An end-user device comprising: a modem for enabling the end-user device to access one or more network communication end points over a wireless network;a user interface;memory configured to store a service policy associated with at least a first set of one or more service activities, the first set of one of more service activities being fewer than all service activities available to the end-user device, the service policy configured to: cause the end-user device to provide, to a network element, information for assisting in providing a first accounting to a sponsor entity, the first accounting comprising an accounting of at least a portion of a usage cost or usage measure associated with usage of the wireless network associated with the first set of one or more service activities, the sponsor entity being an entity other than a user of the end-user device, other than an account-holder associated with the end-user device, and other than an operator of the wireless network, the first accounting being separate from a second accounting of a second set of one or more service activities, the second set of one or more service activities being fewer than all service activities available to the end-user device, andcause a notification to be presented through the user interface, the notification being associated with the first accounting, the second accounting, or both the first accounting and the second accounting; andone or more processors configured to: monitor end-user device data traffic,identify, in the monitored end-user device data traffic, a data communication over the wireless network associated with the first set of one or more service activities, andin response to identifying the data communication over the wireless network associated with the first set of one or more service activities, apply the service policy. 2. The end-user device recited in claim 1, wherein the notification is a first notification, and wherein the one or more processors are further configured to cause a second notification to be presented through the user interface, the second notification comprising an offer or an advertisement associated with at least one service activity of the first set of one or more service activities. 3. The end-user device recited in claim 1, wherein the wireless network is a first wireless network, and wherein the one or more processors are further configured to: identify, in the monitored end-user device data traffic, a data communication over a second wireless network associated with the first set of one or more service activities, andin response to identifying the data communication over the second wireless network associated with the first set of one or more service activities, refrain from applying at least a portion of the service policy. 4. The end-user device recited in claim 3, wherein the second wireless network is a WiFi network or a roaming network. 5. The end-user device recited in claim 1, wherein the notification is a first notification, and wherein the one or more processors are further configured to: cause a second notification to be presented through the user interface, the second notification comprising a service plan option,assist in obtaining a user response to the service plan option through the user interface, andassist in sending an indication of the user response to the network element. 6. The end-user device recited in claim 1, wherein the one or more processors are further configured to assist in providing, to the user of the end-user device or to the account- holder associated with the end user device, the second accounting. 7. The end-user device recited in claim 1, wherein the one or more processors are further configured to: obtain a user preference through the user interface, anddetermine an aspect of the service policy based on the user preference. 8. The end-user device recited in claim 6, wherein the end-user device, the user of the end-user device, or the account-holder associated with the end-user device is associated with a service plan that specifies a limit on usage of the wireless network associated with the second set of one or more service activities. 9. The end-user device recited in claim 1, wherein the information for assisting in providing the first accounting to the sponsor entity comprises information about the data communication over the wireless network associated with the first set of one or more service activities. 10. The end-user device recited in claim 1, wherein the at least a portion of the usage cost or usage measure associated with the usage of the wireless network associated with the first set of one or more service activities comprises a service usage amount, a service usage time, a service usage event, a revenue share, a transaction fee or amount, a fixed fee for service, a service bundle fee or amount, or a combination of these. 11. The end-user device recited in claim 1, wherein the notification provides information about the wireless network usage cost or usage measure. 12. The end-user device recited in claim 1, wherein the sponsor entity is a mobile virtual network operator (MVNO), an original equipment manufacturer (OEM), a machine to machine service provider, or a virtual service provider (VSP). 13. The end-user device recited in claim 1, wherein the sponsor entity is an enterprise, a website provider, an advertiser, an operator of a content download service, an operator of an online shopping site, a transactional service provider, or a roaming service provider. 14. The end-user device recited in claim 1, wherein the first set of one or more service activities comprises a communication associated with an enterprise service, a website access, an advertisement, a content service, an online shopping service, a transactional service, a machine to machine service, or a roaming service. 15. The end-user device recited in claim 1, wherein the service policy is further configured to assist in controlling an access to the wireless network associated with the first set of one or more service activities. 16. The end-user device recited in claim 15, wherein controlling the access to the wireless network associated with the first set of one or more service activities comprises directing one or more communications associated with the end-user device to a particular network route, a particular network tunnel, or a particular network communication end point of the one or more network communication end points. 17. The end-user device recited in claim 1, wherein identifying, in the monitored end-user device data traffic, the data communication over the wireless network associated with the first set of one or more service activities comprises: (a) detecting a literal tag, a virtual tag, a header, a token, or a cookie within the end-user device data traffic; (b) associating the literal tag, the virtual tag, the header, the token, or the cookie with at least a portion of the end-user device data traffic; or (c) inserting the literal tag, the header, the token, or the cookie in the at least a portion of the end-user device data traffic. 18. A non-transitory computer-readable storage medium storing machine-executable instructions that, when executed by one or more processors of an end-user device, cause the one or more processors to: monitor data traffic of the end-user device;identify, in the monitored data traffic of the end-user device, a data communication over a wireless network, the data communication associated with a first set of one or more service activities, the first set of one or more service activities being fewer than all service activities available to the end-user device over the wireless network; andin response to identifying the data communication over the wireless network: cause the end-user device to provide, to a network element, information for assisting in providing a first accounting to a sponsor entity, the first accounting comprising an accounting of at least a portion of a usage cost or usage measure associated with usage of the wireless network associated with the first set of one or more service activities, the sponsor entity being an entity other than a user of the end-user device, other than an account-holder associated with the end-user device, and other than an operator of the wireless network, the first accounting being separate from a second accounting of a second set of one or more service activities, the second set of one or more service activities being fewer than all service activities available to the end-user device, andcause a notification to be presented through a user interface of the end-user device, the notification being associated with the first accounting, the second accounting, or both the first accounting and the second accounting. 19. The non-transitory computer-readable storage medium recited in claim 18, wherein at least a portion of the machine-executable instructions is dependent on a type of the wireless network. 20. The non-transitory computer-readable storage medium recited in claim 18, wherein, when executed by the one or more processors, the machine-executable instructions further cause the one or more processors to at least assist in controlling access to the wireless network associated with the first set of one or more service activities. 21. The non-transitory computer-readable storage medium recited in claim 20, wherein controlling access to the wireless network associated with the first set of one or more service activities comprises blocking, allowing, throttling, traffic shaping, quarantining, or delaying the data communication over the wireless network associated with the first set of one or more service activities. 22. The non-transitory computer-readable storage medium recited in claim 18, wherein the at least a portion of the usage cost or usage measure associated with the usage of the wireless network associated with the first set of one or more service activities comprises a service usage amount, a service usage time, a service usage event, a revenue share, a transaction fee or amount, a fixed fee for service, a service bundle fee or amount, or a combination of these. 23. The non-transitory computer-readable storage medium recited in claim 18, wherein, when executed by the one or more processors, the machine-executable instructions further cause the one or more processors to modify the service policy based on: an expiration of time, a service usage pattern, a transaction pattern, a service sign-up pattern, a time of day, a network capacity, a network connection type, a service provider, a user identity, a user group, a user input, an update to the service profile, a trial offer, a point of sale, a master agent identifier, a location of the end-user device, or a combination of these. 24. The non-transitory computer-readable storage medium recited in claim 18, wherein the notification is a first notification, and wherein, when executed by the one or more processors of the end-user device, the one or more instructions further cause the one or more processors to cause a second notification to be presented through the user interface, the second notification comprising an offer or an advertisement associated with at least one service activity of the first set of one or more service activities. 25. The non-transitory computer-readable storage medium recited in claim 18, wherein the notification comprises information associated with a roaming condition of the end-user device. 26. The non-transitory computer-readable storage medium recited in claim 18, wherein the notification is a first notification, and wherein, when executed by the one or more processors, the machine-executable instructions further cause the one or more processors to: cause a second notification to be presented through the user interface, the second notification comprising a transaction purchase option associated with at least one service activity of the first set of one or more service activities, andassist in obtaining a user response to the transaction purchase option through the user interface. 27. The non-transitory computer-readable storage medium recited in claim 18, wherein the notification is a first notification, and wherein, when executed by the one or more processors, the machine-executable instructions further cause the one or more processors to: cause a second notification to be presented through the user interface, the second notification comprising a service plan option,assist in obtaining a user response to the service plan option through the user interface, andassist in sending an indication of the user response to a network element. 28. The non-transitory computer-readable storage medium recited in claim 18, wherein the first set of one or more service activities is associated with a particular network communication end point available to the end-user device, a particular application program on the end-user device, a particular content type, or a combination of these. 29. The non-transitory computer-readable storage medium recited in claim 28, wherein the particular network communication end point is identified at least in part by an address, a uniform resource locator (URL), or a domain name. 30. The non-transitory computer-readable storage medium recited in claim 28, wherein the first set of one or more service activities comprises a video service.
