Heart control apparatus, comprising: a plurality of sensors including a plurality of electrical sensors of local activation times anda mechanical sensor of a parameter of cardiac activity;a circuitry receiving input from said plurality of sensors and determining a local activation time of a first portion of the heart and generating at least two different non-excitatory stimuli in response to said input from said plurality of sensors; said stimuli maintaining said parameter within a desired range; a first stimulus of said stimuli generated at a time less than 70 msec after said local activation time of said first portion of the heart; anda plurality of stimulus application devices for applying to a heart or to a portion thereof said non-excitatory stimuli;wherein a first one of said devices delivers said first stimulus to said first portion of the heart, using first delivery parameters, said first one of said devices including a first electrode located at a first site on said first portion,a second electrode located at a second site on said first portion anda first sensor of said plurality of electrical sensors located between said first site and said second site; said first sensor configured for sensing said local activation time of said first portion, andwherein a second one of said devices delivers a second non-excitatory stimulus to a second portion of the heart using second delivery parameters,wherein said first non-excitatory stimulus is delivered at a time less than 70 msec after said local activation time and second non-excitatory stimulus is delivered to simultaneously control the first and second portions of the heart,wherein said first delivery parameters are different from said second delivery parameters and the first delivery parameters cause a first effect on said first portion and the second delivery parameters cause a different effect on said second portion,and wherein said first and second stimuli are non-excitatory to the tissue to which they are applied. 2. Heart control apparatus according to claim 1, wherein the first portion of the heart is the left ventricle and the second portion of the heart is the right ventricle. 3. Heart control apparatus according to claim 1, configured for simultaneously controlling both ventricles, one control increasing the flow from one ventricle while the other control decreases the flow from the other ventricle. 4. Heart control apparatus according to claim 1, configured for simultaneous application of said first and second stimuli. 5. Heart control apparatus according to claim 1, configured for controlling the heart for a number of beats, every predetermined period of time. 6. Heart control apparatus according to claim 1, wherein said first portion and said second portion of the heart are non-arrhythmic tissue and said first non-excitatory stimulus is applied to affect only local activity of said non-arrhythmic portion of said heart. 7. Heart control apparatus according to claim 1, wherein said circuitry is configured for a non-arrhythmic heart. 8. Heart control apparatus according to claim 1, wherein said circuitry applies said stimuli in response to a desired increase in cardiac output and not in response to an onset of arrhythmia. 9. Heart control apparatus according to claim 1, wherein said first non-excitatory stimulus is configured to have said first effect on non-arrhythmic tissue. 10. Heart control apparatus according to claim 1, wherein said first non-excitatory stimulus and said second stimulus are not part of a pulse including an excitatory portion. 11. Heart control apparatus according to claim 1, wherein said first non-excitatory stimulus is applied only if said circuitry determines no arrhythmia in said heart. 12. Heart control apparatus according to claim 1, wherein said apparatus is configured to control a synchronization of the contractions of the left and right left ventricles. 13. Heart control apparatus according to claim 1, wherein said circuitry is also configured to separately pace two chambers of the heart. 14. Heart control apparatus according to claim 1, wherein said circuitry is also configured to provide an excitatory stimulus to at least one of said delivery devices. 15. Heart control apparatus according to claim 1, wherein said circuitry is configured to generate said two stimuli within a same heart beat. 16. Heart control apparatus according to claim 1, wherein said devices share at least one electrode. 17. Heart control apparatus according to claim 1, wherein said apparatus is implantable and wherein said circuitry is configured to provide said applying for at least 100 out of 50,000 consecutive heartbeats. 18. Heart control apparatus according to claim 1, wherein said first delivery parameters and said second delivery parameters are different in a duration of stimulus application. 19. Heart control apparatus according to claim 1, wherein said first delivery parameters and said second delivery parameters are different in a timing of stimulus application. 20. Heart control apparatus according to claim 1, wherein said first delivery parameters and said second delivery parameters are different in an amplitude of stimulus application. 21. Heart control apparatus according to claim 1, wherein said first delivery parameters and said second delivery parameters are different in a waveform or sequence of stimulus application. 22. A heart control apparatus according to claim 1, wherein the first non-excitatory stimulus or said second non-excitatory stimulus is applied as a pulse wherein the first portion of the pulse is excitatory and the second portion of the pulse is non-excitatory. 23. A heart control apparatus according to claim 1, wherein said mechanical sensor includes a flow meter. 24. A heart control apparatus according to claim 1, wherein said mechanical sensor is implanted into at least one vessel selected from the group consisting of an aorta, a carotid artery and a femoral artery. 25. A heart control apparatus according to claim 1, wherein said parameter includes at least one parameter of cardiac output selected from the group consisting of a pressure, a flow rate and a heart rate. 26. A heart control apparatus according to claim 1, wherein said circuitry is further configured for determining a local activation time of said second portion of the heart and wherein said second stimulus is applied to said second portion of the heart less than 70 msec after said local activation time of said second portion of the heart.
