A mechanized asphalt comb, the comb comprising: a rake attachment, said rake attachment being comprised of a rake spine and a plurality of teeth distributed along said rake spine in a downward orientation;an arm, said arm being comprised of two opposing terminating ends, said rake attachment being attached to one of said opposing terminating ends; andan infrared heating panel, the infrared heating panel being mounted to said arm;wherein the asphalt comb is attached to an engineering vehicle via the terminating end of the arm opposite the rake attachment such that the engineering vehicle can control and manipulate the asphalt comb into a raised inactive position, a lowered active position, and a plurality of positions between the raised inactive position and the lowered active position; andwherein, when in the lowered active position, the asphalt comb applies a fixed downward pressure and depth of penetration to a surface. 2. The mechanized asphalt comb of claim 1, wherein said rake attachment is approximately 6 feet long. 3. The mechanized asphalt comb of claim 1, wherein said infrared heating panel is attached said arm between said opposing terminating ends. 4. The mechanized asphalt comb of claim 1, further comprising a dumping container, the dumping container being hingedly attached to the asphalt comb. 5. The mechanized asphalt comb of claim 1, wherein said plurality of teeth is removable from said rake spine. 6. The mechanized asphalt comb of claim 5, wherein each of said teeth in said plurality of teeth is individually removable from said rake spine. 7. A mechanized method for removing and applying asphalt during an asphalt repair, the method comprising: obtaining a mechanized asphalt comb attached to an engineering vehicle, the asphalt comb comprising: a rake attachment, the rake attachment being comprised of a rake spine and a plurality of teeth distributed along the rake spine in a downward orientation;an arm, the arm being comprised of two opposing terminating ends, the rake attachment being attached to one of the arm's terminating ends; andan infrared heating panel, the infrared heating panel being mounted to said arm;wherein the asphalt comb is attached to an engineering vehicle via the terminating end of the arm opposite the rake attachment such that the engineering vehicle can control and manipulate the asphalt comb into a raised position, a lowered position, and a plurality of positions between the raised position and the lowered position; andwherein, when in the lowered position, the asphalt comb applies a fixed downward pressure and depth of penetration to a surface;moving the engineering vehicle to an asphalt repair site;positioning the asphalt comb in the raised position;utilizing the infrared heating panel to heat asphalt in said asphalt repair site;positioning the asphalt comb in a lowered position; andscarifying said asphalt in said asphalt repair site while the asphalt comb is in the lowered position. 8. The mechanized method of claim 7, the method further comprising: not moving said engineering vehicle between utilizing the infrared heating panel to heat asphalt in said asphalt repair site and scarifying said asphalt in said asphalt repair site. 9. The mechanized method of claim 7, wherein said rake attachment is approximately 6 feet long. 10. The mechanized method of claim 7, wherein said infrared heating panel is attached said arm between said opposing terminating ends. 11. The mechanized method of claim 7, wherein said infrared heating panel continues to heat said asphalt in said asphalt repair site while said asphalt is being scarified. 12. The mechanized method of claim 7, wherein said plurality of teeth is removable from said rake spine. 13. The mechanized method of claim 12, wherein each of said teeth in said plurality of teeth is individually removable from said rake spine. 14. An engineering vehicle, the vehicle comprising: a mechanized asphalt comb, the comb comprising: a rake attachment, said rake attachment being comprised of a rake spine and a plurality of teeth distributed along said rake spine in a downward orientation;an arm, said arm being comprised of two opposing terminating ends, said rake attachment being attached to one of said opposing terminating ends; andan infrared heating panel, the infrared heating panel being mounted to said arm;wherein the asphalt comb is attached to said engineering vehicle via the terminating end of the arm opposite the rake attachment such that said engineering vehicle can control and manipulate the asphalt comb into a raised position, a lowered position, and a plurality of positions between the raised position and the lowered position;wherein, when in the lowered active position, the asphalt comb applies a fixed downward pressure and depth of penetration to a surface; andwherein said infrared heating panel can heat a patch of asphalt in an asphalt repair site. 15. The engineering vehicle of claim 14, wherein said infrared heating panel is attached to said arm. 16. The engineering vehicle of claim 15, wherein said infrared heating panel is attached said arm between said opposing terminating ends. 17. The engineering vehicle of claim 14, wherein said plurality of teeth is removable from said rake spine. 18. The engineering vehicle of claim 17, wherein each of said teeth in said plurality of teeth is individually removable from said rake spine. 19. The engineering vehicle of claim 17, wherein said rake attachment is approximately 6 feet long.
