The dispensing device of claim 1, wherein the volatile active is an insecticide. 6. The dispensing device of claim 1, wherein the activator comprises a manual push button. 7. A dispensing device, comprising: a housing comprising an impermeable first surface and a second surface;a reservoir disposed entirely within the housing and comprising a composition; andan activator operatively connected to the reservoir,wherein when the activator is activated, the composition is released from the reservoir onto the impermeable first surface to create a first quantity of the composition deflected off of the impermeable first surface into the environment and having a first emanation rate, a second quantity of the composition deposited onto the impermeable first surface having a second emanation rate, and a third quantity of the composition deflected off of the impermeable first surface onto the second surface having a third emanation rate. 8. The dispensing device of claim 7, wherein the dispenser comprises a plurality of impermeable first surfaces and second surfaces and the activator comprises a plurality of nozzles. 9. The dispensing device of claim 8, wherein upon activation of the activator, a plurality of streams of the composition are released from the plurality of nozzles onto the plurality of impermeable first surfaces, each stream creating the first, second, and third quantities of composition. 10. A dispensing device, comprising: a housing comprising at least one sidewall and an open top defined by an upper edge of the at least one sidewall;a substrate;a reservoir disposed entirely within the housing, the reservoir holding a composition comprising a volatile active and a liquid carrier; andan activator operatively connected to the reservoir, wherein the activator includes at least two apertures,wherein when the activator is activated, at least one stream of the composition is released from each of the at least two apertures to impact a surface of the substrate,wherein upon impact of the composition a first portion of the composition is deflected off of the substrate and a second portion of the composition is deposited onto the substrate, and wherein the first quantity of volatile active is deflected upwardly from the substrate and out of the open top of the housing into the environment. 11. The dispensing device of claim 10, wherein the activator includes three or more apertures and the three or more apertures produce three or more streams of composition upon the activation of the activator. 12. The dispensing device of claim 10, wherein the at least one stream released from each of the at least two apertures is pointed in a different direction. 13. The dispensing device of claim 10, wherein the second portion of the composition provides a source for passive emanation of the volatile active from the substrate into the surrounding environment. 14. The dispensing device of claim 12, wherein the amount of composition deposited onto the substrate is relative to an angle A between a surface of the substrate and the streams of composition. 15. The dispensing device of claim 10, wherein the substrate comprises at least one of a fabric, a non-woven material, and a cellulosic material. 16. The dispensing device of claim 10, wherein the volatile active comprises an insect repellent. 17. The dispensing device of claim 10, wherein the substrate is integral with the housing. 18. The dispensing device of claim 12, wherein the at least two apertures are positioned to release streams in opposing directions. 19. The dispensing device of claim 12, wherein the at least two apertures are equally spaced around the activator.
