A tissue fixation apparatus for attaching a first tissue to a second tissue, comprising: a flexible construct including: a first adjustable loop and a second adjustable loop which are each configured to pass through the first tissue, and to be spaced apart along an outer surface of the first tissue in a first direction; a first tensioning member extending from the first adjustable loop and pullable to reduce a size of the first adjustable loop; and a second tensioning member extending from the second adjustable loop and pullable to reduce a size of the second adjustable loop;an anchor configured to attach the flexible construct to the second tissue in a first selected area of the second tissue; andan elongated locking member configured to be received within the first adjustable loop at a first size of the first adjustable loop and to be received within the second adjustable loop at a first size of the second adjustable loop, and to engage the first adjustable loop at a second size of the first adjustable loop size and to engage the second adjustable loop at a second size of the second adjustable loop. 2. The tissue fixation apparatus of claim 1, wherein the locking member includes: an adjustable loop member;engagement members coupled to the loop member and engageable with the first and second adjustable loops; anda tensioning member extending from the adjustable loop member, and configured to reduce a diameter of the adjustable loop member. 3. The tissue fixation apparatus of claim 2, wherein the adjustable loop member includes a filament wound into a coil defining an overall shape of the adjustable loop member. 4. The tissue fixation apparatus of claim 3, wherein the filament passes through the engagement members. 5. The tissue fixation apparatus of claim 2, wherein: the locking member further includes a sleeve, the adjustable loop member passes through the sleeve, and the engagement members are disposed adjacent opposite ends of the sleeve. 6. The tissue fixation apparatus of claim 2, wherein the tensioning member is further configured to lock the diameter of the adjustable loop member. 7. The tissue fixation apparatus of claim 1, wherein the locking member includes peripheral recesses configured to receive the first and second adjustable loops. 8. The tissue fixation apparatus of claim 7, wherein the locking member includes barbs defining the peripheral recesses. 9. The tissue fixation apparatus of claim 7, wherein: the locking member includes a fabric having first regions adjoining second regions, the first regions having a higher density than the second regions, and the peripheral recesses are disposed adjacent the first regions. 10. The tissue fixation apparatus of claim 1, wherein: the flexible construct includes a braided body defining apertures disposed adjacent opposite ends, and the first and second tensioning members extend from the opposite ends and pass through the apertures to create the first and second adjustable loops. 11. The tissue fixation apparatus of claim 10, wherein the braided body and the first and second tensioning members cooperate to lock the first adjustable loop at the second size of the first adjustable loop and the second adjustable loop at the second size of the second adjustable loop. 12. The tissue fixation apparatus of claim 1, wherein the locking member includes: a pair of filaments having a length; anda braided fabric connecting the filaments along the length, wherein the filaments have diameters larger than a thickness of the braided fabric. 13. The tissue fixation apparatus of claim 1, wherein the locking member includes: a braided body defining apertures disposed adjacent opposite ends;strands extending from the opposite ends and passing through the apertures to create two adjustable loop members; andengagement members attached to the two adjustable loop members, and configured to engage the first and second adjustable loops of the flexible construct. 14. A tissue fixation apparatus for attaching a first tissue to a second tissue, comprising: a flexible construct including: a first adjustable loop and a second adjustable loop which are each configured to pass through the first tissue, and to be spaced apart along an outer surface of the first tissue in a first direction, a first tensioning member extending from the first adjustable loop and pullable to reduce a size of the first adjustable loop; and a second tensioning member extending from the second adjustable loop and pullable to reduce a size of the second adjustable loop, wherein the flexible construct is attachable to the second tissue by an anchor; andan elongated locking member configured to be received through the first adjustable loop at a first size of the first adjustable loop and to be received through the second adjustable loop at a first size of the second adjustable loop, and to engage the first adjustable loop at a second size of the first adjustable loop size and to engage the second adjustable loop at a second size of the second adjustable loop. 15. The tissue fixation device of claim 14, wherein the locking member includes: an adjustable loop member;engagement members coupled to the adjustable loop member and engageable with the first and second adjustable loops; anda tensioning member extending from the adjustable loop member, and configured to reduce a diameter of the adjustable loop member. 16. The tissue fixation apparatus of claim 15, wherein the adjustable loop member includes a filament wound into a coil defining an overall shape of the adjustable loop member. 17. The tissue fixation apparatus of claim 16, wherein: the locking member further includes a sleeve, the adjustable loop member passes through the sleeve, and the engagement members are disposed adjacent opposite ends of the sleeve. 18. A tissue fixation apparatus for attaching a first tissue to a second tissue, comprising: a flexible construct attachable to the second tissue by an anchor, the flexible construct including:a first adjustable loop and a second adjustable loop which are each configured to pass through the first tissue, and to be spaced apart along an outer surface of the first tissue in a first direction; a first tensioning member extending from the first adjustable loop and pullable to reduce a size of the first adjustable loop; and a second tensioning member extending from the second adjustable loop and pullable to reduce a size of the second adjustable loop; andan elongated locking member configured to be received within the first adjustable loop at a first size of the first adjustable loop and to be received within the second adjustable loop at a first size of the second adjustable loop, the first adjustable loop configured to compress the first tissue between the locking member and the second tissue at a second size of the first adjustable loop, and the second adjustable loop configured to compress the first tissue between the locking member and the second tissue at a second size of the second adjustable loop. 19. The tissue fixation apparatus of claim 18, wherein: the flexible construct includes a braided body defining apertures disposed adjacent opposite ends, and the first and second tensioning members extend from the opposite ends and pass through the apertures to create the first and second adjustable loops. 20. The tissue fixation apparatus of claim 19, wherein the braided body and the first and second tensioning members cooperate to lock the first and second adjustable loops at the second sizes.
