The specification discloses a method of doing business over the public Internet, particularly, a method which enables access to legacy management tools used by a telecommunications enterprise in the management of the enterprise business to the enterprise customer, to enable the customer to more effectively manage the business conducted by the customer through the enterprise, this access being provided over the public Internet. This method of doing business is accomplished with one or more secure web servers which manage one or more secure client sessions over the Internet, each web server supporting secure communications with the client workstation; a web page backplane application capable of launching one or more management tool applications used by the enterprise. Each of the management tool applications provide a customer interface integrated within said web page which enables interactive Web/Internet based communications with the web servers; each web server, supports communication of messages entered via the integrated customer interface to one or more remote enterprise management tool application servers which interact with the enterprise management tool applications to provide associated management capabilities to the customer.

The system of claim 1, where the circuit networks include toll free networks and the network manager includes a toll free network manager application, responsive to messages from the at least one dispatch server, to enable the customer to command and control routing of traffic on the toll free networks. 3. The system of claim 1, where the circuit networks include call centers and the network manager includes a call manager application, responsive to messages from the at least one dispatch server, to enable the customer to command and control routing of voice traffic between the call centers. 4. The system of claim 1, where the network manager includes an outbound network manager, responsive to messages from the at least one dispatch server, to enable the customer to command and control priced calls. 5. The system of claim 1, where the graphical user interface application includes a reporter, responsive to messages from the at least one dispatch server, to enable the customer to generate reports on voice communications in the communications network. 6. The system of claim 5, where the reporter includes an event monitor system to generate reports on network traffic in near real time. 7. The system of claim 5, where the reporter generates history reports on the voice communications occurring during selected periods of time. 8. The system of claim 5, where the reporter includes a report manager application to enable the customer to generate reports for a plurality of switched voice communication applications and an inbox system to communicate the reports to the customer. 9. The system of claim 5, where the reporter includes a priced call application to enable the customer to generate priced reports and invoices for a plurality of voice communication applications. 10. The system of claim 1, where the graphical user interface application generates reports on data relating to data traffic on the communications network. 11. The system of claim 1, further comprising: an inbox system to store and forward reports, to the customer workstation, relating to voice and data traffic associated with the customer. 12. The system of claim 1, further comprising: an event monitor system to store and forward alarms generated with respect to traffic, associated with the customer, over the communications network. 13. A system comprising: at least one secure web server that manages secure customer sessions with a customer workstation, of a customer, over a public Internet, the at least one secure web server providing session management for the customer,the session management including: identification of the customer,validation of the customer,determination of entitlements of the customer, andencryption of the secure customer sessions; andat least one dispatch server that communicates with the at least one secure web server and a plurality of system resources, where the at least one dispatch server: provides verification of the entitlements of the customer, andbased on the entitlements of the customer, forwards messages to a proxy associated with a desired service; andthe plurality of system resources including: a toll free network manager which manages routing of traffic of the customer over toll free networks in a communications network associated with the customer, anda real time monitor which provides near real time monitoring of network traffic, where the toll free network manager and the real time monitor respond to messages from the at least one dispatch server and manage communications network resources provided by the communications network to the customer in near real time. 14. The system of claim 13, further comprising: an order entry application that enables a customer to identify and authenticate a plurality of users with distinct toll free call manager entitlements, and to modify the distinct toll free call manager entitlements from a single point of customer identification and authentication. 15. The system of claim 14, further comprising: a priced call application responsive to messages from the at least one dispatch server, to enable the customer to manage and pay for communications network services provided by the communications network. 16. The system of claim 13, further comprising: a reporting application to generate historical reports of data relating to calls on the communications network. 17. The system of claim 13, further comprising: an online invoicing and electronic payment system to manage and pay for selected calls over the public Internet based on a request from the customer. 18. The system of claim 1, where the at least one dispatch server is further configured to: establish a secure session between the network manager and the customer workstation via a data path that includes the at least one dispatch server, andestablish another secure session between the graphical user interface application and the customer workstation via a path that excludes the at least one dispatch server. 19. The system of claim 13, where the at least one dispatch server is further configured to: establish a secure session, between the toll free network manager and the customer workstation, via a data path that includes the at least one dispatch server, andestablish another secure session, between the real time monitor and the customer workstation, via a path that excludes the at least one dispatch server. 20. A method comprising: managing, by at least one secure web server, secure customer sessions with a customer workstation, of a customer, over a public Internet;providing, by the at least one secure web server, session management for the customer, providing the session management including: identifying the customer,validating an identity of the customer,determining entitlements of the customer, andperforming encryption of the secure customer sessions; andcommunicating, by at least one dispatch server, with the at least one secure web server and a plurality of system resources, the plurality of system resources including: a network manager to manage routing of traffic, associated with the customer, over the communications network, anda graphical user interface application to review, in real-time, the traffic associated with the customer, the network manager and the graphical user interface application being responsive to messages from the at least one dispatch server, andthe network manager and the graphical user interface application commanding and controlling circuit networks provided by a communications network to the customer;providing, by the at least one dispatch server, verification of the entitlements of the customer; andforwarding, by the at least one dispatch server, messages to a proxy associated with a desired service, based on the entitlements of the customer. 21. The method of claim 20, where the circuit networks include toll free networks and the network manager includes a toll free network manager application, responsive to messages from the at least one dispatch server, to enable the customer to command and control routing of traffic on the toll free networks, or where the circuit networks include call centers and the network manager includes a call manager application, responsive to messages from the at least one dispatch server, to enable the customer to command and control routing of voice traffic between the call centers. 22. The method of claim 20, where the network manager includes an outbound network manager, responsive to messages from the at least one dispatch server, to enable the customer to command and control priced calls. 23. The method of claim 20, where the graphical user interface application includes a reporter, responsive to messages from the at least one dispatch server, to enable the customer to generate reports on voice communications in the communications network.
