A fastener connected with an elongate fastening member, such as a cable, wire, suture, rod, or tube, is moved through a passage between opposite sides of tissue. A medical device is used to secure the fastener to the elongate fastening member. The medical device includes a tensioning mechanism for tensioning the elongate fastening member. As crimping mechanism is used to secure the fastener to the elongated member, where a cutting mechanism cut the excess portion of the elongated member.

A medical device for securing a fastener to an elongate member, comprising: a handle;a tubular member coupled to the handle, the tubular member including first and second ends and defining a longitudinal passage along a central longitudinal axis;a tensioning mechanism disposed on the handle for tensioning the elongate member to a predetermined tension by actuating the tensioning mechanism, the tensioning mechanism including a torque controller that enables the tensioning mechanism to be further actuated after the predetermined tension is applied to elongate member such that the predetermined tension on the elongate member is maintained and prevents a tension greater than the predetermined tension to be applied to the elongate member; anda crimp mechanism positionable in at least a portion of the first end on the tubular member for crimping the fastener about the elongate member. 2. A medical device as set for the in claim 1, wherein the crimp mechanism comprises: a collet positioned in at least a portion of the first end of the tubular member and defining a collet passage longitudinally aligned with the central longitudinal axis, wherein an end portion of the collet is configured to receive the fastener. 3. A medical device as set forth in claim 2, wherein the collet includes first and second collet arms each having a force application end portions combining to form a fastener aperture, the fastener aperture being configured to receive the fastener therein. 4. A medical device as set forth in claim 3, wherein the crimping mechanism comprises a collet closer affixed to the second end of the tubular member, about the collet, the tubular member and the collet closer being moveable from a first tube position to a second tube position such that the collet closer compresses the force application end portions of the first and second collet arms about the fastener aperture. 5. A medical device as set forth in claim 4, further comprising a trigger operably connected to the tubular member, the trigger positionable from a first trigger position to a second trigger position with respect to the handle, such that the collet closer is moved from the first tubular position to the second tubular position. 6. A medical device as set forth in claim 5, further comprising a trigger bias member interposed between the trigger and the handle, wherein the trigger bias member biases the trigger into the first trigger position. 7. A medical device as set forth in claim 6, further comprising a cutting mechanism disposed in the second end of the tubular member, proximal to the collet, and operably connect to the trigger, such that movement of the trigger from the second trigger position to a third trigger position actuates the cutting mechanism. 8. A medical device as set forth in claim 5, wherein the torque controller includes a tension setting mechanism and at least one plate. 9. A medical device as set forth in claim 1, the tensioning mechanism comprising a locking assembly and a rotation assembly.
