A system for transporting public switched network (PSTN) terminated signaling across an Internet protocol (IP) network includes a gateway between the PSTN and the IP network. The gateway receives a telephony signaling message from the PSTN and determines if the telephony signaling message maps to an IP signaling message. If the telephony signaling message does not map to an IP signaling message, the gateway packages the telephony signaling message in a special IP signaling message for transport over the IP network. If the gateway receives a special IP signaling special message, the gateway unpackages the telephony signaling message from the special message for transport over the PSTN. If the gateway receives DTMF signals from the PSTN, the gateway translates the DTMF signals to digits and packages the digits in a special IP signaling message for transport over the IP network. The gateway also packages the DTMF signals in an IP media transport protocol message for transport over the IP network.

The method of claim 1, where the first Internet protocol signaling message is a session initiation protocol (SIP) INFO message. 4. The method of claim 1, where the telephony signaling message is based on an Integrated Serviced Digital Network User Part (ISUP) protocol. 5. The method of claim 1, further comprising: performing, by the gateway, bidirectional translation between standard time division multiplexed (TDM) and real-time transport protocol (RTP) during the telephony session. 6. The method of claim 1, further comprising: performing, by the gateway, bidirectional translation between Integrated Serviced Digital Network User Part (ISUP) protocol and session initiation protocol (SIP) during the telephony session. 7. The method of claim 1, where the telephony signaling message includes one of an Integrated Serviced Digital Network User Part (ISUP) suspend message or an ISUP resume message. 8. A device comprising: a gateway to: receive a telephony signaling message,determine whether the received telephony signaling message maps to an Internet protocol (IP) signaling message, andpackage the received telephony signaling message in a particular IP signaling message to be transported to an IP network device, when the received telephony signaling message does not map to the IP signaling message, the particular IP signaling message including a session initiation protocol (SIP) message. 9. The device of claim 8, where the particular IP signaling message is to be transported, via an IP network, to another gateway. 10. The device of claim 8, where the gateway is further to: receive a signal,determine whether the signal comprises one or more digits received from a media gateway, andpackage the one or more digits in an SIP INFO message to be transported to another gateway, when the signal comprises the one or more digits received from the media gateway. 11. The device of claim 8, where the gateway corresponds to a first gateway, the device further comprising a second gateway,where the second gateway is further to: receive time division multiplexed (TDM) data,determine whether the TDM data comprises dual-tone multi-frequency (DTMF) tones,translate the DTMF tones to digits when the TDM data comprises the DTMF tones, the digits being transmitted to the first gateway, where the first gateway packages the digits in another SIP message to be transported in an IP network. 12. The device of claim 8, where the telephony signaling message includes an Integrated Serviced Digital Network User Part (ISUP) message. 13. The device of claim 8, where the SIP message includes a SIP INFO message. 14. The device of claim 8, where the telephony signaling message includes one of an Integrated Serviced Digital Network User Part (ISUP) suspend message or an ISUP resume message. 15. A system comprising: a device to: receive an Internet protocol signaling message during a communication session, the Internet protocol signaling message including a telephony signaling message, andthe telephony signaling message being not supported by session initiation protocol (SIP);unpackage the telephony signaling message from the received Internet protocol signaling message; andtransmit the unpackaged telephony signaling message toward a public switched telephone network. 16. The system of claim 15, where the device is further to: receive time division multiplexed (TDM) data;determine whether the received TDM data comprises dual-tone multi-frequency (DTMF) tones;translate the DTMF tones to one or more digits when the TDM data comprises the DTMF tones;package the one or more digits in a SIP message; andtransmit the SIP message. 17. The system of claim 16, where the device is further to: convert the DTMF tones to digits for transport to another gateway. 18. The system of claim 15, where the device is further to: receive: another IP signaling message that includes one or more digits converted from dual-tone multi-frequency (DTMF) tones, andreal-time transport protocol (RTP) packets converted from the DTMF tones;ignore the one or more digits of the IP signaling message; andtranslate the RTP packets into standard time division multiplexed signals. 19. The system of claim 15, where the telephony signaling message is based on an Integrated Serviced Digital Network User Part (ISUP) protocol. 20. The system of claim 15, where the device is further to: perform bidirectional translation between time division multiplexed (TDM) and real-time transport protocol (RTP) during the communication session, orperform bidirectional translation between Integrated Serviced Digital Network User Part (ISUP) protocol and SIP during the communication session.
