The method of claim 1, further comprising: controlling placement and timing of said deposited energy based on information relating to said at least one control surface. 7. The method of claim 6, wherein said information comprises movement of said at least one control surface. 8. The method of claim 1, further comprising: controlling placement and timing of said deposition energy on said at least one control surface by electronic processor-controlled targeting. 9. The method of claim 1, wherein said depositing energy comprises pulsing a laser beam. 10. The method of claim 1, wherein said depositing energy comprises pulsing a filamenting laser. 11. The method of claim 1, wherein said deposited energy is applied directly on a leading edge of said at least one control surface. 12. The method of claim 1, wherein said deposited energy is applied along a leading edge of said at least one control surface. 13. The method of claim 1, wherein said deposited energy is applied parallel to a leading edge of said at least one control surface by positioning the laser filament parallel to at least a portion of said at least one control surface. 14. The method of claim 1, wherein the depositing energy to modify the aerodynamic flow across a surface is an externally applied energy in the form of a succession of laser pulses. 15. The method of claim 14, wherein the succession of laser pulses is applied to one or more targeted positions along the leading edge of the control surface. 16. The method of claim 14, wherein the laser pulses are filamenting laser pulses. 17. The method of claim 1, wherein said movement is above ground. 18. The method of claim 1, wherein said movement is in the atmosphere. 19. The method of claim 1, wherein said movement is in the stratosphere. 20. The method of claim 1, wherein said movement is in space.
