An oxygen-delivery wound treatment device, the device comprising: a) a formed biocompatible matrix, wherein the matrix is a closed cell foam, the matrix comprising: a cross-linked polymer present in an amount ranging from about 2.5 wt. % to 10 wt. % based on the total weight of the matrix and a non-gellable polysaccharide present in an amount ranging from 0.25 wt. % to 5 wt. % based on the total weight of the matrix, wherein the cross-linked polymer comprises polyacrylamide cross-linked with 0.025 wt. % to 0.15 wt % bis-acrylamide based on the total weight of the matrix and the non-gellable polysaccharide comprises guar gum, wherein the matrix includes closed cells and walls;b) gaseous oxygen, wherein the gaseous oxygen is contained in the closed cells;c) dissolved oxygen, wherein the dissolved oxygen is present in the walls, wherein the gaseous oxygen and the dissolved oxygen are formed by a reaction between a peroxide and a catalyst; andd) water, wherein the water is present in the walls, wherein the oxygen delivery wound treatment device delivers oxygen to a wound site or compromised tissue. 2. The device of claim 1, further comprising at least one active agent. 3. The device of claim 1, wherein the matrix comprises a stranded configuration. 4. The device of claim 1, further comprising a water loss control agent, wherein the water loss control agent comprises petrolatum, glycolipids, ceramides, free fatty acids, cholesterol, triglycerides, sterylesters, cholesteryl sulfate, linoleic ethyl ester, silicone oil, or a combination thereof, wherein the water loss control agent is applied to a surface of the device. 5. The device of claim 1, wherein the matrix further comprises a plasticizer, wherein the plasticizer comprises glycerol, propylene glycol, butanol, or a combination thereof. 6. The device of claim 1, wherein the matrix further comprises a hydration control agent, wherein the hydration control agent comprises isopropyl alcohol, ethanol, glycerol, butanol, propylene glycol, or a combination thereof. 7. The device of claim 1, wherein the oxygen-delivery wound treatment device maintains delivery of oxygen for at least 24 hours. 8.
