The method of claim 21, wherein the fan assembly component is dimensioned to fit within the reservoir component. 24. The method of claim 23, wherein the fan assembly component can be enclosed within the reservoir component with a lid. 25. The mobile cooling device of claim 8, wherein the electronic component is located within a well at the bottom of the base. 26.
