The communication management system of claim 1, wherein the circuitry for obtaining, from at least one of a router device or a first mobile device, an indication of a wireless communication service having been established, between the mobile device and a network via the router device, within a service region at a first time includes: obtaining, from a motor vehicle, an indication of a first wireless communication service having been established within a first service region between the motor vehicle and a network via the router device at a first time. 4. The communication management system of claim 1, wherein the circuitry for causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: circuitry for causing a third mobile device to display at least some of a map that includes a cost-indicative service boundary relating to a prospective interpersonal communication. 5. A communication management system comprising: an article of manufacture includingmeans for obtaining, from at least one of a router device or a first mobile device, an indication of a wireless communication service having been established, between the mobile device and a network via the router device, within a service region at an first time;means for obtaining, from a second mobile device, an indication whether or not the wireless communication service is operative within the service region at a second time; andmeans for causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the service region. 6. A communication management method comprising: obtaining, from at least one of a router device or a first mobile device, an indication of a wireless communication service having been established, between the mobile device and a network via the router device, within a service region at an first time;obtaining, from a second mobile device, an indication whether or not the wireless communication service is operative within the service region at a second time; andcausing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the service region. 7. The communication management system of claim 1, wherein the obtaining, from at least one of a router device or a first mobile device, an indication of a wireless communication service having been established, between the mobile device and a network via the router device, within a service region at a first time includes: obtaining, from at least one of a router device or a first mobile device, an indication of a global positioning system (GPS) location of the service region. 8. The communication management system of claim 1, wherein the obtaining, from at least one of a router device or a first mobile device, an indication of a wireless communication service having been established, between the mobile device and a network via the router device, within a service region at a first time includes: obtaining, from at least one of a router device or a first mobile device, timing data indicating a time period where the wireless communication service was established, between the mobile device and a network via the router device, within a service region. 9. The communication management system of claim 1, wherein the causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: causing a third mobile device to provide a user notification, at a third time, displaying a map position associated with the wireless communication service within the service region. 10. The communication management system of claim 1, wherein the causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: causing a third mobile device to provide a user notification, at a third time, displaying a map indicating an approximate range of the router device. 11. The communication management system of claim 1, wherein the causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: causing a third mobile device to provide a user notification, at a third time, indicating one or more time periods where the router device goes offline. 12. The communication management system of claim 1, wherein the causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: causing a third mobile device to provide a user notification, at a third time, indicating whether or not the router device appears to be stationary. 13. The communication management system of claim 1, wherein the causing a third mobile device to provide a user notification, at a third time, indicating whether or not the wireless communication service was operative within the service region responsive to the indication from the second mobile device whether or not the wireless communication service was operative within the first service region includes: causing a third mobile device to provide a user notification, at a third time, indicating whether or not a second wireless communication service proximate to the wireless service region was operative.
