1. A kit for installation on a top portion of a tank to treat a liquid comprising: a pump volute or hydrocyclone head having an inlet and throat having an outlet and a central axis, wherein the outlet of the throat is configured to be installed on the top portion of the tank and the tank has a maximum inner diameter that is larger than an inner diameter of the outlet of the throat; anda wave energy source comprising a first electrode within the pump volute or hydrocyclone head that is aligned with the central axis, and a second electrode that is configured to be installed within the tank such that the second electrode is spaced apart and axially aligned with first electrode along the central axis. 2. The kit as recited in claim 1, further comprising a gas source to provide a central core of gas around the wave energy source. 3. The kit as recited in claim 2, the gas comprises oxygen, hydrogen, an inert gas or a combination thereof. 4. The kit as recited in claim 2, the gas reduces oxidation of the wave energy source, changes a spectrum of one or more of the wave energies or a combination thereof. 5. The kit as recited in claim 1, further comprising a reflector that is connected to the outlet of the throat. 6. The kit as recited in claim 5, the reflector is coated with a catalyst. 7. The kit as recited in claim 1, the first and second electrodes comprise carbon, an electrically conductive material or a combination thereof. 8. The kit as recited in claim 1, the throat is straight or cone shaped. 9. The kit as recited in claim 1, further comprising a power supply for connection to the first electrode and the second electrode. 10. The kit as recited in claim 9, the power supply comprises one or more batteries. 11. The kit as recited in claim 10, the one or more batteries are rechargeable by a wind turbine, a photovoltaic cell or a hydroturbine. 12. The kit as recited in claim 1, further comprising a mechanism to strike an arc between the first electrode and the second electrode. 13. The kit as recited in claim 12, the mechanism comprises an actuator to move the first electrode into contact with the second electrode, or a pushrod to contact the second electrode. 14. The kit as recited in claim 12, the mechanism further positions the first electrode at different points along the central axis. 15. The kit as recited in claim 1, the first electrode extends into the throat. 16. The kit as recited in claim 1, the first electrode is configured to extend into the tank. 17. A kit for installation on a top portion of a tank to treat a liquid comprising: a pump volute or hydrocyclone head having an inlet and an outlet;a throat having a first opening, a second opening and a central axis, the first opening is connected to the outlet of the pump volute or hydrocyclone head, and the second opening is configured to be installed on the top portion of the tank and the tank has a maximum inner diameter that is larger than an inner diameter of the second opening of the throat; anda wave energy source comprising a first electrode within the pump volute or hydrocyclone head that is aligned with the central axis, and a second electrode that is configured to be installed within the tank such that the second electrode is spaced apart and axially aligned with first electrode along the central axis. 18. The kit as recited in claim 17, further comprising a gas source to provide a central core of gas around the wave energy source. 19. The kit as recited in claim 18, the gas comprises oxygen, hydrogen, an inert gas or a combination thereof. 20. The kit as recited in claim 18, the gas reduces oxidation of the wave energy source, changes a spectrum of one or more of the wave energies or a combination thereof. 21. The kit as recited in claim 17, further comprising a reflector that is connected to the second opening. 22. The kit as recited in claim 21, the reflector is coated with a catalyst. 23. The kit as recited in claim 17, the first and second electrodes comprise carbon, an electrically conductive material or a combination thereof. 24. The kit as recited in claim 17, the throat is straight or cone shaped. 25. The kit as recited in claim 17, further comprising a power supply for connection to the first electrode and the second electrode. 26. The kit as recited in claim 25, the power supply comprises one or more batteries. 27. The kit as recited in claim 26, the one or more batteries are rechargeable by a wind turbine, a photovoltaic cell or a hydroturbine. 28. The kit as recited in claim 17, further comprising a mechanism to strike an arc between the first electrode and the second electrode. 29. The kit as recited in claim 28, the mechanism comprises an actuator to move the first electrode into contact with the second electrode, or a pushrod to contact the second electrode. 30. The kit as recited in claim 28, the mechanism further positions the first electrode at different points along the central axis. 31. The kit as recited in claim 17, the first electrode extends into the throat. 32. The kit as recited in claim 17, the first electrode is configured to extend into the tank.
