the quantity of the second material into a plasma gun in a desired ratio;vaporizing the quantity of the first material and the quantity of the second material using the plasma gun, thereby forming a vapor cloud comprising vaporized first material and vaporized second material; andquenching the vapor cloud, thereby condensing the vaporized first material and the vaporized second material into nano-particles, wherein each nano-particle comprises the interior region and the exterior surface. 115. The method of claim 114, wherein the step of vaporizing the quantity of the first material material and the quantity of the second material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; and flowing the quantity of the first material and the quantity of the second material into the plasma stream. 116. The method of claim 114, wherein the mixed-metal oxide comprises the first material and the second material, and the pure metal comprises the second material. 117. The method of claim 116, wherein the first material is an aluminum material and the second material is a palladium material. 118. The method of claim 110, wherein the step of forming the plurality of nano-particles comprises performing a wet chemistry process with the quantity of first material and the quantity of second material. 119. The method of claim 118, wherein the wet chemistry process comprises forming the mixed-metal oxide from the first material and the second material via a chemical reaction. 120. The method of claim 119, wherein: the first material comprises an aluminum material; andthe second material comprises a palladium material. 121. The method of claim 120, wherein: the aluminum material is a salt or an organic compound; andthe palladium material is a salt. 122. The method of claim 119, wherein: the mixed-metal oxide forms a center core of each nano-particle; andthe mixed-metal oxide consists only of aluminum oxide and palladium. 123. The method of claim 119, wherein the wet chemistry process comprises forming a monolayer around a center core of each nano-particle, the monolayer comprising the mixed-metal oxide. 124. The method of claim 123, wherein the center core of each nano-particle comprises silica. 125. The method of claim 110, wherein the mixed-metal oxide in the interior region extends to and is bonded with the pure metal at the exterior surface. 126. The method of claim 110, wherein the nano-particles have an average grain size of approximately 10 nanometers or less. 127. The method of claim 141, wherein: the mixed-metal oxide is formed from a first material and a second material;the pure metal is formed from the second material; andthe catalytic particle is formed from a third material. 143. The method of claim 142, wherein the mixed-metal oxide forms a monolayer that surrounds a center core of the carrier nano-particle. 144. The method of claim 143, wherein the center core comprises silica. 145. The method of claim 141, wherein providing the carrier nano-particle comprises: loading a quantity of a first material and a quantity of a second material into a plasma gun in a desired ratio;vaporizing the quantity of the first material and the quantity of the second material, thereby forming a vapor cloud comprising vaporized first material and vaporized second material; andquenching the vapor cloud, thereby condensing the vaporized first material and the vaporized second material into the carrier nano-particle, wherein the carrier nano-particle comprises the interior region and the exterior surface. 158. The method of claim 157, wherein the step of vaporizing the quantity of the first material material and the quantity of the second material comprises: flowing a working gas into a reactor of the plasma gun;delivering energy to the working gas, thereby forming a plasma stream; andflowing the quantity of the first material and the quantity of the second material into the plasma stream. 159. The method of claim 157, wherein the step of affixing the catalytic particle to the pure metal is performed using a wet chemistry process. 160. The method of claim 159, wherein the wet chemistry process comprises: mixing a catalytic solution with the carrier nano-particle; andbonding a catalytic particle formed from the catalytic solution to the pure metal on the carrier nano-particle. 161. The method of claim 160, wherein the catalytic solution is a platinum solution and the catalytic particle is a platinum nano-particle. 162. The method of claim 161, wherein the platinum solution is a platinum nitrate solution or a platinum chloride solution. 163. A method of forming catalytic nano-particles, the method comprising: providing a plurality of carrier nano-particles, wherein each carrier nano-particle comprises an interior region and an exterior surface, the interior region comprising a mixed-metal oxide, and the exterior surface comprising a pure metal; andaffixing a catalytic nano-particle to the pure metal on each carrier nano-particle. 164. The method of claim 163, wherein the step of affixing the catalytic nano-particle to the pure metal is performed using a plasma gun. 165. The method of claim 164, wherein the step of affixing the catalytic nano-particle to the pure metal comprises: loading the plurality of nano-particles and a quantity of catalytic material into a plasma gun in a desired ratio;vaporizing the quantity of catalytic material, thereby forming a vapor cloud comprising vaporized catalytic material; andquenching the vapor cloud, thereby condensing the vaporized catalytic material into catalytic nano-particles that are bonded to the pure metal on the carrier nano-particles. 166. The method of claim 164, wherein the plurality of carrier nano-particles has an average grain size of approximately 10 nanometers or less. 167. The method of claim 166, wherein each catalytic nano-particle comprises a diameter of approximately 1 nanometer or less. 168. The method of claim 167, wherein each catalytic nano-particle comprises a diameter of approximately ½ nanometer. 169. The method of claim 163, wherein the step of affixing the catalytic nano-particle to the pure metal is performed using a wet chemistry process. 170. The method of claim 170, wherein the catalytic solution is a platinum solution and the catalytic nano-particles are platinum nano-particles. 172.
