A method for insulating a fastener, the method comprising: bonding a base of a fastener directly to a surface, the fastener comprising a shaft extending from the base; receiving an end of the fastener through a washer comprising a peripheral edge, the washer configured to insulate against a transfer of heat and the peripheral edge configured in a first plane connected to and substantially parallel to a second plane comprising a central portion of the washer, such that the washer comprises: a slotted shape, and the peripheral edge configured to engage an inner peripheral edge in a cover; situating the cover over the end of the fastener, the cover comprised of: an elastomer layer; a protective surface layer; and a center layer comprising insulation properties, such that an insulating volume exists between the end of the fastener and an inner layer of the cover; insulating, via the center layer, the insulating volume from a temperature outside the cover; and enclosing the insulating volume by securing the inner layer of the cover against the peripheral edge of the washer such that the insulating volume exists between the cover and the washer. 2. The method of claim 1 further comprising: the surface comprised by a composite structure;placing an insulating structure over the composite structure, wherein the fastener is placed through an opening that extends through the insulating structure; andsecuring the fastener with a nut after moving the fastener through the insulating structure and prior to securing the cover. 3. The method of claim 1, further comprising; positioning a grommet in contact with the washer and in contact with the base of the fastener; andcomprising the cover of: an elastomer layer; a protective surface layer; and the center layer between the elastomer layer and the protective surface layer, the center layer insulating the insulating volume from a temperature outside the cover, and wherein the washer comprises: a slotted shape, and the peripheral edge configured to engage an inner peripheral edge in the cover. 4. The method of claim 2, wherein the insulating structure is selected from one of an insulation blanket, a particle board, and a second composite panel; and wherein the composite structure is selected from one of a composite panel, a composite spar, and a composite rib. 5. The method of claim 1, wherein the washer has a material selected from one of a ceramic material and a composite material; and the base comprising a frustoconical shape. 6. The method of claim 1, wherein the insulating volume is non-solid. 7. The method of claim 6, wherein the non-solid is gaseous. 8. The method of claim 1 further comprising a lanyard having a first end connected to the cover and a second end connected to the washer. 9. A method for securing a fastener directly to a composite structure such that heat transfer to a base of the fastener is reduced in a high temperature environment, the method comprising the steps of: bonding the base of the fastener to the structure;placing an insulation blanket over the structure, the insulation blanket receiving the fastener through an opening extending through the insulation blanket;connecting a washer to the insulation blanket, the washer configured to insulate against a transfer of heat and comprising a peripheral edge configured in a first plane connected to and substantially parallel to a second plane comprising a central portion of the washer, such that the washer comprises a slotted shape and the peripheral edge configured to engage an inner peripheral edge in a cover;covering an end of the fastener opposite the base with the cover, the cover comprising an elastomer layer; a protective surface layer; and a center layer between the elastomer layer and the protective surface layer, the center layer insulating the insulating volume from a temperature outside the cover; such that an insulating volume exists between the cover and the end of the fastener; andsecuring the cover to the washer, the cover comprising: a center insulation layer, and an elastomer edge that engages the peripheral edge of the washer, creating the insulating volume between the cover and the washer. 10. The method according to claim 9, wherein the washer is secured to the fastener by a nut, and the base comprising a frustoconical shape. 11. A method for reducing delamination, of a base of a fastener secured directly to a composite structure, from the composite structure, the method comprising the steps of: securing the base of the fastener to the composite structure; positioning an end of the fastener, the end being opposite the base, through an opening that extends through a first structure, opposing external surfaces of the first structure, and, a washer configured to insulate against a transfer of heat, the washer defining a peripheral edge, the peripheral edge configured in a first plane connected to and substantially parallel to a second plane comprising a central portion of the washer, such that washer comprises a slotted shape and the peripheral edge configured to engage an inner peripheral edge in a cover; and securing the cover to the washer, the cover comprising: an elastomer layer, a protective surface layer, and a center insulation layer between the elastomer layer and the protective surface layer, and a cover peripheral edge that engages the peripheral edge of the washer, creating an insulating volume between the washer and the cover from a temperature outside the cover, and between the fastener and the cover. 12. The method of claim 11, wherein the delamination further comprises a detachment of the base from the composite structure. 13. The method of claim 11 further comprising positioning a grommet within the opening that extends through the first structure, the grommet contacting the opening and the washer. 14. The method of claim 13 further comprising the grommet engaging the first structure. 15. The method of claim 13 further comprising securing the washer onto the fastener with a nut such that the washer is forced against the grommet. 16. The method of claim 11, wherein the first structure comprises an insulating structure. 17. The method of claim 11, wherein the washer comprises a ring, and a composite material.
