The assembly according to claim 1, further including a filter material in the medial space, and further including insulation under the cap. 9. The assembly according to claim 1, wherein the assembly is configured for being in fluid engagement with a downspout of a gutter system. 10. The assembly according to claim 1, further including at least one of a water level sensor, a moisture sensor, or a temperature sensor defined within the medial space. 11.
