A method of sanitizing seat surfaces in an aircraft passenger cabin, the cabin having multiple rows of seats arranged opposite to each other with an aisle between the opposite rows comprising the steps of: a) providing a sanitization device including a mobile body configured to travel along the aisle of the passenger cabin of the aircraft; the mobile body being composed of at least two separable components, the components being for location one above the other, which when joined together with one above the other, the components form a functional sanitization device;b) extending a sanitization device laterally from the mobile body across a seat surface, a source of UV radiation being mounted on the sanitization device;c) moving the sanitization device across a first seat surface;d) exposing the first seat surface to UV radiation produced by the source;e) moving the mobile body along the aisle while the device moves over seats surfaces of subsequent seat rows; andf) directing a source of UV radiation to the seat surfaces at a predetermined dosage while the device moves over seats surfaces; the mobile body being powered by a power source on board the mobile device. 2. The method of claim 1 including extending at least one arm mounted to the mobile body with UV lamps mounted on the arm over the seats as the mobile body travels along an aircraft aisle. 3. The method of claim 1 including effecting exposure of UV radiation in a direction different than toward the seats, the different direction being at least one of upwards towards a vent, or towards a galley area or toilet area sink, countertop, valves, flush controls in the aircraft. 4. The method of claim 1 wherein the mobile is a trolley, and wherein the trolley moves on wheels along an aisle of an aircraft cabin, the arm is extended for movement in a space between a top surface of the cabin and above a top of a backrest of the seats. 5. The method of claim 4 wherein as the trolley moves on wheels progressively along the aisle of the aircraft cabin, the arm is extended for movement in a space between the top of the cabin and progressively above the top of the backrest of the seats and the seat portions of the seats. 6. A method of sanitizing seat surfaces in an aircraft passenger cabin, the cabin having multiple rows of seats arranged opposite to each other with an aisle between the opposite rows comprising the steps of: a) providing a sanitization device including a mobile body configured to travel along the aisle of the passenger cabin of the aircraft; the mobile body being composed of at least two separable components, the components being for location one above the other, which when joined together with one above the other, the components form a functional sanitization device;b) extending a sanitization device laterally from the mobile body across a seat surface, a source of UV radiation being mounted on the sanitization device;c) moving the sanitization device across a first seat surface;d) exposing the first seat surface to UV radiation produced by the source;e) moving the mobile body along the aisle while the device moves over seats surfaces of subsequent seat rows; andf) directing a source of UV radiation to the seat surfaces at a predetermined dosage; the mobile body being powered by a power source on board the mobile device, providing an articulated arm for seats on one side of the aisle and an articulated arm for seats on the opposite side of the aisle, whereby seats on both sides of the aisle are sanitized as the mobile device moves along the aisle. 7. The method of claim 6 wherein the two articulated arms are mounted with the mobile body and extendable from the mobile body at a position movable over the seats and the UV lamps are directed to the seat surface, and when extended from the mobile body and back into mobile body are above the seat level, and wherein the arms for the lamps are foldable inwardly relative to each other and towards the mobile body and outwardly from each other and from the mobile body to extend over the seats. 8. The method of claim 6 including extending the multiple UV lamps over the respective seats. 9. The method of claim 6 including having the arm in a foldable configuration. 10. The method of claim 9 including folding the articulated arms through a hinge located with each of the arms. 11. The method of claim 6 including activating a power source of UV radiation as the mobile body moves along the aircraft aisle, and the arm being mounted on the side of the mobile body, and the arm includes multiple UV lamps mounted on the arm in spaced relationship with each other thereby in the extended position to cover an increased area to effect sanitation, and wherein the arm is mounted with the mobile body and extendable from the mobile body at a position movable over the seats and the UV lamps are directed to the seat surface, and when extended from the mobile body and back into mobile body are above the seat level, wherein the multiple UV lamps are set up in end to end relationship, and wherein the arm for the lamps is movable inwardly and towards the mobile body and outwardly from the mobile body to extend over the seats. 12. The method of claim 6 including controlling motion of the arms over and about the aircraft surfaces, such surfaces including seats of the aircraft. 13. The method of claim 6 wherein the arms are mounted with the mobile body and extendable from the mobile body at a position above the back rest of seats. 14. The method of claim 6 including a surface cleaning component mounted to the mobile body and configured to engage the surface on which the mobile body travels. 15. The method of claim 6 including multiple arms, and each arm being independently extendible and operational over and around the seat surfaces. 16. The method of claim 6 including measuring a distance and or power the UV lamps relative to the surface and controlling the amount of and distance of the lamps from the surface and/or UV energy transmitted to the surface. 17. The method of claim 6 including wherein the arm is mounted with the mobile body and extendable from the mobile body at a position essentially solely above seats of an aircraft, and is movable over the seats and the UV lamps are directed to the seat surface, and when extended from the mobile body and back into mobile body are maintained solely above the seat level, such that the UV lamps are located entirely in an upper portion of the mobile body, and removed from a lower portion of the mobile body. 18. The method of claim 6 including a motor for the mobile body and wherein the mobile body is navigated for negotiating an aircraft aisle. 19. The method of claim 6 including a hinge between the arm and the mobile body, the hinge permitting the upward movement of the arm between an extended position, selectively horizontal position, and an upward position essentially over a body of the mobile body. 20. A method of sanitizing surfaces in the seating area of an aircraft passenger cabin, the cabin having multiple rows of seats arranged opposite to each other with an aisle between the opposite rows comprising the steps of: a) providing a sanitization device including a mobile body configured to travel along the aisle of the passenger cabin of the aircraft; the mobile body being composed of at least two separable components, the components being for location one above the other, which when joined together with one above the other, the components form a functional sanitization device;b) extending a sanitization device laterally from the mobile body across the seats, a source of UV radiation being mounted on the sanitization device;c) moving the sanitization device across the seats;d) exposing surfaces in the passenger cabin to UV radiation produced by the source;e) moving the mobile body along the aisle while the device moves over surfaces in the cabin; andf) directing a source of UV radiation to the surfaces at a predetermined dosage. 21. The method of claim 1 including employing the device to sanitize at least one of an aircraft lavatory area or aircraft galley area. 22. The method of claim 5 including having the body support sanitization lamps on a base of the body, employing the device to sanitize at least one an aircraft lavatory area or aircraft galley area, and wherein for sanitizing the lavatory area the sanitization device operates with an arm in the lavatory area, and is directed toward a toilet, and is for moving to expose a countertop, and a sink in the lavatory. 23. The method of claim 20 including having the body support sanitization lamps on a base of the body, employing the device to sanitize at least one an aircraft lavatory area or aircraft galley area, and wherein for sanitizing the lavatory area the sanitization device operates with an arm in the lavatory area, and is directed toward a toilet, and is for moving to expose a countertop, and a sink in the lavatory. 24. The method of claim 1 including having the body support sanitization lamps on a base of the body, employing the device to sanitize at least one an aircraft lavatory area or aircraft galley area, and wherein for sanitizing the galley area, the sanitization device operates with an arm in the galley area, and directed toward a countertop and an upper cabinet in the galley area. 25. The method of claim 5 including having the body support sanitization lamps on a base of the body, employing the device to sanitize at least one an aircraft lavatory area or aircraft galley area, and wherein for sanitizing the galley area, the sanitization device operates with an arm in the galley area, and directed toward a countertop and an upper cabinet in the galley area. 26.
