1. A system for measuring cognitive performance, comprising: a display;a measurement apparatus to measure the individual's gaze point over a period of time while viewing an object moving smoothly along a target path on the display; anda computer system including one or more processors, the computer system storing one or more programs, which when executed by the one or more processors, cause the system to perform a set of operations including:during a test period: presenting to the individual, on the display, the object moving smoothly along the target path; andwhile presenting to the individual the object moving smoothly on the display and while the individual visually tracks the object, measuring the individual's gaze point;determining a radial distance of the gaze point of the individual with respect to the object;determining a radial inbounding performance metric based on the radial distance of the gaze point of the individual with respect to the object, wherein the radial inbounding performance metric reflects an assessment of how frequently the gaze point of the individual, while visually tracking the object moving along the target path, is within a predefined radius or distance from the object; andproducing a diagnostic output based on the radial inbounding performance metric. 2. The system of claim 1, wherein the predefined radius or distance from the object is measured in terms of pixels. 3. The system of claim 1, wherein the set of operations further includes determining whether the individual's performance matches a pattern associated with fatigue; wherein the diagnostic output based on the radial inbounding performance metric reflects the determination of whether the individual's performance matches the pattern associated with fatigue. 4. The system of claim 1, wherein the radial inbounding performance metric comprises a metric based on assigning a first numeric value to a user tracking path of the individual at times when the user tracking path falls within the predefined radius or distance from the object, and assigning a second numeric value to the user tracking path of the individual at times when the user tracking path does not fall within the predefined radius or distance from the object. 5. The system of claim 1, wherein: determining the radial inbounding performance metric includes applying variance statistics comprising one of mean, standard deviation, variance and range to the results of the determined radial distance of the gaze point of the individual with respect to the object. 6. A method of measuring cognitive performance, comprising: during a test period: presenting to an individual, on a display, an object moving smoothly along a target path; andwhile presenting to the individual the object moving smoothly on the display and while the individual visually tracks the object, measuring the individual's gaze point;determining a radial distance of the gaze point of the individual with respect to the object;determining a radial inbounding performance metric based on the radial distance of the gaze point of the individual with respect to the object, wherein the radial inbounding performance metric reflects an assessment of how frequently the gaze point of the individual, while visually tracking the object moving along a target path, is within a predefined radius or distance from the object; andproducing a diagnostic output based on the radial inbounding performance metric. 7. The method of claim 6, wherein the predefined radius or-distance from the object is measured in terms of pixels. 8. The method of claim 6, further comprising determining whether the individual's performance matches a pattern associated with fatigue; wherein the diagnostic output based on the radial inbounding performance metric reflects the determination of whether the individual's performance matches the pattern associated with fatigue. 9. The method of claim 6, wherein the radial inbounding performance metric comprises a metric based on assigning a first numeric value to a user tracking path of the individual at times when the user tracking path falls within the predefined radius or distance from the object, and assigning a second numeric value to the user tracking path of the individual at times when the user tracking path does not fall within the predefined radius or distance from the object. 10. The method of claim 6, wherein determining the radial inbounding performance metric includes applying variance statistics comprising one of mean, standard deviation, variance and range to the results of the determined radial distance of the gaze point of the individual with respect to the object.
