1. A method for disseminating traveler specific information, the method comprising: receiving a preferred travel route from a user using a user device, wherein the preferred travel route is displayed on the user device;executing instructions stored in memory, wherein execution of the instructions by a processor: stores user criteria, organized by location codes, regarding particular traffic incidents wherein the user criteria comprises selection by a user of: at least one segment of the preferred travel route, wherein the at least one segment contains a particular location code,a time range, andat least one type of traffic incident for which the user will receive notifications;receives current incident data relating to traveling conditions from at least one data source, wherein the received current incident data includes data regarding a particular traffic incident from a plurality of different sources associated with the preferred travel route, wherein the received incident data regarding the particular traffic incident from each source is different;receives traffic flow data associated with the particular traffic incident, wherein the received traffic flow data is traffic flow data over a period of time that has been averaged and filtered;standardizes information about the particular traffic incident based on the incident data and traffic flow data; andprocesses the received current incident data, received traffic flow data and the user criteria to produce: data based on the current incident data and traffic flow data and comprising information that corresponds to the selected user criteria, anda unique identification code for each incident identified in the data; andprovides the data to the user according to the user criteria, wherein the provided data is published as a packaged data set for each particular traffic incident based on the standardized information, and wherein the packaged data set is displayed for the user to view on the user device associated with the preferred travel route. 2. The method of claim 1, wherein the different incident data includes location-based information obtained from an address associated with an equipment identification number of a particular source and location-based information obtained from geographic terms inclusive of latitude and longitude. 3. The method of claim 1, wherein standardizing information about the particular traffic incident includes assigning a unique identification for the particular traffic incident. 4. The method of claim 3, wherein the assigned unique identification for the particular traffic incident corresponds to a particular graphical icon displayed on the preferred travel route that represents the published packaged data set for the particular traffic incident. 5. The method of claim 3 further comprising eliminating redundant incident from the plurality of different sources using the assigned unique identification. 6. The method of claim 1, wherein the external sources includes a clock, wherein the clock is used to calculate end-times for the particular traffic incident. 7. The method of claim 1, wherein standardizing information about the particular traffic incident includes assigning a severity level for the particular traffic incident. 8. The method of claim 1, wherein standardizing information about the particular traffic incident includes projecting an end time for the particular traffic incident. 9. The method of claim 1, wherein standardizing information about the particular traffic incident includes correcting description information associated with the particular traffic incident associated with each source. 10. A non-transitory computer-readable storage medium, having embodied thereon a program executable by a processor to perform a method for disseminating traveler specific information, the method comprising: receiving a preferred travel route from a user using a user device, wherein the preferred travel route is displayed on the user device;storing user criteria, organized by location codes, regarding particular traffic incidents wherein the user criteria comprises selection by a user of: at least one segment of the preferred travel route, wherein the at least one segment contains a particular location code,a time range, andat least one type of traffic incident for which the user will receive notifications;receiving current incident data relating to traveling conditions from at least one data source, wherein the received current incident data includes data regarding a particular traffic incident from a plurality of different sources associated with the preferred travel route, wherein the received incident data regarding the particular traffic incident from each source is different;receiving traffic flow data associated with the particular traffic incident, wherein the received traffic flow data is traffic flow data over a period of time that has been averaged and filtered;standardizing information about the particular traffic incident based on the incident data and traffic flow data;processing the received current incident data, received traffic flow data and the user criteria to produce: data based on the current incident data and traffic flow data and comprising information that corresponds to the selected user criteria, anda unique identification code for each incident identified in the data; andproviding the data to the user according to the user criteria, wherein the provided data is published as a packaged data set for each particular traffic incident based on the standardized information, and wherein the packaged data set is displayed for the user to view on the user device associated with the preferred travel route. 11. The non-transitory computer-readable storage medium of claim 10, wherein the different incident data includes location-based information obtained from an address associated with an equipment identification number of a particular source and location-based information obtained from geographic terms inclusive of latitude and longitude. 12. The non-transitory computer-readable storage medium of claim 10, wherein standardizing information about the particular traffic incident includes assigning a unique identification for the particular traffic incident. 13. The non-transitory computer-readable storage medium of claim 12, wherein the assigned unique identification for the particular traffic incident corresponds to a particular graphical icon displayed on the preferred travel route that represents the published packaged data set for the particular traffic incident. 14. The non-transitory computer-readable storage medium of claim 12 further comprising eliminating redundant incident from the plurality of different sources using the assigned unique identification. 15. The non-transitory computer-readable storage medium of claim 10, wherein the external sources includes a clock, wherein the clock is used to calculate end-times for the particular traffic incident. 16. The non-transitory computer-readable storage medium of claim 10, wherein standardizing information about the particular traffic incident includes assigning a severity level for the particular traffic incident. 17. The non-transitory computer-readable storage medium of claim 10, wherein standardizing information about the particular traffic incident includes projecting an end time for the particular traffic incident. 18. The non-transitory computer-readable storage medium of claim 10, wherein standardizing information about the particular traffic incident includes correcting description information associated with the particular traffic incident associated with each source. 19. A system for disseminating traveler specific information, the system comprising: a user device that receives a preferred travel route from a user, wherein the preferred travel route is displayed on the user devicememory, anda processor that executes instructions stored in memory, wherein execution of the instructions by the processor: stores user criteria, organized by location codes, regarding particular traffic incidents wherein the user criteria comprises selection by a user of: at least one segment of the preferred travel route, wherein the at least one segment contains a particular location code,a time range, andat least one type of traffic incident for which the user will receive notifications, receives current incident data relating to traveling conditions from at least one data source, wherein the received current incident data includes data regarding a particular traffic incident from a plurality of different sources associated with the preferred travel route, wherein the received incident data regarding the particular traffic incident from each source is different, receives traffic flow data associated with the particular traffic incident, wherein the received traffic flow data is traffic flow data over a period of time that has been averaged and filtered, standardizes information about the particular traffic incident based on the incident data and traffic flow data, processes the received current incident data, received traffic flow data and the user criteria to produce: data based on the current incident data and traffic flow data and comprising information that corresponds to the selected user criteria, anda unique identification code for each incident identified in the data, andprovides the data to the user according to the user criteria, wherein the provided data is published as a packaged data set for each particular traffic incident based on the standardized information, and wherein the packaged data set is displayed for the user to view on the user device associated with the preferred travel route.
