A clothing wipe includes an applicator having a novel odor neutralizing formulation deposited on one layer that is bonded to another layer to form a finger mitt. The applicator is removed from a pouch and rubbed against a person's clothing that may have accumulated a variety of smoke, food, and other odors during an outing. The odors clinging to the clothing are neutralized by contact with the odor neutralizing formulation. The applicator is stored in the pouch when not in use. A method of fabricating the clothing wipe in a web process is disclosed.

A personal care apparatus for neutralizing odors on clothing, comprising: a hand-held applicator formed of a first layer and a second layer bonded together along first and second opposite sides thereof to form a finger space therebetween; andan odor neutralizing formulation uniformly deposited on an outer side of said first layer of said applicator and comprising a solid matrix combining:a base component comprising a mixture of 80% to 90% polyethylene glycol and 6% to 16% glycerin of said formulation; anda neutralizer component formulated from at least one essential oil in combination with an aroma compound and comprising 0.5% to 10% of said formulation. 2. The apparatus of claim 1, further comprising: a pouch for enclosing said applicator when not in use. 3. The apparatus of claim 2, wherein said pouch comprises: a pouch formed of a packaging film and having a reusable closure mechanism disposed along one side thereof. 4. The apparatus of claim 3, wherein said reusable closure mechanism of said pouch is selected from the group consisting of a string zipper, a tongue-and-loop closure, and a closure flap. 5. The apparatus of claim 1, further comprising: a pouch formed of a packaging film for sealably enclosing said applicator and having a reusable string zipper closure mechanism along one side thereof. 6. The apparatus of claim 1, wherein said finger space of said applicator comprises: a sleeve large enough to receive at least two adjacent fingers of a users hand therein. 7. The apparatus of claim 1, wherein said first layer of said applicator comprises: a non-woven polypropylene fabric of approximately 160 g/m2 weight. 8. The apparatus of claim 1, wherein said second layer of said applicator comprises: a non-woven polypropylene fabric of approximately 100 g/m2 weight. 9. The apparatus of claim 1, wherein said first and second opposite sides of the applicator are sonically bonded together. 10. The apparatus of claim 1, wherein said base component comprises: a mixture of a polyethylene glycol and glycerin in approximate respective percentages of 86% and 10%. 11. The apparatus of claim 1, wherein said neutralizer component comprises: a fragrance mixture blended from constituents selected from the group consisting of aldehydes, ketones, alcohols, esters, and materials containing oxygen, nitrogen, or sulphur. 12. The apparatus of claim 11, wherein said fragrance mixture comprises: a compound selected from the group consisting of a masking agent, a solvent, an absorbant, an encapsulate, and a spray dry fragrance. 13. The apparatus of claim 11, wherein said fragrance mixture is formulated from an essential oil in combination with an aroma compound to provide a scent characteristic of clean linen. 14. The apparatus of claim 13, wherein said aroma compound comprises: a mixture of ingredients selected from the group consisting of an aldehyde, a ketone, an alcohol, an ester, an oxygen-containing material, a nitrogen-containing material, and a sulphur-containing material. 15. The apparatus of claim 1, wherein said neutralizer component comprises: approximately 4% of said odor neutralizing formulation. 16. The apparatus of claim 1, wherein said odor neutralizing formulation comprises: a base component comprising a solid but soft mixture of 80% to 90% polyethylene glycol and 6% to 16% glycerin of said formulation; anda neutralizer component comprising a selected fragrance mixture formulated from the at least one essential oil in combination with an aroma compound to provide a scent characteristic of clean linen. 17. The apparatus of claim 16, wherein said fragrance mixture includes: a compound selected from the group consisting of a masking agent, a solvent, an absorbant, an encapsulate, and a spray dry fragrance. 18. The apparatus of claim 16, wherein said aroma compound comprises: a mixture of ingredients selected from the group consisting of an aldehyde, a ketone, an alcohol, an ester, an oxygen-containing material, a nitrogen-containing material, and a sulphur-containing material. 19. The apparatus of claim 1, wherein said first and second layers are bonded together along mutual edges thereof except along a portion of said mutual edges thereby forming a pocket between said layers. 20. The apparatus of claim 1, wherein said second layer is formed as a strap disposed across a mid-section of said applicator between said first and second opposite sides thereof. 21. The apparatus of claim 1, adapted to delivering an insect repellant substance to the surface of a person's clothing, wherein said odor neutralizing formulation includes an insect repellant chemical.
