One example method includes determining a vertical angle between a first balloon and a second balloon, if the vertical angle is below a threshold angle, communicating with the second balloon using a narrow beam RF signal from a communication system of the first balloon, and if the vertical angle is not below the threshold angle, communicating with the second balloon using a wide beam RF signal from the communication system of the first balloon.

The method of claim 1, wherein: communicating with the second balloon using the narrow beam RF signal comprises transmitting the narrow beam RF signal 360 degrees horizontally; andcommunicating with the second balloon using the wide beam RF signal comprises transmitting the wide beam RF signal 360 degrees horizontally. 5. The method of claim 1, further comprising: determining vertical angles between the first balloon and one or more additional balloons; andfor the one or more additional balloons: if the vertical angle is below the threshold angle, communicating with the balloon using the narrow beam RF signal from the communication system of the first balloon; andif the vertical angle is not below the threshold angle, communicating with the balloon using the wide beam RF signal from the communication system of the first balloon. 6. The method of claim 1, further comprising determining the threshold angle to be a maximum angle reachable by the narrow beam RF signal. 7. The method of claim 1, further comprising determining the threshold angle to be an angle less than a maximum angle reachable by the narrow beam RF signal. 8. The method of claim 1, wherein communicating with the second balloon using the narrow beam RF signal from the communication system of the first balloon comprises sending packet-data communication via the narrow beam RF signal to an RF antenna on the second balloon; and wherein communicating with the second balloon using the wide beam RF signal from the communication system of the first balloon comprises sending packet-data communication via the wide beam RF signal to the RF antenna on the second balloon. 9. The method of claim 1, further comprising: determining that the vertical angle between the first balloon and the second balloon is below the threshold angle;communicating with the second balloon using the narrow beam RF signal from the communication system of the first balloon;determining that a different vertical angle between the first balloon and a third balloon is not below the threshold angle; andcommunicating with the third balloon using the wide beam RF signal from the communication system of the first balloon, wherein the communicating with the second balloon using the narrow beam RF signal and the communicating with the third balloon using the wide beam RF signal are performed simultaneously. 10. A balloon, comprising: an RF communication system capable of transmitting a narrow beam RF signal and a wide beam RF signal; anda control system configured to: determine a vertical angle between the balloon and a second balloon;if the vertical angle is below a threshold angle, communicate with the second balloon by transmitting a narrow beam RF signal from the communication system to the second balloon; andif the vertical angle is not below the threshold angle, communicate with the second balloon by transmitting a wide beam RF signal from the communication system to the second balloon. 11. The balloon of claim 10, wherein: the RF communication system comprises a high-gain antenna and a low-gain antenna;the narrow beam RF signal is transmitted using the high-gain antenna; andthe wide beam RF signal is transmitted using the low-gain antenna. 12. The balloon of claim 10, wherein the control system is configured to: communicate with the second balloon using the narrow beam RF signal by transmitting the narrow beam RF signal 360 degrees horizontally; andcommunicate with the second balloon using the wide beam RF signal by transmitting the wide beam RF signal 360 degrees horizontally. 13. The balloon of claim 10, wherein the control system is further configured to: determine vertical angles between the balloon and one or more additional balloons; andfor the one or more additional balloons: if the vertical angle is below the threshold angle, communicate with the balloon by transmitting a narrow beam RF signal from the communication system to the balloon; andif the vertical angle is not below the threshold angle, communicate with the balloon by transmitting a wide beam RF signal from the communication system to the balloon. 14. A method, comprising: determining a vertical angle between a first balloon and a second balloon;determining a corresponding angle range for a plurality of beam widths, wherein a communication system of the first balloon is capable of transmitting RF signals at the plurality of beam widths;selecting a beam width from the plurality of beam widths such that the vertical angle is within the corresponding angle range of the selected beam width; andcommunicating with the second balloon using an RF signal with the selected beam width from the communication system of the first balloon. 15. The method of claim 14, wherein determining the corresponding angle range for the plurality of beam widths comprises assigning a particular vertical angle to a narrowest beam width from the plurality of beam widths that is capable of communicating with a balloon at the particular vertical angle. 16. The method of claim 14, further comprising operating the first balloon within a certain altitude range, wherein the second balloon is operating within the certain altitude range. 17. The method of claim 14, wherein: communicating with the second balloon using the RF signal with the selected beam width comprises transmitting the RF signal with the selected beam width 360 degrees horizontally. 18. The method of claim 14, further comprising: determining vertical angles between the first balloon and one or more additional balloons; andfor the one or more additional balloons: selecting a beam width from the plurality of beam widths such that the vertical angle is within the corresponding angle range of the selected beam width; andcommunicating with the balloon using an RF signal with the selected beam width from the communication system of the first balloon. 19. The method of claim 14, wherein the plurality of beam widths comprise at least three different beam widths, and wherein determining the corresponding angle range for the plurality of beam widths comprises determining at least three non-overlapping angle ranges. 20. A non-transitory computer readable medium having stored therein instructions, that when executed by a computing system, cause the computing system to perform functions comprising: determining a vertical angle between a first balloon and a second balloon;if the vertical angle is below a threshold angle, communicating with the second balloon using a narrow beam RF signal from a communication system of the first balloon; andif the vertical angle is not below the threshold angle, communicating with the second balloon using a wide beam RF signal from the communication system of the first balloon.
