The distance detection determination device according to claim 1, wherein said emitting positioning bracket comprises a round opening at the position of the emitting lens on the top of said emitting positioning bracket and a holder that is mounted on the bottom of the emitting positioning bracket and is used for containing said infrared light emitting means. 3. The distance detection determination device according to claim 2, wherein the circuit board has a hole, and said holder of said emitting positioning bracket passes through the hole, receives and positions said infrared light emitting means to the under-side of said circuit board. 4. The distance detection determination device according to claim 3, wherein the slots are set at the two sides of said holder to permit the weld legs of said infrared light emitting means to stretch out and to be welded to said circuit board. 5. The distance detection determination device according to claim 1, wherein support sticks are extended from two sides of said emitting positioning bracket to support the emitting positioning bracket to touch against said circuit board. 6. The distance detection determination device according to claim 1, wherein it also comprises a sealing component mounted between said receiving lens and said light receiving means. 7. The distance detection determination device according to claim 1, further comprising a circuit wire disposing means fixed on the housing by a screw. 8. The distance detection determination device according to claim 1, further comprising an indicator demonstrating a normal or non-normal status of said device, and an indicating hole is set on said emitting positioning bracket. 9. The distance detection determination device according to claim 1, wherein the housing is made of conductive material. 10. The distance detection determination device according to claim 11, wherein said receiving positioning bracket also includes a holder extended from said positioning transom in the horizontal direction to contain and position said light receiving means. 13. The distance detection determination device according to claim 12, wherein said light receiving means is mounted to the under-side of said circuit board; a hole is set in said circuit board; an opening is set in said holder; the light revived by said receiving lens arrives at said light receiving means through said hole and said opening. 14. The distance detection determination device according to claim 13, wherein slots are set at the two sides of said holder of said receiving positioning bracket to permit weld legs of said light receiving means to stretch out and to be welded to said circuit board. 15. The distance detection determination device according to claim 11, wherein the housing is made of conductive material. 16. The distance detection determination device according to claim 11, wherein the shielding cover comprises a first shielding cover and a second shielding cover welded with said first shielding cover, wherein said first shielding cover is fixed to said housing by screws and is touched with said circuit board for grounding while said second shielding cover is fixed to said housing by a clip structure; said infrared light emitting means and light receiving means are mounted between said shielding cover and said circuit board. 17.
