A flow regulation vent as in claim 1, wherein the fixed portion further includes at least one bleed orifice therethrough to provide a minimum bleed flow through the vent even when the movable portion is in the fully pressurized position. 5. A flow regulation vent as in claim 1, wherein the movable portion is continuously pivotable between the relaxed position and the fully pressurized position. 6. A flow regulation vent as in claim 7, wherein the rate of the spring force increase is at least partially determined by a cross-sectional area of the hinge. 10. A flow regulation vent as in claim 1, and further including a strain gage mounted between the fixed portion and the movable portion for measuring the position of the movable portion and providing an indicator of flow through the vent. 11. A flow regulation vent as in claim 1, and further including a base adapted to be positioned between the gas supply conduit and the flow regulation vent, the base having at least one orifice therethrough to provide gas communication between the gas supply conduit and the flow regulation vent, the base also having at least one supporting surface for supporting a periphery of the fixed portion. 12. A flow regulation vent as in claim 11, and further including a cover adapted to engage the base and fix the flow regulation vent therebetween, the cover having at least one orifice therethrough for providing gas communication between the flow regulation vent and the atmosphere. 13. A flow regulation vent as in claim 1, wherein, when the movable portion is in the fully pressurized position, the movable portion and the fixed portion are substantially coplanar to one another. 14. A flow regulation vent as in claim 1, wherein the hinge provides at least a portion of the spring force. 15. A flow regulation vent as in claim 1, wherein the flow characteristics of the vent are changeable at specific pressures within a range of operating pressures by altering characteristics of the fixed portion and the movable portion. 16. A flow regulation vent according to claim 1, wherein the movable portion is configured so that the spring force biases the movable portion toward the relaxed position. 17.
