The oral care system according to claim 1, wherein the dispenser forms a detachable portion of a handle of the toothbrush. 3. The oral care system according to claim 1, wherein the actuator is biased into a non-actuated position; and wherein during actuation of the actuator, the actuator moves from the non-actuated position to an actuated position, the bias returning the actuator from the actuated position to the non-actuated position. 4. The oral care system according to claim 3, wherein during actuation of the actuator from the non-actuated position to the actuated position, the ratchet rod translates in the first direction and engages the pawl and moves the pawl in the first direction; and wherein during release of the actuator, the ratchet rod translates in a direction opposite the first direction and the pawl remains in a substantially stationary position, thereby sliding along the ratchet rod. 5. The oral care system according to claim 3, wherein the actuator is a push button disposed at a proximal operating end of the dispenser opposite the orifice which is disposed at a distal dispensing end of the dispenser, the button being depressible in a longitudinal direction of the dispenser to move the ratchet rod. 6. The oral care system according to claim 5, wherein a proximal end portion of the ratchet rod is coupled to the depressible button. 7. The oral care system according to claim 6, wherein the depressible button comprises a self-biasing resilient material having an elastic memory, the button being elastically deformable and the bias being created by the resilient material. 8. The oral care system according to claim 7, wherein the depressible button has a normally convex shape in the non-actuated position. 9. The oral care system according to claim 1, wherein the ratchet rod comprises angled teeth that engage the pawl and prohibit the pawl from sliding along the ratchet rod in a direction opposite the first direction, the angled teeth allowing the pawl to slide along the ratchet rod when the rod is translated in the direction opposite the first direction without moving the pawl. 10. The oral care system according to claim 9, wherein the ratchet rod extends through a passageway of the pawl, the pawl including a plurality of circumferentially spaced radially flexible tines engageable with the angled teeth of the ratchet rod. 11. The oral care system according to claim 1, wherein the inner plunger is removably insertable into the outer cup seal. 12. An oral care system comprising: a toothbrush; anda dispenser detachably coupled to the toothbrush, the dispenser comprising: a housing having an internal reservoir configured for containing a fluid;a dispensing orifice in the housing in fluid communication with the reservoir; anda fluid delivery system comprising a ratchet rod extending into the reservoir, an actuator operably coupled to the ratchet rod for imparting movement thereto, and a plunger assembly operably coupled to the ratchet rod and axially movable within the housing by activation of the actuator, the plunger assembly forming a selectively-positionable end wall of the reservoir, the plunger assembly comprising an outer cup seal slidably engaged with the housing and an inner plunger disposed at least partially in the outer cup seal, the plunger assembly including a pawl movably engaged with the ratchet rod, wherein the inner plunger is removably insertable into the outer cup seal and wherein the inner plunger is interlocked to the outer cup seal via an annular rim and groove system; andwherein activation of the actuator moves the plunger assembly in a first direction and dispenses the fluid from the reservoir via the orifice. 13. The oral care system according to claim 1, wherein the pawl is constructed of a first material and the outer cup seal is constructed of a second material different than the first material. 14. The oral care system according to claim 13, wherein the first material has a higher flexural modulus value than the second material. 15. The oral care system according to claim 14, wherein the first material is an acetal copolymer and the second material is a low density polyethylene. 16. An oral care system comprising: a toothbrush; anda dispenser detachably coupled to the toothbrush, the dispenser comprising: a housing having an internal reservoir configured for containing a fluid;a dispensing orifice in the housing in fluid communication with the reservoir; anda fluid delivery system comprising a ratchet rod extending into the reservoir, an actuator operably coupled to the ratchet rod for imparting movement thereto, and a plunger assembly operably coupled to the ratchet rod and axially movable within the housing by activation of the actuator, the plunger assembly forming a selectively-positionable end wall of the reservoir, the plunger assembly comprising an outer cup seal slidably engaged with the housing and an inner plunger disposed at least partially in the outer cup seal, the plunger assembly including a pawl movably engaged with the ratchet rod,wherein activation of the actuator moves the plunger assembly in a first direction and dispenses the fluid from the reservoir via the orifice; andwherein the outer cup seal forms a first annular seal with the ratchet rod and a second annular seal with an inner surface of the housing that forms a sidewall of the reservoir. 17. The oral care system according to claim 16, wherein the first annular seal includes an angled annular sealing surface disposed on a front end of the outer cup seal, wherein the ratchet rod includes a plurality of angled teeth, and the annular sealing surface having an angle and orientation that complements a corresponding angle and orientation of the angled teeth of the ratchet rod. 18. The oral care system according to claim 1, wherein the pawl comprises a plurality of radially flexible tines that are integral with and extend rearward from a front end of the inner plunger, the tines having a circumferentially spaced apart arrangement and engaging the ratchet rod which passes between the tines, wherein the ratchet rod is operable to move the plunger assembly axially in a first axial direction but not operable to move the plunger assembly axially in second direction opposite the first direction. 19. An oral care system comprising: a toothbrush; anda dispenser detachably coupled to the toothbrush, the dispenser comprising: a housing having a distal dispensing end, a proximal actuating end, and an internal reservoir configured for containing a fluid;a dispensing orifice disposed in the distal dispensing end of the housing in fluid communication with the reservoir; anda fluid delivery system comprising a ratchet rod extending into the reservoir, a resiliently deformable actuator disposed on the proximal actuating end of the housing and operably coupled to the ratchet rod for imparting movement thereto, and a plunger assembly operably coupled to the ratchet rod and axially movable within the housing in a first direction by activation of the actuator, the plunger assembly forming a selectively-positionable end wall of the reservoir;the actuator being formed of a self-biasing elastomeric material having an elastic memory and being biased towards the proximal actuating end of the housing,wherein depressing the actuator moves the ratchet rod and plunger assembly in the first direction and dispenses the fluid from the reservoir via the orifice; andwherein the plunger assembly comprises an outer cup seal slidably engaged with an inner wall of the housing and a plunger nested at least partially within the outer cup seal, the plunger including a pawl movably engaged with ratchet rod. 20. The oral care system according to claim 19, wherein the actuator is a push button having an outwardly convex shape when in a non-depressed inactivated position. 21. The oral care system according to claim 20, wherein a portion of the push button assumes a concave shape when in a depressed activated position. 22. The oral care system according to claim 20, wherein the actuator is a flexible portion of an end cap that closes the proximal actuating end of the dispenser. 23. The oral care system according to claim 22, wherein the entire end cap is formed of an elastomeric material. 24. The oral care system according to claim 19, wherein the actuator includes a socket which receives a proximal end of the ratchet rod for coupling the rod to the actuator. 25. The oral care system according to claim 19, wherein the actuator is a push button including a dome-shaped wall being deformable by a user, wherein depressing the push button deforms the wall inwards towards the housing and axially extends the ratchet rod distally towards the dispensing end of the housing, and wherein releasing the push button retracts the ratchet rod proximally towards the operating end of the housing. 26. The oral care system according to claim 19, wherein the outer cup seal has a frusto-conical shape defining an internal passageway and includes a forward open end slidably receiving the ratchet rod therethrough. 27. The oral care system according to claim 19, wherein the pawl is comprised of a central hub formed on the plunger and a plurality of radially flexible tines arranged in spaced-apart circumferential relationship on the central hub. 28. An oral care system comprising: a toothbrush; anda dispenser detachably coupled to the toothbrush, the dispenser comprising: a housing having an internal reservoir configured for containing a fluid;a dispensing orifice in the housing in fluid communication with the reservoir; anda fluid delivery system comprising a ratchet rod and a plunger assembly operably coupled to the ratchet rod and forming a selectively-positionable end wall of the reservoir, the plunger assembly comprising an outer cup seal slidably engaged with the housing and an inner plunger disposed at least partially in the outer cup seal, wherein the outer cup seal forms a first annular seal with the ratchet rod and a second annular seal with an inner surface of the housing that forms a sidewall of the reservoir; andwherein activation of an actuator moves the plunger assembly in a first direction and dispenses the fluid from the reservoir via the orifice. 29.
