A disclosed system includes one or more processors, each having respective communication interfaces to receive data from the infrastructure, the data including infrastructure network data, one or more software applications, operatively coupled to and at least partially controlling the one or more processors, to process and characterize the infrastructure network data; and a display, coupled to the one or more processors, for visually presenting a depiction of at least a portion of the infrastructure including any changes in condition thereof, and one or more controllers in communication with the one or more processors, to manage processing of the resource, wherein the resource is obtained and/or distributed based on the characterization of the real time infrastructure data.

A dynamic contingency avoidance and mitigation system for determining and allocating the distribution, consumption, and supply of a resource within an infrastructure including a plurality of facilities, comprising: one or more processors, each having respective communication interfaces to receive infrastructure network data descriptive of said resource from said plurality of facilities, said infrastructure network data comprising information corresponding to the consumption and supply of said resource at the plurality of facilities;wherein said one or more processors are further configured to perform sequential Monte Carlo analysis using a topological model of the infrastructure on determined mean time between failure (MTBF) and mean time to repair (MTTR) to provide reliability statistics of the infrastructure in real time and predicted future time periods;one or more software applications, operatively coupled to and at least partially controlling said one or more processors, said one or more software applications comprising:a characterizer for generating characterized infrastructure network data based on at least a portion of said infrastructure network data anda predictor for: generating predictive infrastructure network data based on at least a portion of said infrastructure network data anddetermining one or more proposed enhancements in said infrastructure to provide improved infrastructure performance based at least in part on cost information corresponding to said one or more proposed enhancements;wherein the one or more software applications include a machine learning engine;a display, coupled to said one or more processors, for visually presenting a depiction of at least a portion of said infrastructure and said one or more proposed enhancements, based on at least one of: said characterized infrastructure network data and said predictive infrastructure network data; andone or more distribution controllers in communication with the one or more processors, to distribute the resource to or from the plurality of facilities based on at least one of: said characterized infrastructure network data and said predictive infrastructure network data. 2. The system of claim 1, wherein the infrastructure is an electrical grid and the resource is electricity. 3. The system of claim 2, wherein the electricity is obtained, at least in part, from one or more sources selected from wind power, solar power, battery power, geothermal power, tidal power and nuclear power. 4. The system of claim 2, wherein the predictor generates predictive infrastructure network data based at least in part on forecasted electricity usage. 5. The system of claim 4, wherein the electrical grid includes curtailable loads, and the curtailable loads are curtailed based on predictive infrastructure network data. 6. The system of claim 5, wherein the curtailable load includes load associated with electrical vehicle charging. 7. The system of claim 4, wherein the characterizer for generating characterized infrastructure network data further includes a reliability analyzer for analyzing the reliability of electrical grid equipment. 8. The system of claim 7, wherein the reliability analyzer analyzes the reliability of electrical equipment in view of predicted storm conditions. 9. The system of claim 4, wherein the characterizer for generating characterized infrastructure network data further includes a shortfall analyzer for preventing electricity shortfalls. 10. The system of claim 4, wherein the predictor for generating predictive infrastructure network data predictor is based at least in part on a customer response to hypothetical changes to a real-time cost of the electricity to the customer. 11. The system of claim 10, wherein the real-time cost of the electricity to the customer is adjusted based, at least in part, on the predictor. 12. The system of claim 1, wherein the machine learning engine includes one of a martingale boosting algorithm, a SVM algorithm, Monte Carlo risk assessment, and a combination thereof. 13. The system of claim 1, wherein the display includes a web-based user interface. 14. The system of claim 13, wherein the web-based user interface initiates, provides interactive adjustments to, provides historian recording of, and human and machine training in the operation of the Dynamic Contingency Avoidance and Mitigation System (DCAMS). 15. The system of claim 1, wherein the predictor comprises an Adaptive Stochastic Controller. 16. The system of claim 1, wherein said one or more processors are further configured to simultaneously estimate future needs and interactions and respond to real-time events by providing accurate, controller-based costing and pricing of the resource. 17. The system of claim 1, wherein said one or more processors are further configured to compute and communicate contingency and real-time management decisions to efficiently allocate the resource and carry out time period based pre-emptive actions of preventative maintenance and curtailment of load in order to prevent resource shortfalls and/or additional infrastructure harm or failure. 18. The system of claim 1, wherein said one or more processors are further configured to communicate contingency and real-time time period based decisions to: utilities anddistributed energy generation and storage resources, owned and operated by their customers. 19. The system of claim 1, wherein said one or more processors are further configured to receive real-time measured load and supply modulations from electric vehicles, building loads, energy storage, and distributed generation and predict future response and availability of these distributed energy generation and storage resources. 20. The system claim 1, wherein the machine learning engine includes ranking for susceptibility of failure of assets of the infrastructure to approximate the MTBF of said assets in a predicted or forecasted future state. 21. The system of claim 1, wherein the machine learning engine is configured to learn the MTTR through experience from past directed actions and prediction algorithms. 22. The system of claim 1, wherein the topological model is derived from a geographical information system. 23. The system of claim 1, further comprising a scorecard system configured to track outages and equipment failures of distributed energy generation and storage resources for use by a financial predictive model that quantifies the value of said distributed energy generation and storage resources for determining allocation of these resources for supply and demand modulation. 24. The system of claim 1, wherein a Monte Carlo control method is applied to compute methods to evaluate or improve on the policy that is used to make decisions on actions including adding electric supply from distributed energy generation and storage resource sources or reducing loads at nodes in the infrastructure to reduce vulnerabilities and risk. 25. The system of claim 1, wherein the machine learning engine is configured to learn price responsiveness of curtailable load through customer's behavior and the times needed to deploy resources. 26. A method for determining and allocating the distribution, consumption, and supply of a resource within an infrastructure including a plurality of facilities, comprising: providing one or more processors, each having respective communication interfaces to receive data from said plurality of facilities, said data comprising infrastructure network data including information corresponding to the consumption and supply of said resource at the plurality of facilities;wherein said one or more processors are further configured to perform sequential Monte Carlo analysis using a topological model of the infrastructure on determined mean time between failure (MTBF) and mean time to repair (MTTR) to provide reliability statistics of the infrastructure in real time and predicted future time periods;providing one or more software applications, operatively coupled to and at least partially controlling said one or more processors, to perform a method to process and characterize said infrastructure network data, by at least: generating predictive infrastructure network data based on at least a portion of said infrastructure network data anddetermining one or more proposed enhancements in said infrastructure to provide improved infrastructure performance based at least in part on cost information corresponding to said one or more proposed enhancements;wherein the one or more software applications include a machine learning engine;providing a display, coupled to said one or more processors, for visually presenting a depiction of at least a portion of said infrastructure and said one or more proposed enhancements; andproviding one or more controllers in communication with the one or more processors, to obtain said resource and distribute said resource based on the characterization of said infrastructure network data. 27. The method of claim 26, wherein the infrastructure is an electrical grid and the resource is electricity. 28. The method of claim 27, wherein the electricity is obtained, at least in part, from one or more sources selected from wind power, solar power, battery power, geothermal power, tidal power and nuclear power. 29. The method of claim 27, wherein the characterization of infrastructure network data includes predicting future events. 30. The method of claim 29, wherein the electrical grid includes curtailable loads, and the curtailable loads are curtailed based on predicted future events. 31. The method of claim 30, wherein the curtailable load includes a charging of electrical vehicles. 32. The method of claim 29, wherein predicting future events occurs based on customer response to hypothetical changes to a real-time cost of the electricity to the customer. 33. The method of 29, wherein predicting future events occurs based on predicted storm damage.
