The client computer is in communication with the server computer via the computer network. The request is received over the computer network. The request includes an indication of a departure point and a destination point selected by a user of the client computer. The process also includes generating, at the server computer, a composite travel navigation chart in response to the request. The composite travel navigation chart includes a travel chart image with the departure point and the destination point and a route line extending between the departure point and the destination point. Furthermore, the process includes delivering the composite travel navigation chart from the server computer to the client computer for display by the client computer.

The process of claim 1, further comprising storing, at the server computer, a plurality of background images of geographic areas, and wherein the request includes an indication of one of the plurality of background images that includes the departure point and the destination point. 3. The process of claim 2, wherein storing the plurality of background images of geographic areas includes storing, at the server computer, the plurality of background images of geographic areas at a plurality of magnifications, and wherein the request includes a selection of one of the background images at a selected magnification. 4. The process of claim 1, wherein the request includes an indication of at least one waypoint, and wherein the background image includes the departure point, the destination point, and the at least one waypoint, and wherein generating the composite travel navigation chart includes overlaying the foreground frame on the background image such that the route line extends between the departure point, the at least one waypoint, and the destination point. 5. The process of claim 4, wherein the at least one waypoint includes a radio navigation aid. 6. The process of claim 1, wherein generating the composite travel navigation chart includes overlaying, at the server computer, the foreground frame on the background image. 7. The process of claim 1, further comprising compressing the composite travel navigation chart to form a compressed composite travel navigation chart, and delivering the compressed composite travel navigation chart from the server computer to the client computer. 8. The process of claim 1, wherein receiving the request includes receiving the request at the server computer from a user operating a browser on the client computer, and wherein displaying the composite travel navigation chart includes displaying the composite travel navigation chart on the browser of the client computer. 9. The process of claim 1, wherein generating the composite travel navigation chart further comprises overlaying weather information on the background image. 10. The process of claim 1, wherein generating the composite travel navigation chart includes detecting collision of a first text and a second text in the composite travel navigation chart, and moving at least one of the first text and the second text relative to the other in the composite travel navigation chart to avoid the collision of the first text and the second text. 11. The process of claim 1, wherein receiving the request includes receiving a request, from a user of the client computer, that the travel chart image be shown in elevational profile view. 12. The process of claim 1, further comprising determining, by the server computer, whether the background image is contained within a pre-cached chart library, and wherein generating the composite travel navigation chart includes generating the composite travel navigation chart using a pre-cached chart when the server computer determines that background image is contained within the pre-cached chart library. 13. The process of claim 1, wherein the background image includes at least a portion of a rasterized image of the geographic area. 14. The process of claim 1, wherein generating the route line includes drawing the route line in the foreground frame according to instructions of a housekeeping frame. 15. The process of claim 1, further comprising delivering the composite travel navigation chart from the server computer to a travel regulating agency as part of a flight plan submission. 16. A flight plan generating method, comprising: providing a Web page having a frame and a selected composite travel navigation chart over a computer network to a browser on client computer, the selected composite travel navigation chart including a selected travel chart merged with travel navigation waypoints, the travel navigation waypoints including radio navigation aids;displaying at least a portion of the selected composite travel navigation chart in the browser on the client computer as an at least 1×1 array of at least one map tile that includes up-to-date navigation data and that covers an area over which a flight is to be planned;indicating X, Y coordinates of each of a plurality of navigation waypoints on the selected composite travel navigation chart displayed in the browser on the client computer;sending the X, Y coordinates of each navigation waypoint to the frame of the Web page; anddrawing over the selected composite travel navigation chart in the browser on the client computer route line segments according to the X, Y coordinates, as instructed by the frame of the Web page, to generate a flight plan for preflight use by a pilot. 17. The method of claim 16, further comprising overlaying weather information on the selected composite travel navigation chart. 18. The method of claim 16, wherein the selected travel chart includes a rasterized image of a geographic area. 19. The method of claim 16, further comprising detecting collision of a first text and a second text in the composite travel navigation chart, and moving at least one of the first text and the second text relative to the other in the composite travel navigation chart to avoid the collision of the first text and the second text.
