The waste container of claim 1, wherein said rod is elongate and is attached at one end to said member and at an opposite end to said arm, said arm being elongate and being attached at one end to said rod and at an opposite end to said obstruction member. 3. The waste container of claim 1, further comprising a foot pedal coupled to said lid and configured such that depression of said foot pedal causes opening of said lid, said member being coupled to said foot pedal. 4. The waste container of claim 1, wherein said second plane is different than said first plane and intersects said first plane at an angle. 5. The waste container of claim 1, wherein said base has a vertical axis and is configured to retain the bag when present at an upper end such that the bag thus extends vertically in said waste-receiving compartment, said obstruction member being configured to rotate about a horizontal axis perpendicular to said vertical axis of said base. 6. The waste container of claim 1, further comprising a support portion including an aperture through which the bag is placed into said compartment, wherein said obstruction member defines a circular, oval-shaped, rectangular or square-shaped aperture adapted to surround the bag when present, such that said obstruction member engages with the bag, when present, at two opposite locations below said support portion when said obstruction member is in said second position. 7. The waste container of claim 1, wherein said movement conversion mechanism further comprises means for introducing a delay between movement of said lid and rotation of said obstruction member. 8. The waste container of claim 7, wherein said delay introducing means comprise a slot in said rod, said rod being connected to said arm via a pin, said pin being slidable in said slot. 9. The waste container of claim 1, wherein said rod is removable from engagement with said member and said arm. 10. The waste container of claim 9, wherein said rod is U-shaped and includes legs, at least one of said legs having a narrowed portion adapted to engage with an aperture in one of said member and said arm. 11. The waste container of claim 9, wherein said rod is U-shaped and includes legs, at least one of said legs having a detent adapted to pass through an aperture in said member or said arm and then cause said rod to resist disengagement from said member or said arm. 12. A waste container, comprising: a base defining a waste-receiving compartment;a lid movably attached to said base and movable between a first position covering a waste insertion opening and a second position in which it does not obstruct the waste insertion opening; andan obstruction mechanism including an obstruction member having at least one part that selectively engages with a bag when present in said compartment, said obstruction member being rotatable upon movement of said lid to cause movement of said obstruction member between a first position in which said obstruction member is in a first plane not obstructing insertion of waste into the bag when said lid is open and a second position in which said obstruction member is in a second plane obstructing insertion of waste into the bag when said lid is closed,said obstruction mechanism comprising an actuator, said actuator being manually rotatable to cause movement of said obstruction member. 13. The waste container of claim 12, wherein said actuator is configured to rotate said obstruction member about an axis perpendicular to a vertical axis of said base. 14. The waste container of claim 12, wherein said base includes click stops and said obstruction mechanism further comprises a manually actuated switch movable between a position in which it is retained in a respective gap between adjacent ones of said click stops to thereby prevent rotation of said obstruction member and a position in which it does not contact said click stops and enables rotation of said obstruction member. 15. The waste container of claim 14, wherein said switch includes an elongate connecting portion extending between a manually accessible portion and said click stops. 16. A waste container, comprising: a base defining a waste-receiving compartment;a lid movably attached to said base and movable between a first position covering a waste insertion opening and a second position in which it does not obstruct the waste insertion opening; andan obstruction mechanism including an obstruction member having at least one part that selectively engages with a bag when present in said compartment, said obstruction member being rotatable upon movement of said lid to cause movement of said obstruction member between a first position in which said obstruction member is in a first plane not obstructing insertion of waste into the bag when said lid is open and a second position in which said obstruction member is in a second plane obstructing insertion of waste into the bag when said lid is closed,when in said first position, said obstruction member having first and second portions in said first plane, said obstruction member being rotated about an axis defined between said first and second portions such that after movement into said second position, said first portion of said obstruction member is closer to said lid than said second portion of said obstruction member when said lid is in said first position and said second portion of said obstruction member is closer to a bottom of said base than said first portion of said obstruction member. 17. The waste container of claim 16, wherein said axis defined between said first and second portions of said obstruction member is defined by a single shaft that couples said obstruction member to an actuator. 18. The waste container of claim 16, wherein said axis defined between said first and second portions of said obstruction member is defined by a first shaft that couples said obstruction member to an actuator and a second shaft that rotatably couples said obstruction member to said base. 19.
