The web frame is a bonded assembly of panels and porous blanket layers, separated by an arrangement of isolated spacers. The panels and spacers are covered with a bonding means. A coating covers inner surfaces of the panels and spacers. The porous blanket is compressed and pinned between these panels, by spacers that are arranged as isolated nodes or columns The spacers have sharpened ends that penetrate the blanket and connect with the opposing panel. The web frame assembly provides thermal and sound insulation for buildings and other solid objects. These web frames are lightweight, durable, and permeable. Capillaries and passages throughout the panels and fibers of the blanket allow passage of moisture and air, thereby assisting in the management of condensation within the web frame.

The web frame according to claim 1, wherein the plurality of spacers are integral with the inner panel and are covered by and bonded to the first surface covering. 5. The web frame according to claim 1, wherein the plurality of spacers are attached to the first surface covering and extend through the space and through the blanket layer to engage the opposing panel. 6. The web frame according to claim 1, wherein the inner panel, opposing panel, blanket layer, and first and second surface coverings are coextensive with one another. 7. The web frame according to claim 1, wherein the blanket is selected from the group consisting of open-weaved bulk insulation, woven fabric, non-woven fabric, batt, and multi-layer mesh. 8. The web frame according to claim 1, wherein the inner panel, opposing panel, and the first and second surface coverings have a plurality of capillaries extending therethrough. 9. The web frame according to claim 1, wherein the inner and outer panels are comprised of materials selected from the group of materials consisting of reinforced concrete, autoclaved aerated concrete, polyurethane, polystyrene, polypropylene, plywood, fiber cement, metal sheeting, particle board, cardboard, and timber. 10. The web frame according to claim 1, wherein the first surface covering and the second surface covering are comprised of materials selected from the group of materials consisting of metallic reflective film, metallic reflective coating, metallic reflective paint, waterproof coating, and fire-retarding coating. 11. The web frame according to claim 1, wherein the blanket layer is flexible. 12. The web frame according to claim 1, wherein the blanket layer is porous. 13. The web frame according to claim 1, wherein the web frame is a structural, stand-alone wall, floor, ceiling, roof or facade. 14. A web frame, being an assembly of stacked, bonded materials, the web frame comprising a plurality of web-sandwiches, each of the plurality of web-sandwiches comprising: an inner panel having an inner surface and an outer surface;an opposing panel disposed parallel to and apart from the inner panel to form a space therebetween, the opposing panel having an inward surface adjacent the space;a blanket layer disposed in the space between the inner panel and the opposing panel, the blanket layer having voids and passages configured to allow moisture and air through the web frame;a plurality of spacers in the space between the inner panel and the opposing panel to maintain the space therebetween and to hold the blanket layer within the space;a first surface covering bonded to the inner surface of the inner panel and adjacent the blanket layer; anda second surface covering bonded to the inward surface of the opposing panel, wherein the opposing panel of a first web-sandwich is an outer panel and the opposing panels of the other of the plurality of web-sandwiches is the inner panel of an adjacent web-sandwich. 15. The web frame according to claim 14, wherein the opposing panel is an outer panel, the outer panel is made from a resilient, durable material. 16. The web frame according to claim 14, wherein the opposing panel is an inner panel of an adjacent web sandwich, wherein the inner panel is made from a resilient, flexible, durable material. 17. The web frame according to claim 14, wherein the plurality of spacers are integral with the inner panel and are covered by and bonded to the first surface covering. 18. The web frame according to claim 14, wherein the plurality of spacers are attached to the first surface covering and extend through the space and through the blanket layer to engage the opposing panel. 19. The web frame according to claim 14, wherein the first surface covering and the second surface covering are comprised of materials selected from the group of metallic reflective film, metallic reflective coating, metallic reflective paint, waterproof coating, and fire-retarding coating. 20. The web frame according to claim 14, wherein the web frame is a structural, stand-alone wall, floor, ceiling, roof or facade. 21. A web frame for inclusion in an assembly of stacked, bonded materials, the web frame comprising a durable, resilient outer panel bonded to a web-sandwich, wherein a perimeter of the outer panel and a perimeter of the said web-sandwich are coextensive, and wherein the each web-sandwich is bonded to and positioned coextensively with an adjacent web-sandwich, and wherein each web-sandwich is a layered, bonded assembly comprising: an inner panel parallel to and separated from an opposing panel by spacers, wherein the inner panel is flexible, durable and resilient, wherein the inner panel is selected from a group of panel configurations consisting of a formed panel wherein at least one face of the panel protrudes in a grid of spacer-nodes that are separated from each other, and a planar panel or sheet;a space confined between said opposing panels;a blanket layer, pinned and compressed between said opposing panels, wherein a perimeter of the blanket layer is coextensive with the perimeter of the opposing panels, wherein the blanket layer is resilient, flexible and porous, having voids and passages throughout, and wherein the blanket layer is selected from one or more of the materials selected from the group of the materials consisting of: open-weaved bulk insulation; woven fabric; non-woven fabric or batt; and multi-layer mesh;wherein the spacers are arranged in a formation where each spacer is separated from each other in a plane parallel to the inner panel, wherein the spacers separate the opposing panels, wherein said spacers pin the aforementioned blanket to the opposing panels, and wherein the spacers are made from durable, resilient materials, the spacer configuration being selected from a group a configurations consisting of: spacer-nodes that are formed within a surface of the inner panel and protrude from that surface; and spacer-columns that are independent shapes of materials, the spacer-columns are not formed with a panel and are placed between said opposing panels;a surface-covering disposed on (i) all surfaces of the inner panels, (ii) the inner surface of the outer panel, and (iii) surfaces of the spacers; wherein the perimeter of the surface-covering disposed on said inner panel, and the perimeter of the said surface covering over said outer panel, is coextensive with the perimeter of said outer panel;a bonding layer between said panels and said surface covering, and between said panels and said spacers, wherein the opposing panels and the first and second surface coverings include capillaries therethrough.
