The method of claim 1, further comprising: providing the money transfer control identifier to a recipient for use in receiving money represented by at least a portion of the monetary value associated with the money transfer instrument. 3. The method of claim 1, wherein the capture of product information comprises: entering the product information at the POS terminal at the retail location. 4. The method of claim 1, wherein the money transfer information provided by the sender to the money transfer host includes the name of a recipient. 5. The method of claim 4, wherein the money transfer information further includes the amount to be transferred. 6. The method of claim 1, wherein the personal identifier is a personal identification number (PIN). 7. The method of claim 6, wherein the PIN is issued separately from the money transfer instrument by printing the PIN on a receipt provided to the sender after purchase of the instrument. 8. The method of claim 7, wherein the receipt on which the PIN is printed includes identification of all items purchased at the same time as the instrument. 9. The method of claim 1, wherein the product information is a product ID on the money transfer instrument. 10. The method of claim 1, wherein the product information is a UPC code that can be read at a POS terminal at the retail location. 11. The method of claim 1, wherein the product information is stored in an RFID device and is received at the POS terminal at the retail location. 12. The method of claim 1, wherein the monetary value of the instrument is a face value displayed on the instrument. 13. The method of claim 12, wherein plural money transfer instruments are displayed for purchase at the retail location, and wherein the instruments may have more than one face value, and wherein separate product information is established for each face value. 14. The method of claim 12, wherein the purchase price of the money transfer instrument includes the face value and a money transfer fee, both of which are displayed on the instrument. 15. The method of claim 1, wherein the monetary value of the instrument is established by the sender at the time of purchase and is entered at the POS terminal by a clerk at the retail location. 16. The method of claim 1, wherein the personal identifier is a PIN, wherein the money transfer instrument includes a location for recording the PIN by the sender after purchasing the instrument, and wherein the method further comprises recording the PIN at such location. 17. The method of claim 16, wherein the money transfer control identifier is a money transfer control number (MTCN), wherein the money transfer instrument includes a location for recording the MTCN by the sender, and wherein the method further comprises recording the MTCN at such location. 18. The method of claim 1, wherein the sender may request multiple money transfer control identifiers in response to the money transfer information and personal identifier being received by the money transfer host. 19. The method of claim 1, wherein the sender may purchase multiple instruments and thereafter be provided personal identifiers, one of such identifiers associated with each purchased instrument and wherein the sender may aggregate the value associated with the multiple instruments as part of a single transfer of money to a recipient. 20. The method of claim 1, wherein instrument is a card having a magnetic stripe bearing the product information. 21. The method of claim 1 wherein the instrument is a smart card storing the product information. 22. The method of claim 1, wherein the step of receiving money transfer information and the personal identifier by the money transfer host is a money transfer fulfillment request accomplished with the use of a customer interface system, and wherein the customer interface system permits a sender to fulfill the money transfer request using one of a wireline telephone, a wireless telephone, an Interactive Voice Response System, a WAP enable telecommunications device and a PDA. 23. A money transfer system, comprising: a plurality of POS devices located at one or more retail locations that receive product IDs from money transfer instruments displayed at the retail locations that are purchased by customer, each instrument for having an associated monetary value and used by a customer in sending money to a recipient;a database associated with the POS devices and storing PINs, each PIN generated and issued to a customer on a printed receipt by one of the POS devices in response to entry of the product ID for a money transfer instrument purchased by one of the customers at the POS device, with the PIN thereafter associated with that instrument, whereby the PIN has not been issued and is not associated with the instrument until after purchase of the instrument by the customer; anda money transfer host receiving from a customer the PIN for an instrument along with personal data relating to a transfer of money associated with that instrument, and in response to receiving the PIN and personal data, subsequently establishing a record of the money transfer and generating and issuing a money transfer control number (MTCN) to the customer, the MTCN identifying the record and being separate from the PIN;wherein the MTCN is thereafter provided to the recipient by the customer in order for the recipient to use in completing the money transfer and receiving cash at a money transfer location. 24. The system of claim 23, wherein the product ID is a UPC code to be read at one of the POS devices, and wherein the PIN is printed on a receipt along with any other items purchased at the retail location at the same time as the instrument. 25. The system of claim 24, wherein the money transfer host has an associated host database for storing the PINs in a field associated with each UPC code, and wherein the database further includes a field associated with each UPC code for storing data indicating whether or not each PIN has been issued for an instrument.
