The retractable hose of claim 1 wherein: a) the retractable hose has a maximum stretched length; andb) the maximum stretched length of the retractable hose is at least about 25% longer than the extended length of the retractable hose. 3. The retractable hose of claim 1, wherein the fully extended length of the retractable hose is at least about 10% longer than the extended length of the retractable hose. 4. The retractable hose of claim 1, wherein the retractable hose is adapted to, when contracting from its extended length to its refracted length, compress the outer cover into a plurality of annular pleats, each annular pleat comprising a ridge and a valley and having an inner diameter which is greater at the ridge than at the valley, wherein, for each annular pleat, the ridge from that annular pleat and the valley from that annular pleat are both centered around a longitudinal axis of the retractable hose. 5. The retractable hose of claim 4, wherein the retractable hose comprises a plurality of rings affixed to the outer cover at portions corresponding to the ridges from the plurality of annular pleats. 6. The retractable hose of claim 5, wherein a combined length of the plurality of rings affixed to the outer cover limits contraction of the retractable hose when there is not a pressure differential between fluid within the inner elastic hose and the ambient environment. 7. The retractable hose of claim 4, wherein the inner elastic hose has an outer diameter at its retracted length about equal to an average inner diameter of the valleys from the plurality of annular pleats. 8. The retractable hose of claim 4, wherein the inner elastic hose is bonded to the outer cover at portions corresponding to the valleys from the plurality of annular pleats. 9. The retractable hose of claim 1, wherein the retractable hose comprises means for folding the outer cover into annular pleats when contracting to refracted length. 10. The retractable hose of claim 1, wherein the second pitch angle is about 30 degrees. 11. The retractable hose of claim 10, wherein the first pitch angle is between about 5 and 20 degrees. 12. The retractable hose of claim 1, wherein the retractable hose comprises a middle cover disposed between the elastic inner hose and the outer cover. 13. A method of operating a retractable hose comprising an outer cover and an inner elastic hose disposed inside the outer cover, the method comprising: a) extending the retractable hose from a retracted length to an extended length by performing a set of acts comprising using a flow restricting device attached to the retractable hose to generate a pressure differential between an ambient environment and a fluid within the inner elastic hose;b) stretching the retractable hose from the extended length to a stretched length by exerting a pulling force on the retractable hose when it is at its extended length, wherein the stretched length is greater than the extended length and is less than or equal to a fully extended length for the retractable hose; andc) while maintaining the pressure differential between the ambient environment and the fluid within the inner elastic hose: i) stretching the retractable hose beyond its fully extended length; andii) ceasing to exert any pulling force on the retractable hose after stretching it beyond its fully extended length;wherein the outer cover radially contracts to a stretched diameter when the retractable hose is stretched from the extended length to the stretched length, wherein the stretched diameter is less than an extended diameter, wherein the extended diameter is the outer cover's diameter when the outer cover is at the extended length;wherein, when:A) no pulling force is exerted on the retractable hose after it is stretched beyond its fully extended length; andB) the pressure differential between the ambient environment and the fluid within the inner elastic hose is present;the retractable hose retracts to, and remains at, its fully extended length. 14. The method of claim 13, wherein: a) the method further comprises refracting the retractable hose from the extended length to the refracted length using a tendency of the inner elastic hose to return to its natural length when stretched by releasing the pressure differential between the ambient environment and the fluid within the inner elastic hose; andb) when the retractable hose retracts from the extended length to the retracted length, the outer cover folds into a shape comprising a plurality of annular pleats, each annular pleat comprising a ridge and a valley and having an inner diameter which is greater at the ridge than at the valley, wherein, for each annular pleat, the ridge from that annular pleat and the valley from that annular pleat are both centered around a longitudinal axis of the retractable hose. 15. The method of claim 14, wherein: a) the retractable hose comprises a plurality of rings affixed to the outer cover at portions corresponding to the ridges from the plurality of annular pleats; andb) when the retractable hose refracts from the extended length to the refracted length, further refraction is prevented by rings from the plurality of rings coming into physical contact with each other. 16. The method of claim 13, wherein the retractable hose comprises a middle cover disposed between the elastic inner hose and the outer cover. 17. The retractable hose of claim 1, wherein each fiber from the first set of fibers is a yarn. 18. A retractable hose having a first end and a second end, the retractable hose comprising: a) an inner elastic hose capable of stretching to at least three times its natural length and having a tendency to return to its natural length when stretched;b) a tube shaped outer cover adapted to longitudinally extend from a refracted length to an extended length in response to a pressure differential between fluid within the inner elastic hose and an ambient environment at lower pressure than the fluid within the inner elastic hose;c) a middle cover disposed between the elastic inner hose and the outer cover;d) an input connector disposed at the first end of the retractable hose and designed to be removably attached to a source of pressurized fluid; ande) a device disposed at the second end of the retractable hose, wherein the device disposed at the second end of the retractable hose is: i) a flow restricting device; and/orii) an output connector designed to removably connect to an external flow restricting device;wherein:A) the inner elastic hose is disposed inside the outer cover;B) the outer cover is adapted to respond to an external stretching force applied when the outer cover is at the extended length by: I) longitudinally extending to a stretched length beyond the extended length; andII) radially contracting to a stretched diameter smaller than an extended diameter, wherein the extended diameter is the outer cover's diameter when the outer cover is at the extended length. 19. The retractable hose in claim 23, further comprising a polymer disposed between the inner elastic hose and the outer cover, wherein the polymer is adapted to be sticky and shift with one or more components selected from a group consisting of: a) the inner elastic hose; andb) the outer cover.
