A method performed by a network system, the method comprising: obtaining, from a device-group management entity, at least a portion of a service policy applicable to a device group managed at least in part by the device-group management entity, the device-group management entity being different from a network system operator associated with the network system, the device group including a plurality of end-user devices communicatively coupled to or capable of being communicatively coupled to the network system over a wireless access network, the plurality of end-user devices including a particular end-user device, the service policy to be applied when one or more end-user devices in the device group communicate or attempt to communicate over the wireless access network, the service policy comprising: a classification policy to assist in identifying one or more data transfers over the wireless access network associated with a particular service activity, the particular service activity being less than all service activities available over the wireless access network, andan accounting policy to assist in accounting for usage of the wireless access network associated with the particular service activity;identifying data traffic over the wireless access network associated with the particular end-user device;based on the classification policy, identifying the one or more data transfers over the wireless access network associated with the particular service activity within the data traffic over the wireless access network associated with the particular end-user device; andbased on the accounting policy, allocating at least a portion of a usage measure to an account, the usage measure comprising an indication of a usage of the wireless access network associated with the one or more data transfers over the wireless access network associated with the particular service activity, the account being associated with an entity that is financially responsible for at least a portion of usage of the wireless access network associated with the device group. 2. The method of claim 1, wherein obtaining, from a device-group management entity, at least a portion of a service policy comprises receiving a user input for establishing at least an aspect of the service policy through a user interface communicatively coupled to the network system. 3. The method of claim 1, wherein obtaining, from a device-group management entity, at least a portion of a service policy comprises receiving a user input for establishing at least an aspect of the service policy from one of the plurality of end-user devices in the device group. 4. The method of claim 1, wherein the device-group management entity is an entity associated with a family plan, a user of at least one of the plurality of devices, or the entity that is financially responsible for the at least a portion of usage of the wireless access network associated with the device group. 5. The method of claim 1, wherein the device-group management entity is a virtual service provider or an enterprise administrator. 6. The method of claim 1, wherein obtaining, from a device-group management entity, at least a portion of a service policy comprises receiving a user input for establishing at least an aspect of the service policy from a virtual service provider terminal. 7. The method of claim 1, further comprising: determining that a notification trigger condition has been satisfied, andbased on determining that the notification trigger condition has been satisfied, sending a notification message to the particular end-user device or directing the particular end-user device to a website, a wireless application protocol (WAP) site, or a portal. 8. The method of claim 1, further comprising applying a notification policy for assisting in presenting a notification associated with the particular service activity, wherein the notification provides a measure of usage of the wireless access network associated with the particular service activity, the measure of usage being associated with (a) the particular end-user device, (b) a subset of end-user devices in the device group, or (c) all end-user devices in the device group. 9. The method of claim 1, wherein the usage measure is a first usage measure, and further comprising: obtaining a second usage measure, the second usage measure comprising a measure of usage of the wireless access network associated with one or more data transfers associated with the particular service activity by a second end-user device in the device group;generating an aggregate usage measure based on the first usage measure and the second usage measure; andsending a notification to the particular end-user device or to the second end-user device, the notification to assist in presenting information about the aggregate usage measure, the first usage measure, the second usage measure, or a combination of these. 10. The method of claim 1, wherein the usage measure is a first usage measure, and further comprising: obtaining a second usage measure and a third usage measure, the second usage measure comprising a measure of usage of the wireless access network associated with one or more data transfers associated with a first plurality of service activities by the particular end user-device, the first plurality of service activities including the particular service activity, and the third usage measure comprising a measure of usage of the wireless access network associated with one or more data transfers associated with a second plurality of service activities by a second end-user device in the device group;generating an aggregate usage measure based on the second usage measure and the third usage measure; andsending a notification to the particular end-user device or to the second end-user device, the notification to assist in presenting information about the aggregate usage measure, the first usage measure, the second usage measure, the third usage measure, or a combination of these. 11. The method of claim 1, wherein the usage measure is a first usage measure, and wherein the indication of the usage of the wireless access network associated with the one or more data transfers over the wireless access network associated with the particular service activity is a first indication of the usage of the wireless access network associated with the one or more data transfers over the wireless access network associated with the particular service activity, and further comprising: obtaining a second usage measure, the second usage measure comprising a second indication of the usage of the wireless access network associated with the one or more data transfers over the wireless access network associated with the particular service activity by the particular end-user device;generating an aggregate usage measure based on the first usage measure and the second usage measure; andsending a notification to the particular end-user device or to a second end-user device in the device group, the notification to assist in presenting information about the aggregate usage measure, the first usage measure, the second usage measure, or a combination of these. 12. The method of claim 1, wherein the usage measure is a first usage measure, and further comprising: obtaining a second usage measure, the second usage measure comprising a measure of usage of the wireless access network associated with one or more data transfers associated with a second service activity by the particular end-user device;generating an aggregate usage measure based on the first usage measure and the second usage measure; andsending a notification to the particular end-user device or to a second end-user device in the device group, the notification to assist in presenting information about the aggregate usage measure, the first usage measure, the second usage measure, or a combination of these. 13. The method of claim 1, wherein the particular service activity is associated with a particular application on the particular end-user device or with a particular network communication end point available to the particular end-user device. 14. The method of claim 1, wherein the particular service activity comprises data traffic of a particular data content type or a particular data traffic type. 15. The method of claim 1, wherein the service policy is at least in part dependent on a type of the wireless access network. 16. The method of claim 15, wherein the type of the wireless access network is home, roaming, cellular, WiFi, 3G, 4G, or a combination of these. 17. The method of claim 1, wherein the wireless access network is a first wireless access network, and further comprising: determining that the particular end-user device is connected to a second wireless access network; andrefraining from applying some or all of the service policy to data traffic over the second wireless access network associated with the particular end-user device. 18. The method of claim 17, wherein the first wireless access network comprises a cellular network or a roaming network, and wherein the second wireless access network comprises a wireless fidelity (WiFi) network or a home network. 19. The method of claim 1, wherein the service policy is dependent at least in part on a network congestion, a time period, a quality-of-service (QoS) level, or a combination of these. 20. The method of claim 1, wherein the particular service activity is not available within a first service plan associated with the particular end-user device or with the device group, or is available at a lower cost, and further comprising: assisting in presenting an offer through a user interface of the particular end-user device, the offer being for a second service plan that allows the particular service activity, andobtaining a user response to the offer. 21. The method of claim 20, further comprising determining that a notification trigger condition has been satisfied, the notification trigger condition defining a condition under which to present the offer through the user interface of the particular end-user device. 22. The method of claim 1, wherein the particular service activity is a first service activity, and wherein the first service activity is within a first service plan associated with the particular end-user device or the device group, and further comprising: assisting in presenting an offer through a user interface of the particular end-user device, the offer being for a second service plan that allows a second service activity, andobtaining a user response to the offer. 23. The method of claim 1, wherein the particular service activity is a first service activity, and wherein the usage measure is a first usage measure, and wherein the account is a first account, and further comprising allocating at least a portion of a second usage measure to a second account, the second usage measure comprising an indication of usage of the wireless access network associated with one or more data transfers over the wireless network associated with a second service activity, the second account being associated with a user or a sponsor entity, the sponsor entity being other than the entity that is financially responsible for the at least a portion of the usage of the wireless access network associated with the device group. 24. The method of claim 1, further comprising determining whether one or more applications on the particular end-user device are accessing one or more network communication end points that are allowed by the service policy or determining whether the usage measure is within a service policy limit. 25. The method of claim 1, wherein the service policy is a first service policy, and wherein the classification policy is a first classification policy, and wherein the accounting policy is a first accounting policy, and further comprising obtaining, from the device-group management entity, at least a portion of a second service policy applicable to the device group, the second service policy comprising a second classification policy or a second accounting policy, the second service policy being different from the first service policy. 26. The method of claim 25, wherein the wireless access network is a first wireless access network of a first type, and wherein the second service policy is to be applied when one or more end-user devices in the device group communicate or attempt to communicate over a second wireless access network or over a second type of wireless access network. 27. The method of claim 1, wherein the device group is a first device group, and wherein the plurality of end-user devices is a first plurality of end-user devices, and wherein the device-group management entity is a first device-group management entity, and wherein the service policy is a first service policy, and further comprising obtaining, from a second device-group management entity, at least a portion of a second service policy for a second device group, the second device group comprising a second plurality of end-user devices, the second service policy to be applied when one or more any end-user devices in the second device group communicate or attempt to communicate over the wireless access network. 28. The method of claim 1, wherein obtaining, from a device-group management entity, at least a portion of a service policy applicable to a device group comprises obtaining an input through a secure interface, the secure interface making available to the device-group management entity a subset of service policy controls or service policy setting options less than all service policy controls or service policy setting options available to the network system operator, the service policy controls or service policy setting options enabling the device-group management entity to define the at least a portion of the service policy. 29. The method of claim 1, wherein at least two of the end-user devices in the device group are associated with a common account. 30. A network system comprising: one or more user interfaces configured to accept inputs from a device-group management entity, the inputs defining or modifying at least a portion of a service policy applicable to a device group managed at least in part by the device-group management entity, the device-group management entity being different from a network system operator associated with the network system, the device group including a plurality of end-user devices communicatively coupled to or capable of being communicatively coupled to the network system over a wireless access network, the plurality of end-user devices including a particular end-user device, the service policy to be applied when one or more end-user devices in the device group communicate or attempt to communicate over the wireless access network, the service policy comprising: a classification policy to assist in identifying one or more data transfers over the wireless access network associated with a particular service activity, the particular service activity being less than all service activities available over the wireless access network, andan accounting policy to assist in accounting for usage of the wireless access network associated with the particular service activity; andone or more networks elements configured to: identify data traffic over the wireless access network associated with the particular end-user device,based on the classification policy, identify the one or more data transfers over the wireless access network associated with the particular service activity within the data traffic over the wireless access network associated with the particular end-user device, andbased on the accounting policy, allocate at least a portion of a usage measure to an account, the usage measure comprising an indication of usage of the wireless access network associated with the one or more data transfers over the wireless access network associated with the particular service activity, the account being associated with an entity that is financially responsible for at least a portion of usage of the wireless access network associated with the device group.
