A reformer-liquid fuel manufacturing system that utilizes an engine to generate hydrogen-rich gas is disclosed. The engine operates at very rich conditions, such as 2.5φ4.0. In doing so, it creates an exothermic reaction, which results in the production of syngas. In addition, the system utilizes the energy from the exothermic reaction to rotate a shaft and also utilizes the heat in the syngas to heat the reactants. A mechanical power plant is in communication with the rotating shaft and can be used to produce oxygen, provide electricity or operate a compressor, as require. The hydrogen-rich gas is supplied to a chemical reactor, which converts the gas into a liquid fuel, such as methanol.

A reformer system for producing a liquid fuel, comprising: an engine, comprising a plurality of cylinders, each having a reciprocating piston disposed therein, where each of the pistons are in communication with a rotatable shaft,an exhaust manifold andan inlet manifold into which a hydrocarbon fuel and an oxidant are supplied; wherein said engine produces hydrogen rich gas through partial combustion in at least one of said cylinders, and energy released from said partial combustion is used to rotate said shaft;a mechanical power plant in communication with the rotating shaft; anda chemical reactor in communication with said exhaust manifold, which uses said hydrogen rich gas to produce said liquid fuel, wherein said mechanical power plant produces electricity. 2. The reformer system of claim 1, wherein said mechanical power plant comprises an air separation unit that produces oxygen to be used as said oxidant in said inlet manifold. 3. The reformer system of claim 1, wherein said mechanical power plant further comprises a compressor to compress at least one of said oxidant, said hydrocarbon fuel and said hydrogen rich gas. 4. The reformer system of claim 1, wherein compression of said hydrocarbon fuel is controlled by actuating of an exhaust valve in said cylinder, and said exhaust valve uses variable valve timing. 5. The reformer system of claim 1, wherein compression of said hydrocarbon fuel is controlled by temperature and pressure of said hydrocarbon fuel at said inlet manifold. 6. The reformer system of claim 1, wherein said hydrocarbon fuel comprises methane. 7. The reformer system of claim 1, wherein said engine is turbocharged and uses a compression ratio greater than 12. 8. The reformer system of claim 1, wherein said engine is spark ignited. 9. The reformer system of claim 8, wherein said engine comprises diesel-like pilot spark ignition, DME ignition, a pre-combustion chamber, or an enhanced ignition source. 10. The reformer system of claim 1, wherein said electricity powers an air separation unit that produces oxygen to be used as said oxidant in said engine. 11. The reformer system of claim 1, wherein said electricity powers an electrolysis or fuel cell unit that produces oxygen to be used as said oxidant in said engine. 12. The reformer system of claim 1, wherein said engine operates at an equivalence ratio (φ) of between 2.5 and 4. 13. The reformer system of claim 1, wherein said engine comprises scavenging means to evacuate said hydrogen-rich gas from said cylinder. 14. The reformer system of claim 1, wherein a first cylinder operates at different operating conditions than a second cylinder. 15. A reformer system for producing methanol, comprising: an engine, comprising a plurality of cylinders, each having a reciprocating piston disposed therein, where each of the pistons are in communication with a rotatable shaft,an exhaust manifold andan inlet manifold into which a hydrocarbon fuel and an oxidant are supplied; wherein said engine produces hydrogen rich gas through partial combustion in at least one of said cylinders, and energy released from said partial combustion is used to rotate said shaft; a mechanical power plant in communication with the rotating shaft; and a chemical reactor in communication with said exhaust manifold, which uses said hydrogen rich gas to produce said methanol, wherein DME is produced from said methanol. 16. The reformer system of claim 1, further comprising a heat exchanger, wherein at least one of said oxidant and said hydrocarbon fuel is preheated prior to introduction to said engine. 17. The reformer system of claim 16, wherein said heat exchanger comprises a metallic foam heater. 18. The reformer system of claim 1, wherein said engine comprises an HCCI engine. 19. The reformer system of claim 1, wherein a diluent is added to a cylinder to control the heat release rate and peak pressure within said cylinder. 20. The reformer system of claim 16, wherein said diluent is selected from the group consisting of water, syngas, tail gas, nitrogen, and argon. 21. The reformer system of claim 1, wherein said liquid fuel comprises methanol or FT diesel and said reformer system can be located on a skid or a barge. 22. A reformer system for producing a liquid fuel, comprising: an engine, comprising a plurality of cylinders, each having a reciprocating piston disposed therein, where each of the pistons are in communication with a rotatable shaft,an exhaust manifold andan inlet manifold into which a hydrocarbon fuel and an oxidant are supplied; wherein said engine produces hydrogen rich gas through partial combustion in at least one of said cylinders, and energy released from said partial combustion is used to rotate said shaft; a mechanical power plant in communication with the rotating shaft; and a chemical reactor in communication with said exhaust manifold, which uses said hydrogen rich gas to produce said liquid fuel, further comprising a heat exchanger, where heat contained in said hydrogen rich gas is transferred to said hydrocarbon fuel or said oxidant. 23. The reformer system of claim 22, wherein electric power is required for operation of said reformer system and said electric power is generated from energy released in the reforming process. 24. A reformer system for producing a liquid fuel, comprising: an engine, comprising a plurality of cylinders, each having a reciprocating piston disposed therein, where each of the pistons are in communication with a rotatable shaft,an exhaust manifold andan inlet manifold into which a hydrocarbon fuel and an oxidant are supplied; wherein said engine produces hydrogen rich gas through partial combustion in at least one of said cylinders, and energy released from said partial combustion is used to rotate said shaft; a mechanical power plant in communication with the rotating shaft; and a chemical reactor in communication with said exhaust manifold, which uses said hydrogen rich gas to produce said liquid fuel, wherein at least one of said cylinders can operate in a first mode where said hydrogen rich gas is produced and in a second mode, where stoichiometric operation is used to produce mechanical power that is transferred to said shaft, and said cylinder can operate in either of said first or second modes to vary production of said liquid fuel and electricity.
