The system of claim 1, wherein the panel includes mounting flanges arranged to mount the panel between two adjacent telecommunication racks. 3. The system of claim 1, wherein the first and second shaped apertures of the pattern of apertures are arranged in an array of columns and rows, the rows including rows of only first shaped apertures and rows of only second shaped apertures. 4. The system of claim 3, wherein the rows include alternating rows of only first shaped apertures and only second shaped apertures, the alternating rows extending along a majority of a length of the panel. 5. The system of claim 1, wherein the flexible tab is located adjacent to a first edge of the device, and wherein the hook element is located adjacent to an opposite second edge of the device. 6. The system of claim 5, wherein the hook element pivots within the another of the first shaped apertures during attachment of the device to the panel. 7. The system of claim 6, wherein the flexible tab snap-fits within the one of the first shaped apertures when the device is pivoted during attachment of the device to the panel. 8. The system of claim 1, wherein the first shaped apertures of the pattern of apertures are square apertures. 9. The system of claim 1, wherein the second shaped apertures of the pattern of apertures are half-circle shaped apertures. 10. The system of claim 1, wherein the first shaped apertures are square apertures, and wherein the second shaped apertures are half-circle shaped apertures. 11. The system of claim 1, further including a plurality of different cable management devices that mount to the panel at selected mounting locations defined by the pattern of apertures. 12. The system of claim 1, wherein the cable management device includes a backplate that is integral with the flexible tab. 13. The system of claim 12, wherein the backplate extends parallel with the panel when the cable management device is mounted to the panel. 14. The system of claim 1, wherein the flexible tab includes a U-shaped or hair-pin like construction. 15. The system of claim 1, wherein a snap-fit element is located on the flexible tab. 16. The system of claim 15, wherein the snap-fit element includes a ramped surface and a shoulder surface. 17. The system of claim 1, wherein a majority of the flexible tab is disposed at a rear of the panel when the device is mounted to the panel. 18. The system of claim 1, wherein the flexible tab defines a notch facing away from an integral end of the flexible tab. 19. The system of claim 18, wherein the notch is defined by the extension and a snap-fit element disposed on the flexible tab. 20. The system of claim 1, wherein the extension of the flexible tab engages the first shaped aperture.
