A liquid-containment system kit, comprising: a plurality of elongated, substantially rigid curb members, wherein: each of said curb members is comprised of sheet material,each of said curb members is shaped to form a substantially inverted “V” channel when resting on the ground,said shape of each of said curb members is adapted to facilitate the nestable stacking of one or more of said curb members in order to make storage and transport easier, andsaid plurality of said curb members are adapted to be positioned substantially end-to-end, forming corner...
1. A liquid-containment system kit, comprising: a plurality of elongated, substantially rigid curb members, wherein: each of said curb members is comprised of sheet material,each of said curb members is shaped to form a substantially inverted “V” channel when resting on the ground,said shape of each of said curb members is adapted to facilitate the nestable stacking of one or more of said curb members in order to make storage and transport easier, andsaid plurality of said curb members are adapted to be positioned substantially end-to-end, forming corners as necessary such that the ends of said curb members used to form the corners are proximal to each other, in order to be able to define a perimeter boundary around a target storage container of liquid;a plurality of elongated, substantially rigid, curb-height extender members, wherein: each of said curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than a substantially inverted “V” angle of said curb members, andeach of said curb-height extender members is adapted to be fixedly, but detachably, coupled on top of one or more of said curb members;a continuous layer of liquid-impermeable sheeting adapted to be disposed over a surface under and around the target storage container of liquid, said sheeting adapted to be extended over all of the defined perimeter boundary. 2. The liquid-containment system kit of claim 1, wherein: each of said curb members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb members, andeach said flat flange is adapted to substantially rest on a surface of the ground. 3. The liquid-containment system of claim 1, wherein each of said plurality of curb members is adapted to be detachably coupled on each end to an adjacent curb member. 4. The liquid-containment system kit of claim 1, wherein said liquid-impermeable sheeting is substantially comprised of a material selected from the group consisting of chlorosulfonated polyethelene (CSPE) and polypropylene. 5. The liquid-containment system kit of claim 1, wherein said liquid-impermeable sheeting is resistant to damage from ultra-violet rays. 6. The liquid-containment system kit of claim 1, wherein an average vertical height of said plurality of curb members is 18-24 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of said plurality of curb members. 7. The liquid-containment system kit of claim 1, wherein each of said plurality of curb members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 8. The liquid-containment system kit of claim 1, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb members form an angle of 60°±5°. 9. The liquid-containment system kit of claim 1, wherein: each of said curb-height extender members is comprised of sheet material;said shape of each of said curb-height extender members is adapted to facilitate the nestable stacking of one or more of said curb-height extenders; andsaid plurality of said curb-height extender members are adapted to be positioned substantially end-to-end conforming to the perimeter boundary defined by said plurality of curb members. 10. The liquid-containment system kit of claim 9, wherein each of said plurality of curb-height extender members is adapted to be detachably coupled on each end to an adjacent curb-height extender member. 11. The liquid-containment system kit of claim 9, wherein: each of said curb-height extender members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb-height extender members, andeach said flat flange is adapted to substantially rest on a declined surface of the upper-half region of said substantially inverted “V” shape of one of the curb members. 12. The liquid-containment system kit of claim 9, wherein an average vertical height of said plurality of curb members with attached curb-height extender members is 36-42 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of the curb-height extender members. 13. The liquid-containment system kit of claim 9, wherein each of said plurality of curb-height extender members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 14. The liquid-containment system kit of claim 9, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb-height extender members form an angle of 30°±5°. 15. The liquid-containment system kit of claim 1, further comprising a plurality of pairs of mated substantially rigid corner curb members adapted to substantially form a predetermined angle at a point where the corner curb member of each of said mated pairs is substantially buttressed to the other at predetermined angled mating edges, wherein: each of said corner curb members is comprised of sheet material;each of said corner curb members is shaped to form a substantially inverted “V” channel when resting on the ground;said shape of each of said corner curb members is adapted to facilitate the nestable stacking of one or more of said corner curb members in order to make storage and transport easier; andan end of each of said plurality of said corner curb members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb member in order to help define a perimeter boundary around a target storage container of liquid. 16. The liquid-containment system kit of claim 15, further comprising a plurality of pairs of mated substantially rigid corner curb-height extender members, mounted on top of said pairs of mated substantially rigid corner curb members and adapted to substantially form a predetermined angle at a point where the corner curb-height extender member of each of said mated pairs is substantially buttressed to the other at predetermined angled mating edges, wherein: each of said corner curb-height extender members is comprised of sheet material;each of said corner curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than a substantially inverted “V” angle of said corner curb members;each of said corner curb-height extender members is adapted to be fixedly, but detachably, coupled to one or more said corner curb members;said shape of each of said corner curb-height extender members is adapted to facilitate the nestable stacking of one or more of said corner curb-height extender members in order to make storage and transport easier; andan end of each of said plurality of said corner curb-height extender members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb-height extender member in order to help define a perimeter boundary around a target storage container of liquid. 17. The liquid-containment system kit of claim 15, wherein each of said mated pairs of corner curb members is adapted to be detachably coupled to a ground-level rigid ballast member, said ballast member adapted to hold each of the corner curb members of a mated pair of corner curb members in position at said predetermined angle. 18. The liquid-containment system kit of claim 17, wherein each said ballast member is substantially made of a material selected from the group consisting of aluminum, aluminum alloy, steel, hard plastic, wood products, and fiberglass. 19. The liquid-containment system kit of claim 17, wherein: each said ballast member contains a weighting material to help anchor each said ballast member and its associated corner curb members in place on the ground; andeach said ballast member is weighted with a material selected from the group consisting of concrete, dirt, and metal. 20. A method of installing a liquid-containment system using a liquid-containment system kit according to claim 1, comprising the steps of: obtaining the liquid-containment system kit according to claim 1;identifying the perimeter boundary of the liquid-containment system around the target storage container of liquid;installing said continuous layer of liquid-impermeable sheeting on the surface below and around said target storage container of liquid;placing said plurality of elongated, substantially rigid curb members to define the perimeter boundary around said target storage container of liquid, wherein: said plurality of said curb members are positioned substantially end-to-end, forming the corners as necessary such that the ends of each of said curb members used to form the corners are proximal to each other, in order to define the perimeter boundary around the target storage container of liquid; andextending said continuous layer of liquid-impermeable sheeting over all of said defined perimeter boundary. 21. The method of claim 20, wherein: each of said curb members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb members, andeach said flat flange is adapted to substantially rest on a surface of the ground. 22. The method of claim 20, wherein each of said plurality of curb members is detachably coupled on each end to an adjacent curb member. 23. The method of claim 20, wherein said liquid-impermeable sheeting is substantially comprised of a material selected from the group consisting of chlorosulfonated polyethelene (CSPE) and polypropylene. 24. The method of claim 20, wherein said liquid-impermeable sheeting is resistant to damage from ultra-violet rays. 25. The method of claim 20, wherein an average vertical height of said plurality of curb members is 18-24 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of said plurality of curb members. 26. The method of claim 20, wherein each of said plurality of curb members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 27. The method of claim 20, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb members form an angle of 60°±5°. 28. The method of claim 20, further comprising the steps of: before the step of extending said continuous layer of liquid-impermeable sheeting over all of said defined perimeter boundary: installing the plurality of elongated, substantially rigid, curb-height extender members, wherein: each of said curb-height extender members is comprised of sheet material;each of said curb-height extender members is adapted to be fixedly, but detachably, coupled to one or more said curb members in order to raise the effective curb height before said liquid-impermeable sheeting is installed over said defined perimeter boundary,said shape of each of said curb-height extender members is adapted to facilitate the nestable stacking of one or more of said curb-height extender members in order to make storage and transport easier, andsaid plurality of said curb-height extender members are positioned substantially end-to-end conforming to the perimeter boundary defined by said plurality of curb members; andcoupling each of said plurality of curb-height extender members to at least one of said curb members and thereby raising the effective curb height to a predetermined height. 29. The method of claim 28, wherein each of said plurality of curb-height extender members is detachably coupled on each end to an adjacent curb-height extender member. 30. The method of claim 28, wherein: each of said curb-height extender members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb-height extender members, andeach said flat flange is adapted to substantially rest on a declined surface of the upper-half region of said substantially inverted “V” shape of one of the curb members. 31. The method of claim 28, wherein an average vertical height of said plurality of curb members with attached curb-height extender members is 36-42 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of the curb-height extender members. 32. The method of claim 28, wherein each of said plurality of curb-height extender members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 33. The method of claim 28, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb-height extender members form an angle of 30°±5°. 34. The method of claim 20, further comprising the step of establishing at least one corner of said defined perimeter boundary by installing a pair of mated substantially rigid corner curb members adapted to substantially form a predetermined angle at a point where each corner curb member of said mated pair is substantially buttressed to the other at predetermined angled mating edges, wherein: each of said corner curb members is comprised of sheet material;each of said corner curb members is shaped to form a substantially inverted “V” channel when resting on the ground;said shape of each of said corner curb members is adapted to facilitate the nestable stacking of one or more of said corner curb members in order to make storage and transport easier;said mated pair of corner curb members is detachably coupled to a ground-level rigid ballast member, said ballast member adapted to hold each of the corner curb members of said mated pair of corner curb members in position at said predetermined angle; andan end of each of said corner curb members is positioned substantially end-to-end with an adjacent said elongated curb member in order to help define said perimeter boundary around said target storage container of liquid. 35. The method of claim 34, wherein said step of installing the pair of mated substantially rigid corner curb members further comprises installing an associated mated pair of substantially rigid corner curb-height extender members, mounted on top of said pair of mated substantially rigid corner curb members and adapted to substantially form a predetermined angle at a point where the corner curb-height extender member of each of said mated pairs is substantially buttressed to the other at predetermined angled mating edges, wherein: each of said corner curb-height extender members is comprised of sheet material;each of said corner curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than a substantially inverted “V” angle of said corner curb members;each of said corner curb-height extender members is adapted to be fixedly, but detachably, coupled to one or more said corner curb members;said shape of each of said corner curb-height extender members is adapted to facilitate the nestable stacking of one or more of said corner curb-height extender members in order to make storage and transport easier; andan end of each of said corner curb-height extender members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb-height extender member in order to help define the perimeter boundary around the target storage container of liquid. 36. The method of claim 34, further comprising the step of detachably coupling the mated pair of corner curb members to a ground-level rigid ballast member, said ballast member adapted to hold each of the corner curb members of the mated pair of corner curb members in position at the predetermined angle. 37. The method of claim 36, wherein said ballast member is substantially made of a material selected from the group consisting of aluminum, aluminum alloy, steel, hard plastic, wood products, and fiberglass. 38. The method of claim 36, wherein: said ballast member contains a weighting material to help anchor said ballast member and the mated pair of corner curb members in place on the ground; andsaid ballast member is weighted with a material selected from the group consisting of concrete, dirt, and metal. 39. A method of stowing and transporting a liquid-containment system kit according to claim 1, comprising the steps of: nestably stacking said plurality of elongated, substantially rigid curb members into one or more user-manageable stacks of curb members;rolling or folding said continuous layer of liquid-impermeable sheeting into a user-manageable size; andtransporting said stacks of curb members and liquid-impermeable sheeting to a user-defined worksite or to a user-defined storage facility. 40. The method of claim 39, wherein said liquid-containment system kit further comprises the limitations of claim 9, further comprising the steps of: nestably stacking said plurality of elongated, substantially rigid, curb-height extender members into one or more user-manageable stacks of curb-height extender members; andtransporting said stacks of curb-height extender members to a user-defined worksite or to a user-defined storage facility. 41. The method of claim 39, wherein said liquid-containment system kit further comprises the limitations of claim 15, further comprising the steps of: nestably stacking said plurality of corner curb members into one or more user-manageable stacks of corner curb members; andtransporting said stacks of corner curb members to a user-defined worksite or to a user-defined storage facility. 42. The method of claim 39, wherein said liquid-containment system kit further comprises the limitations of claim 16, further comprising the steps of: nestably stacking said plurality of corner curb-height extender members into one or more user-manageable stacks of corner curb-height extender members; andtransporting said stacks of corner curb-height extender members to a user-defined worksite or to a user-defined storage facility. 43. A liquid-containment system, comprising: a target storage container of liquid;a plurality of elongated, substantially rigid curb members, wherein: each of said curb members is comprised of sheet material,each of said curb members is shaped to form a substantially inverted “V” channel when resting on the ground,said shape of each of said curb members is adapted to facilitate the nestable stacking of one or more of said curb members in order to make storage and transport easier, andsaid plurality of said curb members are positioned substantially end-to-end, forming corners as necessary such that the ends of said curb members used to form a corner are proximal to each other, in order to define a perimeter boundary around said target storage container of liquid;a plurality of elongated, substantially rigid, curb-height extender members, wherein: each of said curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than that a substantially inverted “V” angle of said curb members, andeach of said curb-height extender members is adapted to be fixedly, but detachably, coupled on top of one or more of said curb members to a predetermined height;a continuous layer of liquid-impermeable sheeting disposed over a surface under and around said target storage container of liquid, said sheeting adapted to be extended over all of said defined perimeter boundary. 44. The liquid-containment system of claim 43, wherein: each of said curb members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb members, andeach said flat flange is adapted to substantially rest on a surface of the ground. 45. The liquid-containment system of claim 43, wherein each of said plurality of curb members is detachably coupled on each end to an adjacent curb member. 46. The liquid-containment system of claim 43, wherein said liquid-impermeable sheeting is substantially comprised of a material selected from the group consisting of chlorosulfonated polyethelene (CSPE) and polypropylene. 47. The liquid-containment system of claim 43, wherein said liquid-impermeable sheeting is resistant to damage from ultra-violet rays. 48. The liquid-containment system of claim 43, wherein an average vertical height of said plurality of curb members is 18-24 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of said plurality of curb members. 49. The liquid-containment system of claim 43, wherein each of said plurality of curb members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 50. The liquid-containment system of claim 43, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb members form an angle of 60°±5°. 51. The liquid-containment system of claim 43, wherein: each of said curb-height extender members is comprised of sheet material;said shape of each of said curb-height extender members is adapted to facilitate the nestable stacking of one or more of said curb-height extenders; andsaid plurality of said curb-height extender members are positioned substantially end-to-end conforming to the perimeter boundary defined by said plurality of curb members. 52. The liquid-containment system of claim 51, wherein each of said plurality of curb-height extender members is detachably coupled on each end to an adjacent curb-height extender member. 53. The liquid-containment system of claim 51, wherein: each of said curb-height extender members has a substantially flat flange extending from and longitudinally along a bottom of each side of each of said curb-height extender members, andeach said flat flange is adapted to substantially rest on a declined surface of an upper-half region of said substantially inverted “V” shape of one of the curb members. 54. The liquid-containment system of claim 51, wherein a average vertical height of said plurality of curb members with attached curb-height extender members is 36-42 inches, as measured orthogonally from the ground to a height corresponding to an apex of one of the curb-height extender members. 55. The liquid-containment system of claim 51, wherein each of said plurality of curb-height extender members is substantially comprised of a material selected from the group consisting of aluminum, aluminum alloy, steel, plastic, rubber, wood products, and fiberglass. 56. The liquid-containment system of claim 51, wherein two walls of said substantially inverted “V” shape of each of said plurality of curb-height extender members form an angle of 30°±5°. 57. The liquid-containment system of claim 43, further comprising at least one pair of mated substantially rigid corner curb members adapted to substantially form a predetermined angle at a point where each corner curb member of said mated pair is substantially buttressed at predetermined angled mating edges, wherein: each of said corner curb members is comprised of sheet material;each of said corner curb members is shaped to form a substantially inverted “V” channel when resting on the ground;said shape of each of said corner curb members is adapted to facilitate the nestable stacking of one or more of said corner curb members in order to make storage and transport easier;a non-angled end of each of said plurality of said corner curb members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb member in order to help define the perimeter boundary around the target storage container of liquid; andsaid mated pair of corner curb members is detachably coupled to a ground-level rigid ballast member, said ballast member adapted to hold each of the corner curb members of said mated pair of corner curb members in position at said predetermined angle. 58. The liquid-containment system of claim 57, further comprising at least one pair of mated substantially rigid corner curb-height extender members, mounted on top of said at least one pair of mated substantially rigid corner curb members and adapted to substantially form a predetermined angle at a point where the corner curb-height extender member of said mated pair is substantially buttressed to the other at predetermined angled mating edges, wherein: each of said corner curb-height extender members is comprised of sheet material;each of said corner curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than a substantially inverted “V” angle of said corner curb members;each of said corner curb-height extender members is adapted to be fixedly, but detachably, coupled to one or more said corner curb members;said shape of each of said corner curb-height extender members is adapted to facilitate the nestable stacking of one or more of said corner curb-height extender members in order to make storage and transport easier; andthe non-angled end of each of said corner curb-height extender members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb-height extender member in order to help define a perimeter boundary around a target storage container of liquid. 59. The liquid-containment system of claim 57, wherein said ballast member is substantially made of a material selected from the group consisting of aluminum, aluminum alloy, steel, hard plastic, wood products, and fiberglass. 60. The liquid-containment system of claim 59, wherein: said ballast member contains a weighting material to help anchor said ballast member and the mated pair of corner curb members in place on the ground; andsaid ballast member is weighted with a material selected from the group consisting of concrete, dirt, and metal. 61. A liquid-containment system kit, comprising: a plurality of elongated, substantially rigid curb members, wherein: each of said curb members is comprised of sheet material;each of said curb members is shaped to form a substantially inverted “V” channel when resting on the ground;said shape of each of said curb members is adapted to facilitate the nestable stacking of one or more of said curb members in order to make storage and transport easier; andsaid plurality of said curb members are adapted to be positioned substantially end-to-end, forming corners as necessary such that the ends of said curb members used to form the corners are proximal to each other, in order to be able to define a perimeter boundary around a target storage container of liquid;a continuous layer of liquid-impermeable sheeting adapted to be disposed over a surface under and around the target storage container of liquid, said sheeting adapted to be extended over all of the defined perimeter boundary;a plurality of pairs of mated substantially rigid corner curb members adapted to substantially form a predetermined angle at a point where the corner curb member of each of said mated pairs is substantially buttressed to the other at predetermined angled mating edges; anda plurality of pairs of mated substantially rigid corner curb-height extender members, mounted on top of said pairs of mated substantially rigid corner curb members and adapted to substantially form a predetermined angle at a point where the corner curb-height extender member of each of said mated pairs is substantially buttressed to the other at the predetermined angled mating edges, wherein: each of said corner curb-height extender members is comprised of sheet material;each of said corner curb-height extender members is shaped to form a substantially inverted “V” channel when resting on the ground, but at a narrower inverted “V” angle than a substantially inverted “V” angle of said corner curb members;each of said corner curb-height extender members is adapted to be fixedly, but detachably, coupled to one or more of the corner curb members;said shape of each of said corner curb-height extender members is adapted to facilitate the nestable stacking of one or more of said corner curb-height extender members in order to make storage and transport easier; andan end of each of said plurality of said corner curb-height extender members is adapted to be positioned substantially end-to-end with an adjacent said elongated curb-height extender member in order to help define a perimeter boundary around a target storage container of liquid.
