A flow regulation vent for venting washout gas to atmosphere and for regulating flow from a pressurized gas supply, comprising: a fixed portion adapted to engage a gas supply conduit;a spring force biased movable portion structured for flowing communication with the pressurized gas supply; anda hinge pivotably connecting the movable portion to the fixed portion;wherein the fixed portion has a gas flow orifice and the movable portion is pivotably movable between 1) a relaxed position, wherein at a specified minimum operating pressure, the movable portion is pivoted by the spring force to a position away from the fixed portion to establish a first gas washout flow area between the movable portion and the gas flow orifice; and 2) a fully pressurized position, wherein, at a specified operating pressure, the pressurized gas offsets the spring force to pivot the movable portion to a position adjacent the fixed portion to cover at least a portion of the gas flow orifice and establish a minimum gas washout flow area between the movable portion and the gas flow orifice, andwherein the movable portion is configured so that the gas washout flow area between the movable portion and the gas flow orifice changes with the operating pressure of the gas supply. 2. A flow regulation vent as in claim 1, wherein the fixed portion and the movable portion are unitarily formed from a single piece of material. 3. A flow regulation vent as in claim 1, wherein the movable portion further includes at least one bleed orifice therethrough to provide a minimum bleed flow through the vent even when the movable portion is in the fully pressurized position. 4. A flow regulation vent as in claim 1, wherein the fixed portion further includes at least one bleed orifice therethrough to provide a minimum bleed flow through the vent even when the movable portion is in the fully pressurized position. 5. A flow regulation vent as in claim 1, wherein the movable portion is continuously pivotable between the relaxed position and the fully pressurized position. 6. A flow regulation vent as in claim 5, wherein the spring force continuously increases between the relaxed position and the fully pressurized position. 7. A flow regulation vent as in claim 6, wherein a rate of the spring force increase is set so as to provide a substantially fixed flow rate through the vent as pressure increases from the specified minimum operating pressure to the specified operating pressure and the movable portion pivots from the relaxed position to the fully pressurized position. 8. A flow regulation vent as in claim 7, wherein the rate of the spring force increase is at least partially determined by at least one aperture on the movable portion that affects at least one of a rigidity of the movable portion and a surface pressure gradient on the movable portion. 9. A flow regulation vent as in claim 7, wherein the rate of the spring force increase is at least partially determined by a cross-sectional area of the hinge. 10. A flow regulation vent as in claim 1, and further including a strain gage mounted between the fixed portion and the movable portion for measuring the position of the movable portion and providing an indicator of flow through the vent. 11. A flow regulation vent as in claim 1, and further including a base adapted to be positioned between the gas supply conduit and the flow regulation vent, the base having at least one orifice therethrough to provide gas communication between the gas supply conduit and the flow regulation vent, the base also having at least one supporting surface for supporting a periphery of the fixed portion. 12. A flow regulation vent as in claim 11, and further including a cover adapted to engage the base and fix the flow regulation vent therebetween, the cover having at least one orifice therethrough for providing gas communication between the flow regulation vent and the atmosphere. 13. A flow regulation vent as in claim 1, wherein, when the movable portion is in the fully pressurized position, the movable portion and the fixed portion are substantially coplanar to one another. 14. A flow regulation vent as in claim 1, wherein the hinge provides at least a portion of the spring force. 15. A flow regulation vent as in claim 1, wherein the flow characteristics of the vent are changeable at specific pressures within a range of operating pressures by altering characteristics of the fixed portion and the movable portion. 16. A flow regulation vent according to claim 1, wherein the movable portion is configured so that the spring force biases the movable portion toward the relaxed position. 17. A flow regulation vent according to claim 16, wherein the movable portion is not coplanar with the fixed portion when the movable portion is in the relaxed position. 18. A flow regulation vent according to claim 1, wherein the movable portion and the fixed portion are configured so that a flow of the washout gas through the first gas washout flow area is less restricted than the flow of the washout gas through the minimum gas washout flow area. 19. A flow regulation vent according to claim 1, wherein the gas flow orifice is configured to be completely enclosed within the gas supply conduit. 20. A mask for supplying breathable gas pressurized above atmospheric pressure to a human, the mask comprising: a shell adapted to cover at least one of the human's mouth and the human's nostrils;a gas supply conduit flowingly connected to the shell and adapted to be connected to a pressurized gas supply; anda flow regulation vent including: a fixed portion adapted to be connected to one of the shell and the gas supply conduit;a spring force biased movable portion adapted to be flowingly connected to the pressurized gas supply; anda hinge pivotably connecting the movable portion to the fixed portion; wherein, the fixed portion has a gas flow orifice and the movable portion is pivotably movable between 1) a relaxed position, wherein at a specified minimum operating pressure, the movable portion is pivoted by the spring force to a position away from the fixed portion to establish a first gas washout flow area between the movable portion and the gas flow orifice; and 2) a fully pressurized position, wherein, at a specified operating pressure, the pressurized gas offsets the spring force to pivot the movable portion to a position adjacent the fixed portion to cover at least a portion of the gas flow orifice and establish a minimum gas washout flow area between the movable portion and the gas flow orifice and the flow characteristics of the vent are changeable at specific pressures within a range of operating pressures by altering characteristics of the fixed portion and the movable portion. 21. A mask as in claim 20, wherein the fixed portion and the movable portion are unitarily formed from a single piece of material. 22. A mask as in claim 20, wherein the movable portion further includes at least one bleed orifice therethrough to provide a minimum bleed flow through the vent even when the movable portion is in the fully pressurized position. 23. A mask as in claim 20, wherein the fixed portion further includes at least one bleed orifice there through to provide a minimum bleed flow through the vent even when the movable portion is in the fully pressurized position. 24. A mask as in claim 20, wherein the movable portion is continuously pivotable between the relaxed position and the fully pressurized position. 25. A mask as in claim 24, wherein the spring force continuously increases between the relaxed position and the fully pressurized position. 26. A mask as in claim 25, wherein a rate of the spring force increase is set so as to provide a substantially fixed flow rate through the vent as pressure increases from the specified minimum operating pressure to a specified maximum operating pressure and the movable portion pivots from the relaxed position to the fully pressurized position. 27. A mask as in claim 26, wherein the rate of the spring force increase is at least partially determined by at least one aperture on the movable portion that affects at least one of a rigidity of the movable portion and a surface pressure gradient on the movable portion. 28. A mask as in claim 26, wherein the rate of the spring force increase is at least partially determined by a cross-sectional area of the hinge. 29. A mask as in claim 20, and further including a strain gage mounted between the fixed portion and the movable portion for measuring the position of the movable portion and providing an indicator of flow through the vent. 30. A mask as in claim 20, and further including a cover adapted to engage the one of the shell and the gas supply conduit and fix the flow regulation vent therebetween, the cover having at least one orifice therethrough for providing gas communication between the flow regulation vent and the atmosphere. 31. A mask as in claim 20, wherein the hinge provides at least a portion of the spring force. 32. A mask for supplying breathable gas pressurized above atmospheric pressure to a human, the mask comprising: a shell adapted to cover at least one of the human's mouth and the human's nostrils;a gas supply conduit flowingly connected to the shell and adapted to be connected to a pressurized gas supply; anda flow regulation vent including: a fixed portion adapted to be connected to one of the shell and the gas supply conduit;a spring force biased movable portion adapted to be flowingly connected to the pressurized gas supply; anda hinge pivotably connecting the movable portion to the fixed portion, the fixed portion, movable portion and hinge being unitarily formed from a single sheet of material; wherein, the fixed portion has a gas flow orifice and the movable portion is pivotably movable between 1) a relaxed position, wherein at a specified minimum operating pressure, the movable portion is pivoted by the spring force to a position away from the fixed portion to establish a first gas washout flow area between the movable portion and the gas flow orifice; and 2) a fully pressurized position, wherein, at a specified operating pressure, the pressurized gas offsets the spring force to pivot the movable portion to a position adjacent the fixed portion to cover at least a portion of the gas flow orifice and establish a minimum gas washout flow area between the movable portion and the gas flow orifice, andwherein the movable portion is configured so that the gas washout flow area between the movable portion and the gas flow orifice is a function of the operating pressure of the gas supply. 33. In a chamber containing a gas and having an interior pressurized to a first pressure and an exterior pressurized to a second pressure, a valve for regulating a flow of air through an orifice, the valve having a spring force biased movable portion pivotably connected to a fixed portion to create a gas washout flow area between the movable portion and the orifice, wherein the moveable portion is pivotably movable between: (i) a relaxed position, wherein the gas washout flow area has a first value; and (ii) a second position, wherein when the first pressure is at a specified operating pressure, the pressure difference between the first and second pressures offsets the spring force to pivot the movable portion to a position adjacent the fixed portion to cover at least a portion of the orifice such that the gas washout flow area has a minimum value less than the first value and the flow characteristics of the valve are changeable at specific pressures within a range of operating pressures by altering characteristics of the fixed portion and the movable portion, and wherein the movable portion is configured so that the gas washout flow area between the movable portion and the gas flow orifice changes with an operating pressure of a gas supply. 34. In a chamber containing a gas and having an interior pressurized to a first pressure and an exterior pressurized to a second pressure, a valve for regulating a flow of air through an orifice, the valve having a resiliently bendable cantilever flap to create a gas washout flow area between the cantilever flap and the orifice, wherein the cantilever flap is bendable between: (i) a relaxed position, wherein the gas washout flow area has a first value; and (ii) a second position, wherein when the first pressure is at a specified operating pressure, the pressure difference between the first and second pressures offsets the flap resilience to bend the flap to a position adjacent a fixed portion of the valve to cover at least a portion of the orifice such that the gas washout flow area has a minimum value less than the first value and the flow characteristics of the valve are changeable at specific pressures within a range of operating pressures by altering characteristics of the fixed portion and the cantilever flap, and wherein the cantilever flap is configured so that the gas washout flow area between the cantilever flap and the gas flow orifice changes with an operating pressure of a gas supply.
