An exhaust treatment device comprising: an outer housing including opposite first and second end walls and a length that extends between the first and second end walls, the outer housing also including a side wall that extends along the length from the first end wall to the second end wall, the outer housing defining an interior space;a divider wall within the interior space of the outer housing, the divider wall being positioned at an intermediate location along the length of the outer housing, the divider wall separating the interior space of the outer housing into a first region and a second region, the first region being defined between the divider wall and the first end wall and the second region being defined between the divider wall and the second end wall;a device inlet that is in fluid communication with the first region of the interior space;a device outlet that is in fluid communication with the second region of the interior space;an exhaust treatment substrate mounted in the second region of the interior space;an exhaust treatment and mixing assembly including: a swirl chamber positioned adjacent to the first end wall of the outer housing;a mixing passage defined by an inner conduit that extends along the length of the outer housing, the mixing passage providing fluid communication between the swirl chamber and the second region of the interior space;an exhaust passage that surrounds the inner conduit, the exhaust passage being configured to direct exhaust flow into the swirl chamber;a swirl structure for swirling the exhaust flow directed from the exhaust passage into the swirl chamber; anda dispenser mounting location provided at the first end wall of the outer housing for mounting a dispenser used for dispensing a reactant into the swirl chamber. 2. The exhaust treatment device of claim 1, wherein the device inlet is defined through the side wall of the outer housing. 3. The exhaust treatment device of claim 1, wherein the exhaust passage the surrounds the inner conduit has an inlet end spaced from the divider wall by an axial gap. 4. The exhaust treatment device of claim 1, wherein a ratio of a volume of the exhaust treatment device (in liters) to a designed exhaust flow for the exhaust treatment device (in kilograms per hour at rated power) is in the range of 0.03 to 0.07. 5. The exhaust treatment device of claim 1, wherein the device inlet is provided at an axial position that at least partially axially overlaps the inner conduit. 6. The exhaust treatment device of claim 1, wherein the device outlet includes an outlet pipe, and wherein an inner end of the outlet pipe is mitered. 7. The exhaust treatment device of claim 1, wherein the exhaust treatment substrate is a NOx treatment substrate. 8. The exhaust treatment device of claim 1, wherein a reference plane bisects the outer housing into a first half and a second half, wherein the reference plane is perpendicular relative to a central longitudinal axis of the outer housing, and wherein the device inlet is at the first half of the outer housing and the device outlet is at the second half of the outer housing. 9. The exhaust treatment device of claim 8, wherein the device inlet is closer to the first end wall than to the reference plane. 10. The exhaust treatment device of claim 1, wherein a serpentine passage is provided to increase a reactant mixing volume of the exhaust treatment device. 11. The exhaust treatment device of claim 10, wherein the serpentine passage at least partially overlaps the exhaust treatment substrate. 12. The exhaust treatment device of claim 1, wherein the dispenser is mounted at the dispenser mounting location, the dispenser being configured for dispensing the reactant into the swirl chamber. 13. The exhaust treatment device of claim 12, wherein an upstream face of the exhaust treatment substrate is spaced less than 750 millimeters from the dispenser mounting location. 14. The exhaust treatment device of claim 13, wherein the upstream face of the exhaust treatment substrate is spaced from 230 to 750 millimeters from the dispenser mounting location. 15. The exhaust treatment device of claim 1, wherein a flow expansion region is defined between the inner conduit and an upstream side of the exhaust treatment substrate. 16. The exhaust treatment device of claim 15, wherein a flow distribution device is provided at the flow expansion region. 17. The exhaust treatment device of claim 16, wherein the flow distribution device includes a second swirl structure. 18. An exhaust treatment device comprising: an outer housing including opposite first and second end walls and a length that extends between the first and second end walls, the outer housing also including a cylindrical side wall that extends along the length from the first end wall to the second end wall, the cylindrical side wall defining a central longitudinal axis of the outer housing that extends along the length of the outer housing, the outer housing defining an interior space;a divider wall within the interior space of the outer housing, the divider wall being positioned at an intermediate location along the length of the outer housing, the divider wall separating the interior space of the outer housing into a first region and a second region, the first region being defined between the divider wall and the first end wall and the second region being defined between the divider wall and the second end wall;a device inlet defined through the cylindrical side wall, the device inlet being in fluid communication with the first region of the interior space;a device outlet that is in fluid communication with the second region of the interior space;a NOx treatment substrate mounted in the second region of the interior space;an exhaust treatment and mixing assembly including: a swirl chamber positioned adjacent to the first end wall of the outer housing;a mixing passage defined by an inner conduit that is co-axially aligned with the central longitudinal axis of the outer housing, the mixing passage extending from the swirl chamber to the divider wall, the mixing passage providing fluid communication between the swirl chamber and the second region of the interior space;an annular exhaust passage defined between the inner conduit and an outer conduit that surrounds the inner conduit, the annular exhaust passage being configured to direct exhaust flow into the swirl chamber;a first swirl structure for swirling the exhaust flow directed from the annular exhaust passage into the swirl chamber;an annular exhaust treatment substrate positioned within the annular exhaust passage for treating the exhaust that flows through the annular exhaust passage; anda dispenser mounting location provided at the first end wall of the outer housing for mounting a dispenser used for dispensing a reactant into the swirl chamber. 19. The exhaust treatment device of claim 18, wherein an annular outer space is defined between the outer conduit and the side wall of the outer housing, wherein the annular exhaust passage has an inlet end and an outlet end, wherein the inlet end of the annular exhaust passage is spaced from the divider wall by an annular gap, wherein the outlet end of the annular exhaust passage is in fluid communication with the swirl chamber, and wherein the annular outer space is configured to direct exhaust flow from the device inlet to the annular gap. 20. The exhaust treatment device of claim 18, wherein the device inlet includes an inlet pipe having a tapered portion that tapers inwardly along a plane parallel to the central longitudinal axis of the outer housing and that tapers outwardly along a plane perpendicular to the central longitudinal axis of the outer housing. 21. The exhaust treatment device of claim 18, wherein the divider wall is dome shaped. 22. The exhaust treatment device of claim 18, wherein a tapered structure extends from an outlet end of the inner conduit to an upstream end of the NOx treatment device, the tapered structure having a major diameter at the upstream end of the NOx treatment device and a minor diameter at the outlet end of the inner conduit. 23. The exhaust treatment device of claim 18, wherein the device inlet defines a centerline that is offset from the central longitudinal axis of the outer housing. 24. The exhaust treatment device of claim 18, wherein the device inlet includes an inlet pipe having an outer end that defines an axis parallel to the central longitudinal axis of the outer housing and an inner end that defines a central axis that is angled relative to the central longi tudinal axis of the outer housing, and wherein the device outlet includes an outlet pipe having a mitered end connected to the second end wall. 25. The exhaust treatment device of claim 18, wherein the device outlet includes an outlet pipe that extends through the side wall of the outer housing. 26. The exhaust treatment device of claim 25, wherein an inner end of the outlet pipe is mitered. 27. The exhaust treatment device of claim 18, wherein the annular exhaust passage has an inlet end spaced from the divider wall by an axial gap, and wherein the device inlet is located at an axial position that at least partially overlaps the axial gap. 28. The exhaust treatment device of claim 27, wherein a centerline of the device inlet intersects the axial gap and the inner conduit. 29. The exhaust treatment device of claim 18, wherein a serpentine passage is defined between an outlet end of the inner conduit and an upstream end of the NOx treatment device. 30. The exhaust treatment device of claim 29, wherein the serpentine passage at least partially overlaps the NOx treatment device. 31. The exhaust treatment device of claim 18, wherein a flow expansion portion is defined between the inner conduit and an upstream side of the NOx treatment substrate. 32. The exhaust treatment device of claim 31, wherein a flow distribution device is provided at the flow expansion portion. 33. The exhaust treatment device of claim 32, wherein the flow distribution device includes a second swirl structure. 34. The exhaust treatment device of claim 18, wherein the device inlet includes an inlet pipe that projects radially outwardly from the side wall of the outer housing. 35. The exhaust treatment device of claim 34, wherein the inlet pipe includes a centerline that intersects the longitudinal centerline of the outer housing. 36.
