Specifically, the apparatuses of the present invention creates a backward pressure in fluid traversing a pipe, wherein the backward pressure within the pipe provides compression to the fluid effectively compressing entrapped gas bubbles within the fluid, allowing more accurate water meter measurements. The apparatuses comprise conically tapered openings to more efficiently pass fluids therethrough. Moreover, the apparatuses comprise bleed channels to allow for the flow of fluids during times of low fluid flow.

An apparatus for managing the flow of fluid through a pipe comprising: a housing forming an internal chamber having an inlet opening and an outlet opening wherein pressurized fluid flows through the housing;a poppet valve mounted to a shaft and disposed within the internal chamber, the poppet valve configured to contact a seat in proximity to the inlet opening wherein unseating the poppet valve from the seat opens a seat passage allowing fluid to flow therethrough,wherein an inlet passage runs from the inlet opening to a transitional element between the inlet passage and the seat passage, wherein the first surface has a conical taper from the inlet opening to the transitional element, wherein the size of the inlet passage at the inlet opening is larger than the size of the inlet passage at the transitional element, and further wherein the seat passage has a conical taper from the transitional element to a distal end thereof, wherein the size of the seat passage at the transitional element is smaller than the size of the seat passage at the distal end thereof, and further wherein the conical taper of the first surface has an angle that is larger than an angle of the conical taper of the seat passage;a base plate spanning a cross-section of the housing in proximity to the outlet opening, the base plate having a central opening slidably receiving the shaft, an internal surface, and at least one aperture for allowing the flow of fluid therethrough;a spring around the shaft having a first end and a second end, wherein movement of the poppet valve toward the base causes a compression of the spring and allows water to flow through a passage through the seat; andat least one channel disposed in proximity to the inlet opening and connecting the space at the inlet opening to the internal chamber, the passage configured to bypass the passage through the seat and further configured to allow a flow of fluid from the space at the inlet opening to the internal chamber. 2. The apparatus of claim 1 wherein the at least one aperture has an inlet side into which the fluid flows and an outlet side out of which the fluid flows as the fluid flows therethrough, wherein the inlet side has a conical taper from the inlet side of the aperture to a midpoint between the inlet side and the outlet side wherein the size of the aperture at the inlet side is larger than the size of the aperture at the midpoint, and further wherein the outlet side has a conical taper from the midpoint to the outlet side of the aperture wherein the size of the aperture at the inlet side is smaller than the size of the aperture at the outlet side. 3. The apparatus of claim 2 wherein the conical taper from the inlet side to the midpoint is angled at 22 degrees and the conical taper from the midpoint to the outlet side of the aperture is angled at 14 degrees. 4. The apparatus of claim 1 wherein the poppet valve has a first depression in which a first end of the spring sits and a second depression in the base in which a second end of the spring sits, wherein the first depression in the poppet valve and the second depression in the base hold the spring in alignment around the shaft. 5. The apparatus of claim 1 further comprising: a sleeve disposed between the spring and the shaft to guide the spring and prevent the spring from contacting the shaft. 6. The apparatus of claim 1 wherein the shaft is rigidly disposed within the poppet valve. 7. The apparatus of claim 6 wherein the shaft has a threaded end, wherein the threaded end is disposed within the poppet valve without traversing the entirety of the poppet valve. 8. The apparatus of claim 1 further comprising: a mounting plate disposed on a first end of the housing in proximity to the inlet opening for mounting the apparatus within a pipe. 9. The apparatus of claim 1 further comprising: a threaded portion disposed at a first end of the housing in proximity to the inlet opening. 10. The apparatus of claim 1 further comprising: a threaded portion disposed at a second end of the housing in proximity to the outlet opening. 11. The apparatus of claim 1 wherein the at least one channel is disposed through the seat. 12. The apparatus of claim 1 wherein the at least one channel is disposed through the poppet valve. 13. The apparatus of claim 1 wherein the at least one channel comprises two passages disposed through the poppet valve. 14. The apparatus of claim 1 wherein the at least one channel is formed from a notch in the poppet valve and positioned adjacent the seat when the poppet valve is closed on the seat surface. 15. The apparatus of claim 1 wherein the at least one channel is formed form a notch in the seat disposed adjacent the poppet valve when the poppet valve is closed on the seat. 16. The apparatus of claim 1 wherein the conical taper of the inlet passage has an angle of about 120 degrees and the conical taper of the seat passage has an angle of about 90 degrees. 17. An apparatus for controlling the flow of fluid therethrough, the apparatus comprising: a housing forming an internal chamber having an inlet opening and an outlet opening wherein pressurized fluid flows through the housing;a poppet valve mounted to a shaft and disposed within the internal chamber, the poppet valve configured to contact a seat in proximity to the inlet opening wherein contacting the seat seals the chamber and prevents the flow of fluid through the housing and further wherein when the poppet valve is unseated from the seat, fluid flows through a seat passage into the internal chamber;a base plate spanning a cross-section of the housing in proximity to the outlet opening, the base plate having a central opening slidably receiving the shaft, an internal surface, and at least one aperture for allowing the flow of fluid therethroughwherein the at least one aperture has an inlet side into which fluid flows and an outlet side out of which fluid flows as fluid flows therethrough, wherein the inlet side has a conical taper from the inlet side of the aperture to a midpoint between the inlet side and the outlet side wherein the size of the aperture at the inlet side is larger than the size of the aperture at the midpoint, and further wherein the outlet side has a conical taper from the midpoint to the outlet side of the aperture wherein the size of the aperture at the inlet side is smaller than the size of the aperture at the outlet side;a channel from the inlet opening to the internal chamber bypassing the seat passage and allowing a flow of fluid into the internal chamber from the inlet opening; anda spring around the shaft having a first end and a second end, wherein movement of the poppet valve toward the base causes a compression of the spring. 18. The apparatus of claim 17 wherein the conical taper from the inlet side to the midpoint is angled at 22 degrees and the conical taper from the midpoint to the outlet side of the aperture is angled at 14 degrees. 19. The apparatus of claim 17 further comprising a first depression disposed within the base and surrounding the central opening. 20. The apparatus of claim 17 further comprising: a sleeve disposed between the spring and the shaft to guide the spring and prevent the spring from contacting the shaft. 21. The apparatus of claim 17 wherein the channel allows water to flow from the inlet opening to the internal chamber when the poppet valve is seated on the seat. 22. An apparatus for managing the flow of fluid through a pipe comprising: a housing forming an internal chamber having an inlet opening and an outlet opening wherein pressurized fluid flows through the housing;a poppet valve mounted to a shaft and disposed within the internal chamber, the poppet valve configured to contact a seat in proximity to the inlet opening wherein unseating the poppet valve from the seat opens a seat passage allowing fluid to flow therethrough,wherein an inlet passage runs from the inlet opening to a transitional element between the inlet passage and the seat passage, wherein the first surface has a conical taper from the inlet opening to the transitional element, wherein the size of the inlet passage at the inlet opening is larger than the size of the inlet passage at the transitional element, and further wherein the seat passage has a conical taper from the transitional element to a distal end thereof, wherein the size of the seat passage at the transitional element is smaller than the size of the seat passage at the distal end thereof, and further wherein the conical taper of the first surface has an angle that is larger than an angle of the conical taper of the seat passage;a base plate in proximity to the outlet opening, the base plate having a central opening slidably receiving the shaft, an internal surface, and at least one aperture for allowing the flow of fluid therethrough, anda spring around the shaft having a first end and a second end, wherein movement of the poppet valve toward the base causes a compression of the spring and allows water to flow through a passage through the seat. 23. The apparatus of claim 22 wherein the base plate spans a cross-section of the housing. 24. The apparatus of claim 23 wherein the angle of the conical tape of the first surface is about 120 degrees and the angle of the conical taper of the seat passage is about 90 degrees. 25. The apparatus of claim 22 wherein the at least one aperture has an inlet side into which the fluid flows and an outlet side out of which the fluid flows as the fluid flows therethrough, wherein the inlet side has a conical taper from the inlet side of the aperture to a midpoint between the inlet side and the outlet side wherein the size of the aperture at the inlet side is larger than the size of the aperture at the midpoint, and further wherein the outlet side has a conical taper from the midpoint to the outlet side of the aperture wherein the size of the aperture at the inlet side is smaller than the size of the aperture at the outlet side. 26. The apparatus of claim 25 wherein the conical taper from the inlet side to the midpoint is angled at 22 degrees and the conical taper from the midpoint to the outlet side of the aperture is angled at 14 degrees.
