A rotational speed control device according to claim 3, wherein the rotor comprises two concentric cylinders, and wherein the housing comprises two circular grooves. 5. A rotational speed control device according to claim 2, wherein in a maximum braking position, the rotor is directly engaged with the braking surfaces of the housing to thereby create mechanical frictional torque between the rotor and the housing. 6.
