A heating, ventilation and air conditioning (HVAC) data processing and communication network, comprising: an active subnet controller and an inactive subnet controller coupled to a data bus, said active subnet controller configuring and monitoring a network and implementing heating, cooling, humidification, dehumidification, air quality, ventilation, and other functional algorithms wherein said inactive subnet controller listens to all messages broadcast over said data bus and updates said inactive subnet controller's internal memory to match that of said active subnet controller;an HVAC demand unit coupled to said data bus, said HVAC demand unit providing an HVAC service in response to a command from said active subnet controller; anda functional block within and specific to said HVAC demand unit, said functional block configured to respond to a message received via said data bus to cause said HVAC demand unit to enter a hard disabled state or a soft disabled state, wherein in said hard disabled state said HVAC demand unit does not provide a service or broadcast messages via said data bus, but continues to receive messages via said data bus, wherein in said soft disabled state said HVAC demand unit continues to receive and respond to messages over said network but does not provide a service. 2. The network recited in claim 1, further comprising a user interface, wherein said hard disabled state is initiated or cancelled by a message provided via said data bus by said user interface in response to operator input, wherein said user interface is a gateway device configured to provide access by a remote entity to said network. 3. The network recited in claim 1, wherein said hard disabled state is persistent. 4. The network recited in claim 1, wherein said soft disabled state is initiated or cancelled by a message via said data bus by said active subnet controller. 5. The network recited in claim 4, wherein said active subnet controller is configured to cancel said soft disabled state after said active subnet controller resets. 6. The network recited in claim 4, wherein said active subnet controller is configured to place said HVAC demand unit in said soft disabled state when said HVAC demand unit is not recognized by said active subnet controller as properly initiated. 7. The network recited in claim 1, wherein said active subnet controller is configured to enter a CRC mode when hard enabled after said hard disabled state. 8. A method of manufacturing a portion of an HVAC data processing and communication network, comprising: coupling an active subnet controller and an inactive subnet controller to a data bus, said active subnet controller configuring and monitoring a network and implementing heating, cooling, humidification, dehumidification, air quality, ventilation, and other functional algorithms wherein said inactive subnet controller listens to all messages broadcast over said data bus and updates said inactive subnet controller's internal memory to match that of said active subnet controller;coupling an HVAC demand unit that provides an HVAC service in response to a command from said active subnet controller to said data bus;provide a functional block within and specific to said HVAC demand unit, said functional block adapted to respond to a message received from said active subnet controller via said data bus; andconfiguring said HVAC demand unit to respond to a message received via said data bus to enter a hard disabled state in which said HVAC demand unit does not provide a service or broadcast messages via said data bus but continues to receive messages via said data bus or to enter a soft disabled state in which said HVAC demand unit continues to receive and respond to messages over said network but does not provide a service. 9. The method recited in claim 8, wherein said hard disabled state is initiated or cancelled by a message provided by a user interface coupled to said data bus in response to operator input. 10. The method recited in claim 9, wherein said user interface is a gateway device configured to provide access by a remote entity to said data bus. 11. The method recited in claim 8, wherein said soft disabled state is initiated or cancelled by a message provided by said active subnet controller. 12. The method recited in claim 11, further comprising configuring said active subnet controller to cancel said soft disabled state after said active subnet controller resets. 13. The method recited in claim 11, further comprising configuring said active subnet controller to place said HVAC demand unit in said soft disabled state when said HVAC demand unit is not recognized by said active subnet controller as properly initiated. 14. The method recited in claim 8, wherein said messages that are received in said hard disabled mode and said soft disabled mode are diagnostic messages. 15. An active subnet controller integral with an HVAC demand unit and couplable to an HVAC data processing and communication network, said HVAC data processing and communication network couplable to an inactive subnet controller that listens to all messages and updates said inactive subnet controller's internal memory to match that of said active subnet controller, said active subnet controller comprising: a physical layer interface configured to interface to said network;a communication module configured to send and receive messages over said network via said physical layer interface; anda functional block configured to respond to a message received by said communication module, thereby causing said HVAC demand unit to enter a hard disabled state or a soft disabled state, wherein in said hard disabled state said functional block does not execute control functions and said communication module monitors said network without sending messages, wherein in said soft disabled state said functional block does not execute control functions and said communication module continues to receive and respond to messages over said network. 16. The active subnet controller as recited in claim 15, wherein said HVAC demand unit is configured to enter or exit said hard disabled state only upon receiving a message from a user interface coupled to said network. 17. The active subnet controller recited in claim 15 further comprising a nonvolatile memory, wherein said hard disabled state is stored in said nonvolatile memory. 18. The active subnet controller as recited in claim 15, wherein said HVAC demand unit is configured to enter or exit said soft disabled state upon receiving a message from said active subnet controller. 19. The active subnet controller recited in claim 15 further comprising a volatile memory, wherein said soft disabled state is stored in said volatile memory. 20. The active subnet controller recited in claim 15 further comprising a memory, wherein said system device is configured to perform a CRC check of said memory during said soft disabled state.
