The device of claim 1, wherein the opening is positioned on a side of the distal portion of the elongate shaft. 3. The device of claim 1, wherein the distal portion of the elongate shaft comprises a plurality of slits or openings in the elongate shaft which allow the elongate shaft to be adjusted or manipulated into a plurality of configurations. 4. The device of claim 1, further comprising an evacuation shaft positioned in the elongate shaft and having an evacuation lumen which is in fluid communication with the opening in the elongate shaft for evacuating and removing cut tissue through the opening. 5. The device of claim 4, further comprising an irrigant lumen, wherein the irrigant lumen is configured to deliver irrigant to a distal portion of the evacuation lumen, wherein the irrigant does not flow through the irrigant lumen unless suction from a vacuum source is present to draw the irrigant through the irrigant lumen. 6. The device of claim 4, wherein the evacuation shaft is positioned within the elongate shaft and the evacuation lumen includes a variable diameter to optimize a tissue resection rate or tissue evacuation rate. 7. The device of claim 1, wherein the chamber is in the form of an ergonomic handle. 8. The device of claim 7, wherein the handle is positioned at an angle relative to the elongate shaft thereby providing a clear line of sight above and/or to the side of the elongate shaft. 9. The device of claim 1, wherein a tissue collection chamber is integrated in the device wherein removal of the chamber disables the device. 10. The device of claim 1, wherein the cutting mechanism includes a cutting blade and the cutting blade is not exposed on an outside of the opening to provide safety to patients. 11. The device of claim 1, further comprising an electrocautery element positioned at a distal end of the elongate shaft. 12. The device of claim 1, wherein the device is fully disposable. 13. The device of claim 1, wherein the cutting mechanism driver assembly is powered by vacuum, battery power, gas power, electrical power or compressed air. 14. The device of claim 1, wherein the cutting mechanism driver assembly is powered solely by suction created by a vacuum source. 15. The device of claim 1, further comprising an outer sheath, wherein the outer sheath provides a covering on the elongate shaft. 16. The device of claim 1, wherein in the proximal portion of the elongate shaft is rotatably coupled to the chamber. 17. The device of claim 1, wherein the manipulated section of the distal portion includes multiple bends. 18. The device of claim 1, wherein the adjustable section of the distal portion of the elongate shaft is configured to be bent at an angle of greater than 5 degrees relative to a longitudinal axis of the elongate shaft.
